* CHANGES TO WATCHES AND WARNINGS:
    - A TROPICAL STORM WARNING HAS BEEN ISSUED FOR BALDWIN CENTRAL,
      BALDWIN COASTAL, MOBILE CENTRAL, AND MOBILE COASTAL

* CURRENT WATCHES AND WARNINGS:
    - A TROPICAL STORM WARNING IS IN EFFECT FOR BALDWIN CENTRAL,
      BALDWIN COASTAL, MOBILE CENTRAL, AND MOBILE COASTAL

* STORM INFORMATION:
    - ABOUT 340 MILES SOUTH-SOUTHWEST OF MOBILE AL OR ABOUT 360 MILES
      SOUTHWEST OF PENSACOLA FL
    - 26.4N 91.0W
    - STORM INTENSITY 60 MPH
    - MOVEMENT NORTHWEST OR 310 DEGREES AT 7 MPH

SITUATION OVERVIEW
------------------

TROPICAL STORM CINDY REMAINS IN THE NORTH CENTRAL GULF OF MEXICO
AT 10 PM CDT, BUT IS EXPECTED TO MOVE NORTHWESTWARD OVERNIGHT TOWARD
THE SOUTHWEST LOUISIANA COAST. IMPACTS WILL CONTINUE TO BE FELT WELL
AWAY FROM THE STORM'S CENTER. THROUGH THURSDAY, WIDESPREAD,
POTENTIALLY LIFE THREATENING FLOODING WILL BE POSSIBLE ACROSS COASTAL
AREAS. IN ADDITION, TORNADOES WILL BE POSSIBLE GENERALLY ALONG AND
SOUTH OF A WIGGINS MISSISSIPPI, TO LAUREL HILL FLORIDA LINE.

SUSTAINED SOUTHERLY WINDS BETWEEN 25 AND 30 MILES PER HOUR, WITH
FREQUENT GUSTS IN EXCESS OF TROPICAL STORM FORCE, WILL BE SEEN ALONG
THE IMMEDIATE COASTAL AREAS. THIS WILL LIKELY RESULT IN 2 TO 3 FEET
OF INUNDATION IN LOW LYING AREAS OF THE ALABAMA COAST, ESPECIALLY
AROUND TIMES OF HIGH TIDE. THIS INCLUDES THE WEST END OF DAUPHIN
ISLAND, AND SHELL BELT ROAD BETWEEN BAYOU LA BATRE AND CODEN.

POTENTIAL IMPACTS
-----------------

* FLOODING RAIN:
PROTECT AGAINST DANGEROUS RAINFALL FLOODING HAVING POSSIBLE SIGNIFICANT
IMPACTS ACROSS SOUTHEASTERN MISSISSIPPI, SOUTH OF A NEW AUGUSTA TO
LEAKESVILLE LINE, COASTAL ALABAMA, AND THE WESTERN FLORIDA PANHANDLE,
ESPECIALLY SOUTH OF INTERSTATE 10.

POTENTIAL IMPACTS INCLUDE:
    - MODERATE RAINFALL FLOODING MAY PROMPT SEVERAL EVACUATIONS AND
      RESCUES.
    - RIVERS AND TRIBUTARIES MAY QUICKLY BECOME SWOLLEN WITH SWIFTER
      CURRENTS AND OVERSPILL THEIR BANKS IN A FEW PLACES, ESPECIALLY
      IN USUALLY VULNERABLE SPOTS. SMALL STREAMS, CREEKS, CANALS, AND
      DITCHES OVERFLOW.
    - FLOOD WATERS CAN ENTER SOME STRUCTURES OR WEAKEN FOUNDATIONS.
      SEVERAL PLACES MAY EXPERIENCE EXPANDED AREAS OF RAPID
      INUNDATION AT UNDERPASSES, LOW-LYING SPOTS, AND POOR DRAINAGE
      AREAS. SOME STREETS AND PARKING LOTS TAKE ON MOVING WATER AS
      STORM DRAINS AND RETENTION PONDS OVERFLOW. DRIVING CONDITIONS
      BECOME HAZARDOUS. SOME ROAD AND BRIDGE CLOSURES.

PROTECT AGAINST LOCALLY HAZARDOUS RAINFALL FLOODING HAVING POSSIBLE
LIMITED IMPACTS ACROSS THE REMAINDER OF SOUTHEAST MISSISSIPPI AND SOUTH
ALABAMA.

* TORNADOES:
PROTECT AGAINST A TORNADO EVENT HAVING POSSIBLE LIMITED IMPACTS ACROSS
COASTAL ALABAMA AND THE WESTERN FLORIDA PANHANDLE.

POTENTIAL IMPACTS INCLUDE:
    - THE OCCURRENCE OF ISOLATED TORNADOES CAN HINDER THE EXECUTION
      OF EMERGENCY PLANS DURING TROPICAL EVENTS.
    - A FEW PLACES MAY EXPERIENCE TORNADO DAMAGE, ALONG WITH POWER
      AND COMMUNICATIONS DISRUPTIONS.
    - LOCATIONS COULD REALIZE ROOFS PEELED OFF BUILDINGS, CHIMNEYS
      TOPPLED, MOBILE HOMES PUSHED OFF FOUNDATIONS OR OVERTURNED,
      LARGE TREE TOPS AND BRANCHES SNAPPED OFF, SHALLOW-ROOTED TREES
      KNOCKED OVER, MOVING VEHICLES BLOWN OFF ROADS, AND SMALL BOATS
      PULLED FROM MOORINGS.

ELSEWHERE ACROSS PORTIONS OF SOUTHWEST ALABAMA...NORTHWEST
FLORIDA...SOUTH CENTRAL ALABAMA...AND INLAND SOUTHEAST MISSISSIPPI.,
LITTLE TO NO IMPACT IS ANTICIPATED.

* WIND:
PROTECT AGAINST HAZARDOUS WIND HAVING POSSIBLE LIMITED IMPACTS ACROSS
COASTAL ALABAMA. POTENTIAL IMPACTS IN THIS AREA INCLUDE:
    - DAMAGE TO PORCHES, AWNINGS, CARPORTS, SHEDS, AND UNANCHORED
      MOBILE HOMES. UNSECURED LIGHTWEIGHT OBJECTS BLOWN ABOUT.
    - MANY LARGE TREE LIMBS BROKEN OFF. A FEW TREES SNAPPED OR
      UPROOTED, BUT WITH GREATER NUMBERS IN PLACES WHERE TREES ARE
      SHALLOW ROOTED. SOME FENCES AND ROADWAY SIGNS BLOWN OVER.
    - A FEW ROADS IMPASSABLE FROM DEBRIS, PARTICULARLY WITHIN URBAN
      OR HEAVILY WOODED PLACES. HAZARDOUS DRIVING CONDITIONS ON
      BRIDGES AND OTHER ELEVATED ROADWAYS.
    - SCATTERED POWER AND COMMUNICATIONS OUTAGES.

ELSEWHERE ACROSS PORTIONS OF SOUTHWEST ALABAMA...NORTHWEST
FLORIDA...SOUTH CENTRAL ALABAMA...AND INLAND SOUTHEAST MISSISSIPPI.,
LITTLE TO NO IMPACT IS ANTICIPATED.

* OTHER COASTAL HAZARDS:
THE SURF WILL BE DANGEROUS TO ALL SWIMMERS. THERE IS A HIGH RISK OF RIP
CURRENTS AND FREQUENT LIFE THREATENING RIP CURRENTS ARE EXPECTED.
MINOR BEACH EROSION IS ALSO POSSIBLE.

* EVACUATIONS:
IF YOU ARE EXCEPTIONALLY VULNERABLE TO WIND OR WATER HAZARDS FROM
TROPICAL SYSTEMS, CONSIDER VOLUNTARY EVACUATION, ESPECIALLY IF BEING
OFFICIALLY RECOMMENDED. RELOCATE TO A PREDETERMINED SHELTER OR SAFE
DESTINATION.
