SITUATION OVERVIEW
------------------

Tropical Depression Eighteen has formed south of the Isle of Youth,
Cuba. The system is becoming better organized and is forecast to
become a tropical storm later today or tonight as it moves northeast
through the Florida Straits into the Atlantic waters off southeast
Florida. The primary impact from this storm is expected to be heavy
rainfall, with isolated amounts around six inches possible this
afternoon and tonight near the east coast. This rain may cause
flooding problems, particularly in vulnerable locations. Gusty winds of
tropical storm force are possible in coastal sections of Miami-Dade
County tonight. Isolated tornadoes will also be possible this afternoon
and evening.

POTENTIAL IMPACTS
-----------------

* FLOODING RAIN:
Prepare for dangerous rainfall flooding having possible significant
impacts across the eastern half of South Florida. Potential impacts
include:
    - Moderate rainfall flooding may prompt several evacuations and
      rescues.
    - Ditches and canals may quickly become swollen with swift
      currents and overspill their banks in a few places, especially
      in usually vulnerable spots.
    - Flood waters can enter some structures or weaken foundations.
      Several places may experience expanded areas of rapid
      inundation at underpasses, low-lying spots, and poor drainage
      areas. Some streets and parking lots take on moving water as
      storm drains and retention ponds overflow. Driving conditions
      become hazardous. Some road and bridge closures.

Prepare for locally hazardous rainfall flooding having possible
limited impacts across the western half of South Florida.

* WIND:
Prepare for hazardous wind having possible limited impacts across
coastal sections of Miami-Dade County. Potential impacts in this
area include:
    - Minor damage to porches, awnings, carports, sheds, and
      unanchored mobile homes. Unsecured lightweight objects blown
      about.
    - Some tree limbs snapped.
    - A few fences and roadway signs blown over.
    - Hazardous driving conditions on bridges and other elevated
      roadways.

Elsewhere across South Florida, little to no impact is anticipated.

* TORNADOES:
Prepare for a tornado event having possible limited impacts across
South Florida. Potential impacts include:
    - The occurrence of isolated tornadoes can hinder the execution
      of emergency plans during tropical events.
    - A few places may experience tornado damage, along with power
      and communications disruptions.
    - Locations could realize roofs peeled off buildings, mobile
      homes pushed off foundations or overturned, large tree tops and
      branches snapped off, shallow-rooted trees knocked over, moving
      vehicles blown off roads, and small boats pulled from moorings.

* OTHER COASTAL HAZARDS:
There is a high risk of rip currents at the Atlantic beaches this
afternoon and tonight.

PRECAUTIONARY/PREPAREDNESS ACTIONS
----------------------------------

* EVACUATIONS:
None.

* OTHER PREPAREDNESS INFORMATION:
If you live in a place that is particularly vulnerable to high wind,
such as a mobile home or on a boat, plan to move to safe shelter.

If you live in a place particularly vulnerable to flooding, such as
near the ocean, bay, or canals, or in a low lying or poor drainage
area, plan to move to safe shelter on higher ground.

Always heed the advice of local officials and comply with any orders
that are issued. Do not needlessly jeopardize your life or the lives
of others.

Closely monitor NOAA Weather Radio or other local news outlets for
official storm information. Listen for possible changes to the
forecast.
