...TROPICAL STORM RAI MOVING RAPIDLY WEST-NORTHWEST...

.NEW INFORMATION...
None.

.AREAS AFFECTED...
This Local Statement provides information and recommended actions
for people in Koror and Kayangel in the Republic of Palau, and Ngulu
and Yap in Yap State.

.WATCHES/WARNINGS...
Typhoon Warning remains in effect for Koror and Kayangel in the
Republic of Palau.

Tropical Storm Warning remains in effect for Ngulu and Yap in Yap
State.

.STORM INFORMATION...
At 100 PM CHST...0300 UTC...the center of Tropical Storm Rai was
located near Latitude 7.7 degrees North and Longitude 136.3 degrees
East. Rai is moving northwest at 21 mph. Maximum sustained winds are
60 mph.

.SITUATION OVERVIEW...
Winds will likely increase as Tropical Storm Rai continues to track
in a general west-northwest direction, influenced by the subtropical
ridge to the north. Currently, this is forecasted to intensify
through Wednesday, likely becoming a typhoon late this evening or
early Wednesday morning.

.NEXT UPDATE...
The next local statement will be issued by the National Weather
Service in Tiyan at 9 PM or earlier if needed.

...NGULU...
...TROPICAL STORM WARNING...

.PRECAUTIONARY/PREPAREDNESS ACTIONS...
Remain in shelter and be patient as the storm continues to pass. For
mariners, small crafts should remain in safe harbor. Inter-island
travel is strongly discouraged for the next couple days.

...WINDS...
As Tropical Storm Rai continues northwest towards Koror and Kayangel,
tropical storm force winds from the southeast between 40 and 55 mph
are occurring or imminent. Winds will decrease into the 20 to 35 mph
range early wednesday morning while becoming southerly, decreasing
further Wednesday afternoon, when southwest winds of 15 to 30 mph are
expected. Poorly constructed homes may sustain minor wall damage and
partial roof damage. Some loose outdoor items will be tossed around
and may cause additional damage. A few power lines may be knocked
down resulting in isolated power outages. Some large branches of
healthy trees may be snapped.

...SEAS...
As Rai strengthens, seas are expected to build to between 14 and 18
through this evening. Seas will begin to subside Wednesday afternoon
into Thursday morning, as Rai continues to move away from the region.
Hazardous surf conditions with surf heights up to 14 feet will
continue through Wednesday.

...OTHER STORM EFFECTS...
As Rai strengthens, seas are expected to build to between 14 and 18
feet through this evening. Seas will begin to subside Wednesday
afternoon into Thursday morning, as Rai continues to move west-
northwestward. There is a potential of 2 to 5 inches of rainfall
through tonight, with locally higher amounts possible as outer rain
bands pass through.

.PRECAUTIONARY/PREPAREDNESS ACTIONS...
Remain indoors until conditions improve. For mariners, small crafts
should remain in safe harbor. Inter-island travel is strongly
discouraged for the next couple days.

...WIND INFORMATION...
As Tropical Storm Rai continues west towards Koror and Kayangel,
winds will continue to decrease. The Tropical Storm Warning will be
cancelled with the 5 PM update.

...SEAS...
Seas will slowly decrease over the next couple of days. Hazardous
surf conditions with surf heights up to 14 feet will continue
through Wednesday.

...OTHER STORM EFFECTS...
There is also the possibility for coastal inundation up to 2 feet,
extensive coastal erosion due to the combination of higher seas due
to the ongoing La Nina pattern, and a long period swell out of the
north-northeast. There is a potential of 2 to 4 inches of rainfall
through Wednesday morning, with locally higher amounts possible as
outer rain bands pass through.

...KOROR AND KAYANGEL...
...TYPHOON WARNING...

.PRECAUTIONARY/PREPAREDNESS ACTIONS...
Final preparations to protect life and property should be completed
before conditions deteriorate. The onset of gusty winds and heavy
rains can cause outside activities to become dangerous. Secure loose
outdoor objects which can be blown around. Canopies should be
removed and/or well secured. For mariners, small crafts should
return to port or seek safe harbor. Inter-island travel is strongly
discouraged for the next couple days.

...WIND INFORMATION...
As Tropical Depression Rai continues west-northwest towards Koror
and Kayangel, north to northwest winds of 20 to 35 mph this afternoon
will become northeast this evening, increasing to 45 to 60 mph after
sunset, with gusts to 70 mph possible. Some forecasts continue to
show Tropical Storm Rai reaching minimal typhoon strength near
midnight. Maximum winds 55 to 70 mph are possible. Winds will then
veer to the southeast on Wednesday while decreasing to the 25 to 40
mph range by late morning, decreasing further during Wednesday
afternoon. Moderate damage is possible to canopies, awnings, or
carports. Poorly constructed homes may sustain minor to moderate wall
damage and partial roof damage. Some loose outdoor items will be
tossed around and may cause additional damage. A few power lines may
be knocked down resulting in isolated power outages. Some large
branches of healthy trees may be snapped.

As Rai strengthens, seas are expected to build to between 14 and 16
feet through this evening. Seas will begin to subside Wednesday
afternoon into Thursday morning, as Rai continues to move west-
northwestward. Hazardous surf conditions with surf heights up to
14 feet will continue through Wednesday.

...OTHER STORM EFFECTS...
There is also the possibility for coastal inundation of 2 to 4 feet
and extensive coastal erosion due to the combination of higher seas
due to the ongoing La Nina pattern, long period swell out of the
north-northeast, and developing storm surge. Inundation will be most
pronounced around times of high tide. There is a potential of 4 to 8
inches of rainfall through Wednesday, with locally higher amounts
possible.
