...A FLOOD WATCH CONTINUES FOR ALL COUNTIES IN WEST CENTRAL AND
SOUTHWEST FLORIDA THROUGH 10 PM MONDAY...

AT 5 PM EDT...2100Z...THE CENTER OF HURRICANE FRANCES WAS LOCATED
NEAR LATITUDE 28.0 NORTH...LONGITUDE 82.2 WEST...OR ABOUT 20 MILES
EAST OF TAMPA FLORIDA. FRANCES IS MOVING TO THE WEST NORTHWEST NEAR
10 MPH. A CONTINUED WEST TO WEST-NORTHWEST TRACK IS EXPECTED TO
CONTINUE FOR THE NEXT 24 HOURS. FRANCES WILL MOVE INTO THE GULF OF
MEXICO LATE TONIGHT.
...CURRENT RADAR INFORMATION...
LARGE RAIN BANDS EXTEND FROM LEVY COUNTY...OVER THE EASTERN GULF OF
MEXICO...TO ONSHORE SARASOTA AND CHARLOTTE COUNTIES. THE CORE OF THE
HEAVY RAIN WAS LOCATED OVER CENTRAL HILLSBOROUGH...MANATEE AND
SARASOTA COUNTIES. OTHER LIGHTER RAIN BANDS WERE OVER INTERIOR WEST
CENTRAL FLORIDA. MOVEMENT OF THE RAIN BANDS WERE WEST AT 40 MPH NORTH
OF THE BAY AREA AND EAST AT 40 MPH TO THE SOUTH.
...WIND INFORMATION...
THE CENTER OF FRANCES WAS OVER EASTERN HILLSBOROUGH COUNTY.
FRANCES IS EXPECTED TO CONTINUE TO MOVE TO THE WEST THROUGH THE
EVENING HOURS...MOVING INTO THE ADJACENT GULF WATERS LATER TONIGHT.
THE STRONGEST WINDS WILL CONTINUE TO BE NEAR THE CENTER OF FRANCES
OVER CENTRAL AND WESTERN HILLSBOROUGH AND MANATEE COUNTIES...WITH
THESE STRONG WINDS OVERSPREADING PINELLAS COUNTY THIS EVENING.
SUSTAINED TROPICAL STORM FORCE WINDS WITH GUSTS TO NEAR HURRICANE
STRENGTH WILL BE POSSIBLE.

WINDS WILL BECOME SOUTHWESTERLY THIS EVENING AND TONIGHT AS
FRANCES MOVES WEST INTO THE GULF. AS WINDS BECOME ONSHORE WATER
LEVELS OF 2 TO 4 FEET ABOVE NORMAL ARE POSSIBLE ACROSS AREAS WITH A
SOUTHWEST EXPOSURE FROM FORT MYERS BEACH NORTH TO CEDAR KEY. BEACH
EROSION AND SPLASHOVER IS LIKELY.
...FLOOD INFORMATION...
THE SLOW MOVEMENT OF FRANCES WILL PROLONG HEAVY RAINFALL OVER WEST
CENTRAL AND SOUTHWEST FLORIDA WITH RAINFALL AMOUNTS OF 6 TO 12
INCHES. LOCALLY HIGHER AMOUNTS WILL LIKELY OCCUR. MODERATE TO MAJOR
FLOODING MAY DEVELOP OVER MUCH OF WEST CENTRAL FLORIDA LATE TONIGHT
AND MONDAY...WITH MOST RIVERS AND STREAMS RISING OUT OF THEIR BANKS.
RESIDENTS LIVING ALONG STREAMS...CREEKS...AND RIVERS ACROSS THE
REGION SHOULD BE PREPARED FOR SIGNIFICANT FLOODING AND TAKE ACTIONS
TO PROTECT LIFE AND PROPERTY.
IN ADDITION...THE HEAVY RAIN WILL CAUSE FLOODING OF MANY URBAN LOW
LYING AREAS. SOME STREET AND INTERSECTION CLOSURES ARE LIKELY LATER
TONIGHT AND MONDAY WHERE THE HEAVIEST RAIN FALLS.
RAINFALL AMOUNTS IN THE PATH OF FRANCES ALONG THE EAST COAST HAVE
BEEN UP TO 13 INCHES WITH RAIN STILL FALLING. AREAS OF 3 TO 5 INCHES
OF RAIN HAVE OCCURRED OVER THE INTERIOR PENINSULA...WITH 2 TO 4
INCHES OF RAIN OVER WEST CENTRAL AND SOUTHWEST FLORIDA. HEAVY RAIN
WILL OCCUR THIS EVENING AS THE CENTER OF FRANCES CONTINUES TO MOVE
ACROSS THE AREA. ADDITIONAL TROPICAL MOISTURE WILL LIKELY FEED INTO
THE STORM FROM THE GULF OF MEXICO LATER TONIGHT AND MONDAY AS WINDS
BECOME SOUTHWEST. THIS WILL FAVOR THE DEVELOPMENT OF SHOWERS AND
THUNDERSTORMS THAT WILL TRAIN ACROSS THE AREA.

TROPICAL STORM FORCE WIND GUSTS ARE OCCURRING AS THE SPIRAL BANDS
MOVE OVER THE COASTAL WATERS. WINDS AND SEAS WILL INCREASE OVERNIGHT
AS FRANCES MOVES INTO THE GULF. SMALL CRAFT SHOULD REMAIN IN PORT.

ISOLATED TORNADOES WILL BE POSSIBLE WITHIN THE SPIRAL BANDS.
ANY TORNADOES THAT FORM WILL MOVE VERY QUICKLY AND BE SHORT LIVED.

SMALL ROOM ON THE LOWEST FLOOR SUCH AS A CLOSET OR BATHROOM. PUT AS
MANY WALLS BETWEEN YOU AND THE STORMS WINDS AS POSSIBLE. STAY AWAY
FROM WINDOWS. KEEP A BATTERY OPERATED NOAA WEATHER RADIO WITH YOU OR
AM FM RADIO TO RECEIVE UPDATES AND WARNINGS.
