- A TROPICAL STORM WARNING HAS BEEN ISSUED FOR AVOYELLES,
EVANGELINE, RAPIDES, AND ST. LANDRY
* CURRENT WATCHES AND WARNINGS:
- A TROPICAL STORM WARNING IS IN EFFECT FOR ACADIA, ALLEN,
AVOYELLES, BEAUREGARD, CALCASIEU, EAST CAMERON, EVANGELINE,
HARDIN, IBERIA, JEFFERSON, JEFFERSON DAVIS, LAFAYETTE, LOWER
ST. MARTIN, NORTHERN JASPER, NORTHERN NEWTON, ORANGE, RAPIDES,
SOUTHERN JASPER, SOUTHERN NEWTON, ST. LANDRY, ST. MARY, TYLER,
UPPER ST. MARTIN, VERMILION, VERNON, AND WEST CAMERON

- MOVEMENT NORTHWEST OR 310 DEGREES AT 7 MPH
SITUATION OVERVIEW
------------------
AS OF 10 PM CDT, TROPICAL STORM CINDY HAS STRENGTHENED, WITH TOP
WINDS OF 60 MPH. THE AREAL EXTENT OF TROPICAL STORM FORCE WINDS HAS
ALSO EXPANDED. CINDY HAS BEGIN TO MOVE TOWARD THE NORTHWEST, AND IS
FORECAST TO NEAR THE SOUTHEAST TEXAS AND SOUTHWEST LOUISIANA COASTS
LATE WEDNESDAY NIGHT INTO EARLY THURSDAY.
AREAS OF RAIN WITH EMBEDDED HEAVIER RAIN BANDS WILL CONTINUE TO SPREAD
WESTWARD TONIGHT INTO EARLY WEDNESDAY. THE PRIMARY RISKS WITH THESE
RAINBANDS WILL HEAVY RAINFALL AND POSSIBLE LOCALIZED FLOODING, AS WELL
AS A FEW ISOLATED TORNADOES.
WINDS GUSTING TO TROPICAL STORM FORCE ARE ALREADY OCCURRING OVER THE
SOUTH CENTRAL LOUISIANA COASTAL WATERS. THESE GUSTS ARE LIKELY TO
BEGIN AFFECTING AREAS ALONG THE LOUISIANA COAST LATER TONIGHT.
SUSTAINED WINDS ARE EXPECTED TO INCREASE TO TROPICAL STORM FORCE BY
WEDNESDAY AFTERNOON FOR LOCATIONS SOUTH OF I-10 AND EAST OF CAMERON.
THESE TROPICAL STORM FORCE WINDS WILL THEN EXPAND FARTHER WEST AND
NORTH THROUGH THE EVENING AND OVERNIGHT HOURS.
THE ONSHORE FLOW EAST OF THE CENTER OF CIRCULATION COULD RESULT IN
1 TO 3 FEET OF INUNDATION LATE WEDNESDAY INTO THURSDAY ALONG THE
LOUISIANA COAST.
POTENTIAL IMPACTS

* FLOODING RAIN:
PROTECT AGAINST LOCALLY HAZARDOUS RAINFALL FLOODING HAVING POSSIBLE
LIMITED IMPACTS ACROSS SOUTHWEST LOUISIANA AND SOUTHEAST TEXAS.
POTENTIAL IMPACTS INCLUDE:
- LOCALIZED RAINFALL FLOODING MAY PROMPT A FEW EVACUATIONS.
- RIVERS AND TRIBUTARIES MAY QUICKLY RISE WITH SWIFTER CURRENTS.
SMALL STREAMS, CREEKS, CANALS, AND DITCHES MAY BECOME SWOLLEN
AND OVERFLOW IN SPOTS.
- FLOOD WATERS CAN ENTER A FEW STRUCTURES, ESPECIALLY IN USUALLY
VULNERABLE SPOTS. A FEW PLACES WHERE RAPID PONDING OF WATER
OCCURS AT UNDERPASSES, LOW-LYING SPOTS, AND POOR DRAINAGE
AREAS. SEVERAL STORM DRAINS AND RETENTION PONDS BECOME
NEAR-FULL AND BEGIN TO OVERFLOW. SOME BRIEF ROAD AND BRIDGE
CLOSURES.
* WIND:
PROTECT AGAINST DANGEROUS WIND HAVING POSSIBLE SIGNIFICANT IMPACTS
ACROSS COASTAL SOUTHEAST TEXAS AND SOUTHWEST LOUISIANA. POTENTIAL
IMPACTS IN THIS AREA INCLUDE:
- SOME DAMAGE TO ROOFING AND SIDING MATERIALS, ALONG WITH DAMAGE
TO PORCHES, AWNINGS, CARPORTS, AND SHEDS. A FEW BUILDINGS
EXPERIENCING WINDOW, DOOR, AND GARAGE DOOR FAILURES. MOBILE
HOMES DAMAGED, ESPECIALLY IF UNANCHORED. UNSECURED LIGHTWEIGHT
OBJECTS BECOME DANGEROUS PROJECTILES.
- SEVERAL LARGE TREES SNAPPED OR UPROOTED, BUT WITH GREATER
NUMBERS IN PLACES WHERE TREES ARE SHALLOW ROOTED. SEVERAL
FENCES AND ROADWAY SIGNS BLOWN OVER.
- SOME ROADS IMPASSABLE FROM LARGE DEBRIS, AND MORE WITHIN URBAN
OR HEAVILY WOODED PLACES. A FEW BRIDGES AND ACCESS ROUTES
IMPASSABLE.
- SCATTERED POWER AND COMMUNICATIONS OUTAGES, BUT MORE PREVALENT
IN AREAS WITH ABOVE GROUND LINES.
ALSO, PROTECT AGAINST HAZARDOUS WIND HAVING POSSIBLE LIMITED IMPACTS
ACROSS INTERIOR EAST TEXAS AND CENTRAL AND SOUTH CENTRAL LOUISIANA.
* TORNADOES:
PROTECT AGAINST A TORNADO EVENT HAVING POSSIBLE LIMITED IMPACTS
ACROSS SOUTHWEST LOUISIANA AND SOUTHEAST TEXAS. POTENTIAL IMPACTS
INCLUDE:
- THE OCCURRENCE OF ISOLATED TORNADOES CAN HINDER THE EXECUTION
OF EMERGENCY PLANS DURING TROPICAL EVENTS.
- A FEW PLACES MAY EXPERIENCE TORNADO DAMAGE, ALONG WITH POWER
AND COMMUNICATIONS DISRUPTIONS.
- LOCATIONS COULD REALIZE ROOFS PEELED OFF BUILDINGS, CHIMNEYS
TOPPLED, MOBILE HOMES PUSHED OFF FOUNDATIONS OR OVERTURNED,
LARGE TREE TOPS AND BRANCHES SNAPPED OFF, SHALLOW-ROOTED TREES
KNOCKED OVER, MOVING VEHICLES BLOWN OFF ROADS, AND SMALL BOATS
PULLED FROM MOORINGS.
* SURGE:
PROTECT AGAINST LOCALLY HAZARDOUS SURGE HAVING POSSIBLE LIMITED
IMPACTS ACROSS COASTAL LOUISIANA. POTENTIAL IMPACTS IN
THIS AREA INCLUDE:
- LOCALIZED INUNDATION WITH STORM SURGE FLOODING MAINLY ALONG
IMMEDIATE SHORELINES AND IN LOW-LYING SPOTS, OR IN AREAS
FARTHER INLAND ALONG RIVERS AND BAYOUS THAT DRAIN INTO THE GULF.
- SECTIONS OF ROADS AND PARKING LOTS NEAR BODIES OF WATER MAY
BECOME OVERSPREAD WITH SURGE WATER. DRIVING CONDITIONS
DANGEROUS IN PLACES WHERE SURGE WATER COVERS THE ROAD.
- MODERATE BEACH EROSION. HEAVY SURF ALSO BREACHING DUNES, MAINLY
IN USUALLY VULNERABLE LOCATIONS. STRONG RIP CURRENTS.
- MINOR TO LOCALLY MODERATE DAMAGE TO MARINAS, DOCKS, AND PIERS.
A FEW SMALL CRAFT BROKEN AWAY FROM MOORINGS.
ELSEWHERE ACROSS SOUTHWEST LOUISIANA AND SOUTHEAST TEXAS, LITTLE TO
NO IMPACT IS ANTICIPATED.
