**TROPICAL STORM MICHAEL CONTINUES TO IMPACT PORTIONS OF EASTERN
NORTH CAROLINA**

* CHANGES TO WATCHES AND WARNINGS:
    - The Tropical Storm Warning has been cancelled for Anson,
      Davidson, Forsyth, Guilford, Hoke, Montgomery, Moore, Randolph,
      Richmond, Scotland, and Stanly

* CURRENT WATCHES AND WARNINGS:
    - A Tropical Storm Warning is in effect for Alamance, Chatham,
      Cumberland, Durham, Edgecombe, Franklin, Granville, Halifax,
      Harnett, Johnston, Lee, Nash, Orange, Person, Sampson, Vance,
      Wake, Warren, Wayne, and Wilson

* STORM INFORMATION:
    - About 20 miles north-northwest of Raleigh NC
    - 36.1N 78.8W
    - Storm Intensity 50 mph
    - Movement Northeast or 50 degrees at 24 mph

SITUATION OVERVIEW
------------------

Tropical Storm Michael will impact northeast portions of Central North
Carolina through this evening. Storm total rainfall amounts of 2 to 5
inches with locally higher amounts are expected, mainly in areas along
and north of Highway 64. This rainfall could result in flash flooding,
particularly in low-lying and poor drainage areas. River flooding is
likely or ongoing in many areas. The threat for river flooding will
linger into early next week.

In addition, sustained winds of 15 to 25 mph are likely, and a few
gusts to 25 to 35 mph remain possible through mid evening. Winds of
this magnitude combined with saturated soils will result in scattered
downed trees and power lines, resulting in the potential for
structural damage and power outages.

POTENTIAL IMPACTS
-----------------

* FLOODING RAIN:
Potential impacts from the flooding rain are still unfolding across
northeast portions of North Carolina. Remain well guarded against
locally hazardous flood waters having possible limited impacts. If
realized, these impacts include:
    - Localized rainfall flooding may prompt a few evacuations.
    - Rivers and tributaries may quickly rise with swifter currents.
      Small streams, creeks, and ditches may become swollen and
      overflow in spots.
    - Flood waters can enter a few structures, especially in usually
      vulnerable spots. A few places where rapid ponding of water
      occurs at underpasses, low-lying spots, and poor drainage
      areas. Several storm drains and retention ponds become
      near-full and begin to overflow. Some brief road and bridge
      closures.

Elsewhere across central North Carolina, little to no impact is
anticipated.

* WIND:
Potential impacts from the main wind event are now unfolding across
central North Carolina. Remain well sheltered from hazardous wind
having additional limited impacts. If realized, these impacts include:
    - Damage to porches, awnings, carports, sheds, and unanchored
      mobile homes. Unsecured lightweight objects blown about.
    - Many large tree limbs broken off. A few trees snapped or
      uprooted, but with greater numbers in places where trees are
      shallow rooted. Some fences and roadway signs blown over.
    - A few roads impassable from debris, particularly within urban
      or heavily wooded places. Hazardous driving conditions on
      bridges and other elevated roadways.
    - Scattered power and communications outages.

PRECAUTIONARY/PREPAREDNESS ACTIONS

* EVACUATIONS:

RECOVERY PHASE - Do not enter evacuated areas until officials have
given the all clear to return.

* OTHER PREPAREDNESS INFORMATION:

If you are prone to flooding or in an area under a storm surge watch
or warning, be prepared for the possibility of a quick and dramatic
rise in water levels.
