...TROPICAL STORM RAI (28W) CONTINUES TO INTENSIFY...

.NEW INFORMATION...
Typhoon Warning is now in effect for Koror and Kayangel in the
Republic of Palau.

Tropical Storm Warning is now in effect for Yap in Yap State.

.AREAS AFFECTED...
This Local Statement provides information and recommended actions
for people in Koror and Kayangel in the Republic of Palau, and Ngulu
and Yap in Yap State.

.WATCHES/WARNINGS...
Typhoon Warning is now in effect for Koror and Kayangel in the
Republic of Palau.

Tropical Storm Warning is now in effect for Yap in Yap State.

Tropical Storm Warning remains in effect for Ngulu in Yap State.

.STORM INFORMATION...
At 700 AM CHST...2100 UTC...the center of Tropical Storm Rai was
located near Latitude 7.1 degrees North and Longitude 138.0 degrees
East. Rai is moving northwest at 16 mph. Maximum sustained winds
are 50 mph.

.SITUATION OVERVIEW...
Winds will likely increase as Tropical Storm Rai continues to track in
a general west-northwest direction, influenced by the subtropical ridge
to the north. Currently, this is forecasted to intensify faster than
earlier estimates, likely becoming a typhoon sometime tonight or
early Wednesday morning.

.NEXT UPDATE...
The next local statement will be issued by the National Weather
Service in Tiyan at 3 PM or earlier if needed.

...TROPICAL STORM WARNING...

.PRECAUTIONARY/PREPAREDNESS ACTIONS...
Preparations to protect life and property should be completed. The
onset of gusty winds and heavy rains can cause outside activities
to become dangerous. Secure loose outdoor objects which can be
blown around. Canopies should be removed and/or well secured.
For mariners, small crafts should remain in safe harbor.
Inter-island travel is strongly discouraged for the next couple days.

...WINDS...
As Tropical Storm Rai continues northwest towards Kayangel, tropical
storm force winds between 40 and 50 mph are expected today. Winds should
decrease by late tonight. Poorly constructed homes may sustain minor
wall damage and partial roof damage. Some loose outdoor items will be
tossed around and may cause additional damage. A few power lines may
be knocked down resulting in isolated power outages. Some large branches of
healthy trees may be snapped.

...SEAS...
As Rai strengthens, seas are expected to build to between 14 and 17
feet today. Seas will begin to subside Wednesday afternoon into
Thursday morning, as Rai continues to move west-northwestward.

...OTHER STORM EFFECTS...
There is also the possibility for coastal inundation of 2 to 3 feet,
extensive coastal erosion due to the combination of higher seas due
to the ongoing La Nina pattern, long period swell out of the north-
northeast, and developing storm surge. Inundation will be most
pronounced around times of high tide. There is a potential of 4 to
6 inches of rainfall through tonight, with locally higher amounts
possible.

...WIND INFORMATION...
As Tropical Storm Rai continues west towards Ngulu, sustained
tropical storm force winds are likely to begin by noon, and last
until evening. Winds of 25 to 35 mph, with gusts to 45 mph expected,
with maximum winds in the 30 to 40 mph range, with gusts to 50 mph
possible. Minor damage is possible to canopies, awnings, or Minor

As Rai strengthens, seas of 11 to 15 feet are expected through
today, slowly diminishing through Thursday, as Rai continues to move
west-northwestward.

to the ongoing La Nina pattern, long period swell out of the north-

Tropical Storm Rai continues west-northwest towards Koror
and Kayangel. Sustained tropical storm force winds of 39 mph are
expected to begin this afternoon, increasing to strong tropical
storm force winds up to 60 mph by tonight, likely approaching
typhoon force winds around Wednesday morning. Moderate damage is
possible to canopies, awnings, or carports. Poorly constructed homes
may sustain minor to moderate wall damage and partial roof damage.
Some loose outdoor items will be tossed around and may cause
additional damage. A few power lines may be knocked down resulting
in isolated power outages. Some large branches of healthy trees may
be snapped.
