...A FLOOD WATCH REMAINS IN EFFECT FOR ALL OF NORTHEAST FLORIDA
THROUGH TUESDAY MORNING...

...STORM INFORMATION...
AT 5 PM EDT...2100Z...THE CENTER OF TROPICAL STORM FRANCES WAS
LOCATED BY RADAR AND SURFACE OBSERVATIONS NEAR LATITUDE 28.0
NORTH...LONGITUDE  82.2 WEST OR ABOUT 20 MILES EAST OF TAMPA
FLORIDA.

FRANCES IS MOVING TOWARD THE WEST-NORTHWEST NEAR 10 MPH AND THIS
MOTION IS EXPECTED TO CONTINUE FOR THE NEXT 24 HOURS. THE CENTER OF
FRANCES SHOULD MOVE OVER THE NORTHEASTERN GULF OF MEXICO LATER
TONIGHT OR EARLY MONDAY.

MAXIMUM SUSTAINED WINDS HAVE DECREASED TO NEAR 70 MPH GUSTS BUT
FRANCES COULD REGAIN HURRICANE STRENGTH OVER THE GULF OF MEXICO.

WHILE THE CENTRAL CORE OF FRANCES HAS PASSED WELL SOUTH OF THE
NORTHEAST FLORIDA AREA...THE OUTER PORTION OF THE HURRICANE HAS
CAUSED SUSTAINED TROPICAL STORM CONDITIONS OVER THE ENTIRE NORTH
FLORIDA AREA AND HAS SPREAD INTO SOUTHERN GEORGIA. RAINBANDS WILL
CONTINUE MOVING ACROSS THE ENTIRE AREA THROUGH THE NIGHT...AND INTO
MONDAY.

...PRECAUTIONARY/PREPAREDNESS ACTIONS...
INTERESTS IN NORMALLY FLOOD PRONE AREAS ARE URGED TO TAKE ACTIONS TO
SECURE LIFE AND PROPERTY PRIOR THE ONSET OF HEAVY RAINFALL. BEACHES
WILL CONTINUE TO BE PARTICULARLY DANGEROUS DUE TO THE COMBINATION OF
HIGH TIDES...HEAVY SURF...AND HIGH WINDS.

...STORM SURGE FLOOD AND STORM TIDE IMPACTS...
TIDES OF 2 TO 3 FEET ABOVE NORMAL WILL CONTINUE THROUGH THE NIGHT.
THE NEXT HIGH TIDE WILL BE AROUND 2 AM MONDAY. WILL PEAK TIDES AT
THAT TIME ARE NOT EXPECTED TO BE AS HIGH AS DURING THE AFTERNOON
HIGH TIDE...SOME MINOR COASTAL FLOODING WILL STILL BE POSSIBLE.

...WIND IMPACTS...
ALONG THE COAST...SUSTAINED WINDS WILL BE CONTINUE IN THE 40 TO 50
MPH RANGE WITH GUSTS TO 60 TO 70 MPH OVERNIGHT.

FOR INLAND AREAS OF SOUTHEAST GEORGIA...SUSTAINED WINDS ARE EXPECTED
TO REMAIN BELOW TROPICAL STORM STRENGTH...BUT GUSTS IN THE 35 TO 45
MPH RANGE WILL BE POSSIBLE.

FOR INLAND NORTHEAST FLORIDA...SUSTAINED WINDS WILL BE IN THE 40
TO 50 MPH RANGE TONIGHT WITH GUSTS AS HIGH AS 60 TO 70 MPH IN
THE HEAVIER RAINBANDS. WINDS SHOULD BEGIN TO SLOWLY DECREASE ACROSS
PORTIONS OF THE AREA STARTING MONDAY MORNING.

...SEAS AND RIP CURRENTS...

LONG PERIOD SWELLS WILL CONTINUE TO AFFECT THE COAST THROUGH THE REST
OF THE HOLIDAY WEEKEND...CONTINUING A HIGH RISK OF RIP CURRENTS.

...FLOOD IMPACTS...
DEPENDING UPON THE SPEED OF MOVEMENT...SOME AREAS ALONG AND JUST TO
THE RIGHT OF THE PATH COULD SEE RAINFALL AMOUNTS OF 6 TO 10 INCHES...
WITH AMOUNTS TAPERING OFF FURTHER FROM THE TRACK. HEAVY RAINFALL
HAS BEGUN TO AFFECT PORTIONS OF NORTH FLORIDA AND SOUTHEAST GEORGIA
AND SHOULD CONTINUE THROUGH MONDAY.

BASED ON THE PREDICTED TRACK OF FRANCES THROUGH MONDAY...RAINFALL
TOTALS OVER EXTREME SOUTHEAST GEORGIA ARE EXPECTED TO BE AROUND 2 TO
4 INCHES WITH HIGHER AMOUNTS FURTHER WEST. HOWEVER...RAINFALL AMOUNTS
COULD BE CONSIDERABLY HIGHER IF THE STORM TRACK WERE TO BE SLOWER
OR FURTHER TO THE EAST.

IF THE PROJECTED RAINFALL MATERIALIZES...RIVER STAGES COULD APPROACH
FLOOD STAGE ON THE ST. MARYS RIVER...SANTA FE RIVER...AND THE NORTH
FORK OF BLACK CREEK. A FLOOD WATCH CONTINUES IN EFFECT.

...TORNADO IMPACTS...
NUMEROUS TORNADO WARNINGS HAVE BEEN ISSUED IN THE RAINBANDS
ASSOCIATED WITH FRANCES. CONDITIONS WILL REMAIN FAVORABLE FOR
TORNADO DEVELOPMENT ACROSS NORTHEAST FLORIDA AND SOUTHEAST GEORGIA
THROUGHOUT THE NIGHT.

THE NEXT HURRICANE LOCAL STATEMENT FROM THE NATIONAL WEATHER SERVICE
IN JACKSONVILLE WILL BE ISSUED AROUND 830 PM EDT...OR EARLIER SHOULD
