THIS HURRICANE LOCAL STATEMENT RECOMMENDS ACTIONS TO BE TAKEN
BY RESIDENTS OF THE FOLLOWING COUNTIES...VOLUSIA...LAKE...SEMINOLE...
ORANGE...BREVARD...OSCEOLA...INDIAN RIVER...SAINT LUCIE...MARTIN
AND OKEECHOBEE.

...STORM INFORMATION...
AT 5 PM EDT...THE CENTER OF TROPICAL STORM FRANCES WAS LOCATED NEAR
LATITUDE 28.0 NORTH...LONGITUDE 82.2 WEST...OR ABOUT 20 MILES EAST OF
TAMPA FLORIDA.

THE CENTER OF TROPICAL STORM FRANCES IS MOVING TOWARD THE WEST-
NORTHWEST NEAR 10 MPH. MAXIMUM SUSTAINED WINDS HAVE DECREASED TO 70
MPH...WITH HIGHER GUSTS POSSIBLE IN HEAVIER RAINBANDS. TROPICAL
STORM FORCE GUSTS WILL BE COMMON ACROSS THE EAST CENTRAL FLORIDA
THIS EVENING.

...PRECAUTIONARY/PREPAREDNESS ACTIONS...
WITH THE CENTER OF FRANCES MOVING WEST NORTHWEST TOWARD THE GULF
COAST NORTH OF TAMPA...WIDESPREAD WIND GUSTS TO TROPICAL
STORM FORCE ARE EXPECTED WITH HEAVIER RAINBANDS EAST OF THE
CENTER. EVEN THOUGH IT IS NOW THE SECOND DAY OF HIGH WINDS FROM
FRANCIS RESIDENTS SHOULD STAY OFF ROADS AS MUCH AS POSSIBLE.

...WIND IMPACTS...
SEVERAL INTENSE RAINBANDS CONTINUE TO ROTATE AROUND THE CENTER OF
FRANCES...AND WILL IMPACT PORTIONS OF EAST CENTRAL FLORIDA THROUGH
THE EVENING. SPECIFICALLY...VOLUSIA...BREVARD...INDIAN RIVER AND
SAINT LUCIE COUNTY WILL SEE HEAVY SQUALLS CONTINUE THROUGH THE
EVENING HOURS. BURSTS OF HEAVY RAIN AND SUDDEN SQUALLS WITH GUSTS TO
AROUND 65 MPH ARE POSSIBLE ALONG THE COASTAL COUNTIES...WITH GUSTS TO
60 MPH ELSEWHERE ACROSS THE REGION IN SHOWER BANDS. TROPICAL STORM
FORCE WINDS ARE EXPECTED TO EXIT THE AREA BY MONDAY MORNING...BUT
LOCALIZED STRONG GUSTS TO TROPICAL STORM FORCE WILL STILL BE POSSIBLE
IN RAINBANDS THROUGH THE DAY ON MONDAY.

...STORM SURGE FLOOD AND STORM TIDE IMPACTS...
MINOR STORM SURGE BEACH EROSION IS STILL POSSIBLE NORTH OF CAPE
CANAVERAL.

...FLOOD IMPACTS...
A FLOOD WATCH IS IN EFFECT FOR ALL OF EAST CENTRAL FLORIDA.
DOPPLER RADAR RAINFALL ESTIMATES INDICATE 8 TO 10 INCHES OF RAIN HAVE
ALREADY FALLEN NEAR VER0 BEACH AND ACROSS THE INTERSTATE FOUR
CORRIDOR IN VOLUSIA COUNTY. WIDESPREAD STORM TOTALS OF 8 TO 12 INCHES
ARE EXPECTED WITH ADDITIONAL RAINBANDS TONIGHT AND MONDAY. LOCALIZED
STORM TOTAL AMOUNTS TO 18 INCHES ARE POSSIBLE MAINLY WHERE INTENSE
RAINBANDS PASS OVER. SIGNIFICANT LOCAL FLOODING IS EXPECTED AND
FLOODING ON THE SAINT JOHNS RIVER AND CENTRAL FLORIDA LAKES WILL
FOLLOW IN THE DAYS TO COME.

...TORNADO IMPACTS...
ISOLATED TORNADOES OR WATERSPOUTS REMAIN A POSSIBILITY WITH
RAINBANDS EAST OF THE CENTER OF FRANCES. A TORNADO WATCH REMAINS IN
EFFECT MOST OF EAST CENTRAL FLORIDA UNTIL 9 PM THIS EVENING.

...WATCHES AND WARNINGS...
A TROPICAL STORM WARNING IS IN EFFECT FROM FLAGLER BEACH SOUTH TO
JUPITER INLET...WHICH INCLUDES ALL OF THE EAST CENTRAL FLORIDA
COASTAL COUNTIES...AND ALSO LAKE OKEECHOBEE. AN INLAND
TROPICAL STORM WIND WARNING IS IN EFFECT FOR ALL INTERIOR
COUNTIES OF EAST CENTRAL FLORIDA. A FLOOD WARNING IS IN EFFECT FOR
VOLUSIA COUNTY UNTIL 9 PM. A TORNADO WATCH HAS BEEN ISSUED FOR
MUCH OF EAST CENTRAL FLORIDA UNTIL 9 PM.
