MADELINE HAS WEAKENED FURTHER AS A TROPICAL STORM.

THIS LOCAL STATEMENT PROVIDES INFORMATION FOR PORTIONS OF
LOCATIONS WITHIN THE HAWAIIAN ISLANDS.

.WATCHES/WARNINGS...
A TROPICAL STORM WARNING CONTINUES FOR MOLOKAI...LANAI...
KAHOOLAWE...MAUI...THE BIG ISLAND.

A FLASH FLOOD WATCH IS IN EFFECT FOR THE BIG ISLAND.

A HIGH SURF WARNING IS IN EFFECT FOR THE EAST FACING SHORES OF MAUI.

A HIGH SURF ADVISORY IS IN EFFECT FOR THE EAST FACING SHORES OF
KAUAI...OAHU...MOLOKAI...AND WEST MAUI.

.STORM INFORMATION...
AT 9 PM HST...THE CENTER OF TROPICAL STORM MADELINE WAS LOCATED
NEAR LATITUDE 17.3N...LONGITUDE 155.9W...OR ABOUT 175 MILES SOUTH
OF HILO HAWAII...OR ABOUT  305 MILES SOUTHEAST OF HONOLULU
HAWAII. TROPICAL STORM MADELINE IS MOVING SOUTHWEST AT 15 MPH.
MAXIMUM SUSTAINED WINDS ARE NEAR 60 MPH.

.SITUATION OVERVIEW...
MADELINE CONTINUES TO WEAKEN AS IT PASSES SOUTH OF THE BIG
ISLAND. WHILE THE CENTER OF MADELINE WILL NOT MAKE
LANDFALL...STRONG WINDS AND HEAVY RAIN ON THE NORTHERN SIDE OF THE
SYSTEM WILL CONTINUE TO IMPACT THE BIG ISLAND TONIGHT.

TROPICAL STORM FORCE WINDS CONTINUE OVER PORTIONS OF THE BIG
ISLAND AND WINDS ARE EXPECTED TO PEAK THIS EVENING BEFORE
STARTING TO SUBSIDE. LOCALLY HEAVY RAIN AND ISOLATED THUNDERSTORMS
WILL CONTINUE TO IMPACT THE BIG ISLAND TONIGHT. THESE RAINS COULD
LEAD TO FLASH FLOODING AND MUDSLIDES. BANDS OF SHOWERS ON THE
PERIPHERY OF MADELINE COULD BRING ISOLATED HEAVY SHOWERS TO MAUI
COUNTY...AND LOCALIZED DAMAGING WINDS ARE POSSIBLE OVER AND NEAR
HIGHER TERRAIN.

SOME AREAS COULD SEE WINDS OF 30 TO 50 MPH WITH GUSTS TO 60 MPH
THROUGH TONIGHT.

GUSTS WILL BE STRONGEST OVER MOUNTAINOUS TERRAIN...THROUGH
PASSES...AND WHERE WINDS BLOW DOWNSLOPE.

SOME LOOSE OUTDOOR ITEMS WILL BE TOSSED AROUND. A FEW POWER LINES
WILL BE KNOCKED DOWN RESULTING IN SCATTERED POWER OUTAGES. SOME
LARGE BRANCHES OF HEALTHY TREES WILL BE SNAPPED.  MOST NEWLY
PLANTED TREES AND SHRUBS WILL BE DAMAGED OR UPROOTED.

OTHER POSSIBLE WIND DAMAGE WOULD INCLUDE...DOWNED LARGE TREES AND
POWER LINES...AND SIGNIFICANT ROOF AND STRUCTURE DAMAGE...ESPECIALLY
TO WEAKER STRUCTURES.

...STORM SURGE AND STORM TIDE...
LARGE AND DAMAGING SURF 15 TO 25 FEET WILL CONTINUE ALONG EAST
FACING SHORES TONIGHT. 12 TO 15 FOOT SURF IS BEING REPORTED ALONG
THE HAMAKUA COAST AND 18 TO 25 FOOT SURF IS BEING REPORTED IN
PAHOA AND KAPOHO.

WAVE RUNUP MAY CAUSE SIGNIFICANT COASTAL FLOODING AND DAMAGE TO
COASTAL PROPERTIES AND INFRASTRUCTURE...INCLUDING ROADWAYS. OF
PARTICULAR CONCERN IS THE THE KALAPANA-KAPOHO HIGHWAY BETWEEN
POHOIKI AND KAPOHO. IMPASSABLE ROADS DUE TO HIGH WATER HAVE BEEN
REPORTED IN THE KAPOHO SUBDIVISION. POWERFUL LONGSHORE AND RIP
CURRENTS WILL BE PRESENT AT MOST BEACHES. LARGE BREAKING WAVES
AND STRONG CURRENTS MAY IMPACT HARBOR ENTRANCES AND CHANNELS
CAUSING CHALLENGING BOAT HANDLING.

...INLAND FLOODING...
A FLASH FLOOD WATCH IS IN EFFECT FOR THE ENTIRE AREA. OUTER
RAINBANDS FROM MADELINE HAVE MOVED ONSHORE AND ADDITIONAL HEAVY
RAINFALL WILL CONTINUE TONIGHT. MANY WINDWARD BIG ISLAND
LOCATIONS HAVE ALREADY RECEIVED 5-8 INCHES OF RAIN AND AN
ADDITIONAL 3 TO 6 INCHES IS POSSIBLE OVERNIGHT...ESPECIALLY OVER
WINDWARD AND SOUTHEAST PORTIONS OF THE BIG ISLAND. THIS RAINFALL
MAY LEAD TO DANGEROUS FLASH FLOODS AND MUDSLIDES. REFER TO THE
WATCH FOR MORE DETAILS.

LARGE AND DAMAGING SURF WILL CONTINUE ALONG EAST FACING SHORES OF
EAST MAUI...PEAKING AT 12 TO 18 FEET TONIGHT. THIS MAY CAUSE
SIGNIFICANT WAVE RUNUP OR DAMAGE TO COASTAL PROPERTIES AND
INFRASTRUCTURE...INCLUDING ROADWAYS. POWERFUL LONGSHORE AND RIP
CURRENTS WILL BE PRESENT AT MOST BEACHES. LARGE BREAKING WAVES AND
STRONG CURRENTS MAY IMPACT HARBOR ENTRANCES AND CHANNELS CAUSING
CHALLENGING BOAT HANDLING. ALTHOUGH SURF HEIGHTS WILL BE LOWER
ALONG EAST FACING SHORES OF WEST MAUI AND MOLOKAI...SURF HEIGHTS
WILL REACH ADVISORY LEVELS OF 5 TO 9 FEET LATE THIS AFTERNOON
THROUGH TONIGHT.

...INLAND FLOODING...
ISOLATED HEAVY SHOWERS WILL CONTINUE TO IMPACT MAINLY THE
WINDWARD AND MOUNTAIN SECTIONS OF MAUI COUNTY TONIGHT. TOTAL RAIN
ACCUMULATIONS OF 3 TO 5 INCHES ARE POSSIBLE...WITH ISOLATED
MAXIMUM AMOUNTS UP TO 8 INCHES.
