SITUATION OVERVIEW

TROPICAL STORM HERMINE...LOCATED 360 MILES WEST SOUTHWEST OF
MOREHEAD CITY, IS MOVING TOWARD THE NORTHEAST NEAR 18 MPH.
HERMINE IS EXPECTED TO TRACK NORTHEASTWARD ACROSS EASTERN NC
TONIGHT AND EXIT OFF THE COAST EARLY SATURDAY.
A VARIETY OF IMPACTS FROM HERMINE ARE EXPECTED ACROSS EASTERN NC,
INCLUDING POSSIBLE FLASH FLOODING, TROPICAL STORM FORCE WINDS, MINOR
TO MODERATE STORM SURGE INUNDATION AND BEACH EROSION, AND
ISOLATED TORNADOES.
HEAVY RAINFALL AND FLASH FLOODING IS THE MOST SIGNIFICANT EXPECTED
IMPACT ACROSS THE AREA. RAIN OF 5 TO 8 INCHES, WITH ISOLATED AMOUNTS
IN EXCESS 10 INCHES WILL LEAD TO A GREAT DEAL OF FLOODING IN LOW
LYING AREAS AND POSSIBLE FLASH FLOODING THAT CAUSES ROAD CLOSURES
FROM SIGNIFICANTLY DEEP WATER AMOUNTS. RAIN WILL BECOME HEAVIER
THROUGH THE DAY TODAY AS IT SPREADS NORTHWARDS. THE HEAVIEST RAIN
IS EXPECTED TO FALL THIS AFTERNOON INTO EARLY SATURDAY MORNING.
TROPICAL STORM FORCE WINDS WILL BE POSSIBLE ACROSS THE ENTIRE AREA,
WITH WINDS OF 30 TO 40 MPH AND GUSTS UP TO 50 MPH INLAND AND 40 TO
50 MPH WITH GUSTS OF 60 TO 65 MPH ALONG THE COAST. THIS COMBINED
WITH THE HEAVY RAINS COULD RESULT IN DOWNED TREES AND SCATTERED
POWER OUTAGES. THE STRONGEST WINDS ARE EXPECTED ACROSS THE OUTER
BANKS ON SATURDAY AFTERNOON AND EVENING AS HERMINE EXITS THE
COAST AND RESTRENGTHENS OFFSHORE.
MINOR TO LOCALLY MODERATE STORM SURGE FLOODING OF 1 TO 3 FEET ABOVE
GROUND LEVEL WILL BE POSSIBLE BEGINNING THIS EVENING AND LASTING
THROUGH EARLY SUNDAY. IF YOU LIVE IN AN AREA PRONE TO STORM SURGE
FLOODING NOW IS THE TIME TO PROTECT YOUR PROPERTY. SOME LOCATIONS
MORE PRONE TO RECEIVE THE HIGHER SURGE VALUES FOR THIS EVENT
INCLUDE AREAS ALONG AND NEAR...OCEANSIDE AND SOUNDSIDE NORTH OF
HATTERAS...THE NEUSE RIVER...THE PAMLICO RIVER...THE PUNGO
RIVER...THE BAY RIVER...THE CRYSTAL COAST FROM TOPSAIL ISLAND
THROUGH CAPE LOOKOUT.
THERE WILL BE LARGE WAVES AND WAVE RUNUP WITH MINOR TO LOCALLY
MODERATE EROSION ALONG THE ENTIRE COAST.
ISOLATED TORNADOES ARE POSSIBLE THIS AFTERNOON INTO EARLY SATURDAY
MORNING. THE BEST CHANCE OF GETTING A TORNADO ARE NEARER THE COAST
BETWEEN JACKSONVILLE AND OREGON INLET.
POTENTIAL IMPACTS

* FLOODING RAIN: PROTECT AGAINST DANGEROUS RAINFALL FLOODING HAVING
POSSIBLE SIGNIFICANT IMPACTS ACROSS EASTERN NORTH CAROLINA.
POTENTIAL IMPACTS INCLUDE:
- MODERATE RAINFALL FLOODING MAY PROMPT A FEW EVACUATIONS AND
RESCUES.
- RIVERS AND TRIBUTARIES MAY QUICKLY BECOME SWOLLEN WITH SWIFTER
CURRENTS AND OVERSPILL THEIR BANKS IN A FEW PLACES, ESPECIALLY
IN USUALLY VULNERABLE SPOTS. SMALL STREAMS, CREEKS, CANALS,
AND DITCHES OVERFLOW.
- FLOOD WATERS CAN ENTER SOME STRUCTURES OR WEAKEN FOUNDATIONS.
SEVERAL PLACES MAY EXPERIENCE EXPANDED AREAS OF RAPID INUNDATION
AT UNDERPASSES, LOW-LYING SPOTS, AND POOR DRAINAGE AREAS. SOME
STREETS AND PARKING LOTS TAKE ON MOVING WATER AS STORM DRAINS
AND RETENTION PONDS OVERFLOW. DRIVING CONDITIONS BECOME
HAZARDOUS. SOME ROAD AND BRIDGE CLOSURES.
ELSEWHERE ACROSS EASTERN NORTH CAROLINA, LITTLE TO NO IMPACT IS
ANTICIPATED.
* SURGE:
PROTECT AGAINST LOCALLY HAZARDOUS SURGE HAVING POSSIBLE LIMITED
IMPACTS FOR AREAS ADJACENT TO THE OCEAN, SOUNDS AND TIDAL RIVERS ACROSS
EASTERN NORTH CAROLINA. POTENTIAL IMPACTS IN THIS AREA INCLUDE:
- AREAS OF INUNDATION WITH STORM SURGE FLOODING MAINLY ALONG
IMMEDIATE SHORELINES AND IN LOW-LYING SPOTS, OR IN AREAS
FARTHER INLAND NEAR WHERE HIGHER SURGE WATERS MOVE ASHORE.
- SECTIONS OF NEAR-SHORE ROADS AND PARKING LOTS BECOME OVERSPREAD
WITH SURGE WATER. DRIVING CONDITIONS DANGEROUS IN PLACES WHERE
SURGE WATER COVERS THE ROAD.
- MODERATE BEACH EROSION. HEAVY SURF COULD BREACHING DUNES, MAINLY
IN USUALLY VULNERABLE LOCATIONS. STRONG RIP CURRENTS.
- MINOR TO LOCALLY MODERATE DAMAGE TO MARINAS, DOCKS, BOARDWALKS,
AND PIERS. A FEW SMALL CRAFT BROKEN AWAY FROM MOORINGS.
* WIND:
PROTECT AGAINST DANGEROUS WIND HAVING POSSIBLE SIGNIFICANT IMPACTS
ACROSS EASTERN NORTH CAROLINA, ESPECIALLY ACROSS THE OUTER BANKS.
POTENTIAL IMPACTS INCLUDE:
- SOME DAMAGE TO ROOFING AND SIDING MATERIALS, ALONG WITH DAMAGE
TO PORCHES, AWNINGS, CARPORTS, AND SHEDS. A FEW BUILDINGS
EXPERIENCING WINDOW, DOOR, AND GARAGE DOOR FAILURES. MOBILE
HOMES DAMAGED, ESPECIALLY IF UNANCHORED. UNSECURED LIGHTWEIGHT
OBJECTS BECOME DANGEROUS PROJECTILES.
- SEVERAL LARGE TREES SNAPPED OR UPROOTED, BUT WITH GREATER
NUMBERS IN PLACES WHERE TREES ARE SHALLOW ROOTED. SEVERAL
FENCES AND ROADWAY SIGNS BLOWN OVER.
- SOME ROADS IMPASSABLE FROM LARGE DEBRIS, AND MORE WITHIN URBAN
OR HEAVILY WOODED PLACES. A FEW BRIDGES, CAUSEWAYS, AND ACCESS
ROUTES IMPASSABLE.
- SCATTERED POWER AND COMMUNICATIONS OUTAGES, BUT MORE PREVALENT
IN AREAS WITH ABOVE GROUND LINES.
* TORNADOES:
PROTECT AGAINST A DANGEROUS TORNADO EVENT HAVING POSSIBLE SIGNIFICANT
IMPACTS ACROSS MAINLY COASTAL AREAS OF EASTERN NORTH CAROLINA BETWEEN
JACKSONVILLE AND OREGON INLET. POTENTIAL IMPACTS INCLUDE:
- THE OCCURRENCE OF TORNADOES CAN HINDER THE EXECUTION OF
EMERGENCY PLANS DURING TROPICAL EVENTS.
- SEVERAL PLACES MAY EXPERIENCE TORNADO DAMAGE WITH A FEW SPOTS
OF CONSIDERABLE DAMAGE, POWER LOSS, AND COMMUNICATIONS FAILURES.
- LOCATIONS COULD REALIZE ROOFS TORN OFF FRAME HOUSES, MOBILE
HOMES DEMOLISHED, BOXCARS OVERTURNED, LARGE TREES SNAPPED OR
UPROOTED, VEHICLES TUMBLED, AND SMALL BOATS TOSSED ABOUT.
DANGEROUS PROJECTILES CAN ADD TO THE TOLL.
PROTECT AGAINST A TORNADO EVENT HAVING POSSIBLE LIMITED IMPACTS
ACROSS INTERIOR EASTERN NORTH CAROLINA.

* EVACUATIONS:
IF YOU ARE EXCEPTIONALLY VULNERABLE TO WIND OR WATER HAZARDS FROM
TROPICAL SYSTEMS, CONSIDER VOLUNTARY EVACUATION, ESPECIALLY IF BEING
OFFICIALLY RECOMMENDED. RELOCATE TO A PREDETERMINED SHELTER OR SAFE
DESTINATION.
IF EVACUATING AWAY FROM THE AREA OR RELOCATING TO A NEARBY SHELTER,
LEAVE EARLY BEFORE WEATHER CONDITIONS BECOME HAZARDOUS.
* OTHER PREPAREDNESS INFORMATION:
NOW IS THE TIME TO BRING TO COMPLETION ALL PREPARATIONS TO PROTECT
LIFE AND PROPERTY IN ACCORDANCE WITH YOUR EMERGENCY PLAN.
