...STORM INFORMATION...
AT 130 AM EDT THE CENTER OF HURRICANE FRANCES WAS LOCATED
NEAR LATITUDE 27.2 NORTH...LONGITUDE 80.2 WEST OR NEAR SEWALL'S
POINT FLORIDA.
FRANCES IS MOVING TOWARD THE WEST-NORTHWEST NEAR 7 MPH. THE
WESTERN PORTION OF THE EYEWALL HAS ALREADY MOVED OVER COASTAL
SECTIONS OF PALM BEACH...MARTIN AND SAINT LUCIE COUNTIES. A
CONTINUED WEST-NORTHWESTWARD MOTION IS EXPECTED TO MOVE THE
CENTER OF THE HURRICANE INLAND ON SUNDAY.
MAXIMUM SUSTAINED WINDS ARE NEAR 105 MPH WITH HIGHER GUSTS. THERE IS
STILL AN OPPORTUNITY FOR SOME SLIGHT STRENGTHENING IN THE SEVERAL
HOURS BEFORE THE EYE MOVES TOTALLY INLAND.
...PRECAUTIONARY/PREPAREDNESS ACTIONS...
THIS IS STILL A DANGEROUS WIND AND FLOODING SITUATION. WINDS OF
HURRICANE FORCE WILL CAUSE DAMAGE TO STRUCTURES...TOPPLE TREES AND
POWER POLES AND CAUSE FLYING DEBRIS TO BREAK WINDOWS AND GLASS
DOORS...MAINLY ALONG THE MARTIN...ST. LUCIE AND INDIAN RIVER
COUNTIES. REMAIN INDOORS IN A STURDY ROOM...AWAY FROM EXPOSED
WINDOWS OR DOORS. THE EAST AND NORTHEAST SIDE OF STRUCTURES WILL TAKE
THE BRUNT OF THE WINDS. TORNADOES WILL POSE AN ADDITIONAL THREAT
THROUGH THE OVERNIGHT HOURS.
STAY SAFELY INSIDE IN A CENTRAL LOCATION WITHIN A STURDY STRUCTURE.
IT IS UNWISE TO VENTURE OUTSIDE TONIGHT. STAY INDOORS. THIS IS A
CRITICALLY DANGEROUS SITUATION. EXCESSIVE RAINFALL WILL CAUSE
FLOODING OF STREETS...INTERSECTIONS...LOW LYING AND POOR DRAINAGE
AREAS...AS WELL AS FLOODING OF RURAL ROADS...SMALL CREEKS AND
STREAMS.
...WIND IMPACTS...
AT 130 AM...THE CENTER OF THE EYE WAS IN VICINITY OF STUART
AND PORT SALERNO IN MARTIN COUNTY. THE EASTERN EYEWALL HAS YET
TO MOVE ONSHORE AND WILL BE SLOW TO ARRIVE...LIKELY AROUND 330
AM.
INTENSE EYEWALL RAINBANDS WERE ROTATING ONSHORE FROM SATELLITE BEACH
TO VERO BEACH. WITHIN THIS REGION...WIND GUSTS OF 90 TO 100 MPH WILL
OCCUR...RESULTING IN DAMAGE TO MANY STRUCTURES AND TREES. SOME ROOF
FAILURES ARE LIKELY. RESIDENTS ALONG THE COAST FROM SATELLITE BEACH
TO VERO BEACH SHOULD BRACE THEMSELVES FOR AN EXTENDED DURATION OF
DESTRUCTIVE WINDS!!! THIS IS A LIFE THREATENING SITUATION. REMAIN A
SAFE CENTRAL LOCATION OF YOUR HOME AWAY FROM WINDOWS AND DOORS. ON
THE MAINLAND FROM SOUTH BREVARD TO MARTIN COUNTIES...WIND GUSTS FROM
70 TO 90 MPH WILL BE LIKELY.
THE EYE OF FRANCES WILL CONTINUE TO SPREAD SLOWLY INLAND ACROSS
MARTIN COUNTY. LOCATIONS ALONG THE TRACK OF THE EYE WILL EXPERIENCE
A FEW HOURS OF LIGHT WINDS...BEFORE DESTRUCTIVE WINDS RETURN
IN ASSOCIATION WITH THE EASTERN EYEWALL. DO NOT VENTURE OUTSIDE AS
DARKNESS WILL HIDE DOWNED POWER LINES...DEBRIS...FLOODED AREAS...AND
OTHER HAZARDS. RESIDENTS SHOULD NOT BE LULLED INTO A FALSE SENSE OF
SECURITY AS CONDITIONS WILL AGAIN DETERIORATE AS THE EASTERN EYEWALL
APPROACHES.
EMERGENCY RESPONDERS OPERATING WITHIN THE CALM AREA OF THE EYE
WILL HAVE ONE TO TWO HOURS BEFORE NEEDING TO RETURN TO SECURE
SHELTER BEFORE DAMAGING WINDS ASSOCIATED WITH THE EASTERN EYEWALL.
FROM HUTCHINSON ISLAND TO STUART...HOBE SOUND...AND INLAND ACROSS ST.
LUCIE AND MARTIN COUNTIES...THE EASTERN EYEWALL CAN BE EXPECTED AFTER
3 AM.
HAM RADIO REPORTS INDICATE SEVERAL ROOF FAILURES IN MELBOURNE. A
FIRE HAS OCCURRED IN SATELLITE BEACH. EXTENSIVE POWER OUTAGES HAVE
OCCURRED. A WIND GUST TO 73 MPH RECENTLY OCCURRED AT THE NATIONAL
WEATHER SERVICE MELBOURNE OFFICE.
...STORM SURGE FLOOD AND STORM TIDE IMPACTS...
MAXIMUM STORM TIDES OF 7 OR 8 FEET ARE EXPECTED MAINLY NORTH OF
STUART. NORTH OF CAPE CANAVERAL...A SURGE OF 3 TO 4 FEET IS LIKELY.
BATTERING WAVES OF VERY LONG DURATION WILL BE OF GREAT CONCERN ALONG
THE BEACHES. SIGNIFICANT WIND AND WAVE DAMAGE IS LIKELY IN THE
INTRACOASTAL WATERWAY.
...FLOOD IMPACTS...
A FLOOD WARNING IS IN EFFECT FOR ALL EAST CENTRAL FLORIDA
COUNTIES...THROUGH MIDDAY SUNDAY.
AT 130 AM...RADAR ESTIMATES OF RAINFALL SHOW BROAD AREAS OF 10 TO 12
INCHES OF RAIN OVER THE OCEAN NORTH OF THE EYE WALL. ON LAND...
RAINFALL AMOUNTS OF 4 TO 6 INCHES HAVE BEEN INDICATED ALONG THE
COAST BETWEEN MELBOURNE AND STUART. THIS HAS BEEN AN SLOW
MOVING SYSTEM AND EVEN THOUGH HURRICANE FORCE WINDS WILL GRADUALLY
DIMINISH OVER NIGHT...HEAVY RAIN WILL CONTINUE TO FALL OVER THE
CENTRAL PENINSULA WELL INTO SUNDAY. WIDESPREAD. RAINFALL AMOUNTS OF 8
TO 12 INCHES...WITH LOCALLY HIGHER AMOUNTS TO NEAR 16 INCHES...ARE
EXPECTED OVER THE FLORIDA PENINSULA IN ASSOCIATION WITH FRANCES.
...TORNADO IMPACTS...
OVERNIGHT THE GREATEST TORNADO THREAT WILL BE NEAR THE
COAST AND ASSOCIATED WITH RAINBANDS THAT ARE ROTATING ONSHORE
BETWEEN FORT PIERCE AND ORMOND BEACH.
...NEXT UPDATE...
THE NEXT HURRICANE LOCAL STATEMENT WILL BE ISSUED AROUND 6 AM
OR SOONER IF CONDITIONS WARRANT.
