SITUATION OVERVIEW

TROPICAL STORM HERMINE, LOCATED 330 MILES SOUTHWEST OF NORFOLK, IS
MOVING TOWARD THE NORTHEAST NEAR 22 MPH. HERMINE WILL TRACK ACROSS
EASTERN NORTH CAROLINA TONIGHT AND SATURDAY...THEN STALL OFF THE
DELMARVA COAST BY EARLY NEXT WEEK.
HERMINE WILL CONTINUE TO SPREAD HEAVY RAIN ACROSS NORTHEAST NORTH
CAROLINA INTO SOUTHEAST VIRGINIA OVERNIGHT. ADDITIONAL IMPACTS FROM
HERMINE, INCLUD POSSIBLE FLASH FLOODING, TROPICAL STORM FORCE WINDS,
HIGH WAVES AND SURF, AND COASTAL FLOODING WILL SPREAD ACROSS THE
ENTIRE REGION BY LATE TONIGHT...WITH IMPACTS CONTINUING THROUGH
SATURDAY NIGHT AS HERMINE MOVES OFFSHORE AND SLOWS DOWN.
HEAVY RAINFALL POTENTIALLY RESULTING IN FLASH FLOODING WILL BE A
SIGNIFICANT IMPACT ACROSS THE AREA. RAINFALL OF BETWEEN 4 TO LOCALLY
8 INCHES IS EXPECTED ACROSS NORTHEAST NORTH CAROLINA THROUGH THE
VIRGINIA TIDEWATER AREA, AND WILL OCCUR INTO SATURDAY AFTERNOON.
WIND GUSTS OF BETWEEN 55 AND 65 MPH ARE POSSIBLE ALONG THE
CHESAPEAKE BAY...THE ATLANTIC COAST...AND COASTAL WATERS OF
MARYLAND...VIRGINIA AND NORTHEAST NORTH CAROLINA LATE TONIGHT INTO
SATURDAY. WIND GUSTS TO 35 TO 40 MPH MAY AFFECT AREAS AS FAR WEST AS
RICHMOND. THESE STRONG WINDS WILL CREATE HIGH SURF...WHILE ALSO
ALLOWING FOR BEACH EROSION AS WELL AS DANGEROUS RIP CURRENTS ALONG
THE IMMEDIATE COAST.
ANOTHER SIGNIFICANT IMPACT WILL BE MODERATE TO LOCALLY MAJOR COASTAL
FLOODING AT TIMES OF HIGH TIDE THROUGH THE WEEKEND. STORM SURGE
VALUES OF 2 TO 4 FEET ABOVE GROUND LEVEL ARE EXPECTED...WITH LOCALLY
3 TO 5 FEET ABOVE GROUND LEVEL ACROSS SOUTHSIDE HAMPTON ROADS.
POTENTIAL IMPACTS

* SURGE:
PREPARE FOR LIFE-THREATENING SURGE AND DANGEROUS COASTAL FLOODING HAVING
POSSIBLE SIGNIFICANT IMPACTS ACROSS THE LOWER CHESAPEAKE BAY INCLUDING
THE HAMPTON ROADS AREA. POTENTIAL IMPACTS IN THIS AREA INCLUDE:
- AREAS OF INUNDATION WITH STORM SURGE FLOODING ACCENTUATED BY
WAVES. SOME DAMAGE TO BUILDINGS, MAINLY NEAR THE COAST, WHERE
THE IMPACT OF WAVES IS GREATEST.
- SECTIONS OF NEAR-SHORE ESCAPE ROUTES AND SECONDARY ROADS BECOME
WEAKENED OR WASHED OUT, ESPECIALLY IN VULNERABLE LOW SPOTS.
- MAJOR BEACH EROSION WITH HEAVY SURF POSSIBLY BREACHING DUNES.
NUMEROUS STRONG RIP CURRENTS.
- DAMAGE TO MARINAS, DOCKS, BOARDWALKS, AND PIERS. SMALL CRAFT
BROKEN AWAY FROM MOORINGS, ESPECIALLY IN UNPROTECTED MARINAS
AND DOCKS.
FOR THE REMAINDER OF THE REGION ADJACENT TO THE OCEAN, CHESAPEAKE BAY,
CURRITUCK SOUND AND TIDAL RIVERS, SIGNIFICANT COASTAL FLOODING IS
POSSIBLE SATURDAY INTO SUNDAY WITH SOME LOCATIONS SEEING MAJOR COASTAL FLOODING.
* FLOODING RAIN:
PREPARE FOR DANGEROUS RAINFALL FLOODING HAVING POSSIBLE SIGNIFICANT
IMPACTS, ESPECIALLY ACROSS NORTHEAST NORTH CAROLINA INTO THE TIDEWATER
OF VIRGINIA.
POTENTIAL IMPACTS INCLUDE:
- FLOODING FROM HEAVY RAINFALL MAY PROMPT EVACUATIONS AND RESCUES
- RIVERS AND TRIBUTARIES MAY QUICKLY BECOME SWOLLEN, WITH SWIFT
CURRENTS, AND OVERSPILL THEIR BANKS IN A FEW PLACES. SMALL
STREAMS, CREEKS, AND DITCHES OVERFLOW.
- FLOOD WATERS CAN ENTER SOME STRUCTURES AND/OR WEAKEN
FOUNDATIONS. SOME AREAS MAY EXPERIENCE AREAS OF RAPID
INUNDATION AT UNDERPASSES, LOW-LYING SPOTS, AND POOR DRAINAGE
AREAS. SOME STREETS AND PARKING LOTS TAKE ON MOVING WATER AS
STORM DRAINS AND RETENTION PONDS OVERFLOW. DRIVING CONDITIONS
BECOME HAZARDOUS. SOME ROAD AND BRIDGE CLOSURES.
* WIND:
PREPARE FOR DANGEROUS WIND HAVING POSSIBLE SIGNIFICANT IMPACTS ACROSS
COASTAL NORTHEAST NORTH CAROLINA AND THE TIDEWATER OF EASTERN VIRGINIA.
POTENTIAL IMPACTS IN THIS AREA INCLUDE:
- SOME DAMAGE TO ROOFING AND SIDING, ALONG WITH DAMAGE TO
PORCHES, AWNINGS, CARPORTS, AND SHEDS. A FEW BUILDINGS
EXPERIENCING WINDOW, DOOR, AND GARAGE DOOR FAILURES. MOBILE
HOMES DAMAGED, ESPECIALLY IF UNANCHORED. UNSECURED LIGHTWEIGHT
OBJECTS BECOME DANGEROUS PROJECTILES.
- LARGE TREES SNAPPED OR UPROOTED, MORE WIDESPREAD IN AREAS WHERE
SOILS ARE SATURATED. SOME FENCES AND ROADWAY SIGNS BLOWN OVER.
- SOME ROADS IMPASSABLE FROM LARGE DEBRIS, AND MORE WITHIN URBAN
OR HEAVILY WOODED AREAS. A FEW BRIDGES, CAUSEWAYS, AND ACCESS
ROUTES IMPASSABLE.
- SCATTERED TO WIDESPREAD POWER AND COMMUNICATIONS OUTAGES.
PRECAUTIONARY/PREPAREDNESS ACTIONS

* OTHER PREPAREDNESS INFORMATION:
MANY RESIDENTS LIVING ALONG THE SHORELINE OR COASTAL FLOOD PRONE
AREAS CAN EXPECT SOME WATER INTO THEIR HOMES IF NOT ELEVATED OR
PROTECTED BY A SEAWALL. BATTERING WAVES ALONG THE COASTLINE WILL
INCREASE THE LIKELIHOOD OF PROPERTY DAMAGE. ROADS IN FLOOD PRONE
AREAS WILL LIKELY BE CLOSED. MODERATE TO SEVERE BEACH EROSION IS
POSSIBLE...BECOMING LIKELY IF CONDITIONS EXTEND THROUGH MULTIPLE
HIGH TIDES.
IF YOU LIVE IN A PLACE PARTICULARLY VULNERABLE TO FLOODING, SUCH AS
NEAR THE OCEAN, BAY, SOUND, A LOW LYING OR POOR DRAINAGE AREA, OR
NEAR AN ALREADY SWOLLEN RIVER, PLAN TO MOVE TO SAFE SHELTER ON HIGHER
GROUND.
