SITUATION OVERVIEW

THE CENTER OF POST TROPICAL CYCLONE MATTHEW IS CURRENTLY ABOUT
100 MILES EAST OF CAPE HATTERAS AND WILL CONTINUE TO MOVE EAST OF THE
REGION TODAY. TROPICAL STORM FORCE WIND GUSTS TO 30 TO 40 MPH INLAND
AND 50 TO 70 MPH ACROSS THE COAST WILL CONTINUE THROUGH THIS
AFTERNOON. THE STRONG BACKSIDE WINDS BEHIND POST TROPICAL MATTHEW WILL
VERY SLOWLY DIMINISH THROUGH MONDAY AS MATTHEW CONTINUES TO MOVE
EAST OF THE REGION.
ALTHOUGH THE HEAVY RAINFALL HAS ENDED ACROSS THE AREA, THE WATER
WILL HAVE A VERY DIFFICULT TIME DRAINING, AND FLOODED ROADWAYS IN SOME
LOCATIONS MAY LINGER FOR THE NEXT SEVERAL DAYS. THERE HAVE BEEN
WIDESPREAD REPORTS OF TREES DOWN, POWER OUTAGES, AND ROADS WASHED OUT
OR FLOODED. IT IS ADVISED THAT EVERYONE REMAIN OFF THE ROADWAYS TODAY.
IT IS DIFFICULT TO TELL IF A FLOODED ROADWAY HAS BEEN WASHED OUT. IF
YOU MUST TRAVEL AND ENCOUNTER FLOODED ROADS, TURN AROUND, DON'T DROWN.
THE HEAVY RAINFALL OVER THE REGION HAS CAUSED RAPID RISES IN AREA
RIVERS AND CREEKS. THE NEUSE, TAR, CAPE FEAR, AND TRENT RIVERS ALONG
WITH SEVERAL SMALLER RIVERS AND CREEKS ARE PROJECTED TO SEE RISES
APPROACHING THOSE SEEN DURING HURRICANE FLOYD. THIS WILL RESULT IN
CATASTROPHIC FLOODING ACROSS EASTERN NORTH CAROLINA WHICH WILL LAST
WELL INTO THE NEXT COUPLE WEEKS.
MODERATE TO MAJOR STORM SURGE IMPACTS WILL CONTINUE WITH POST TROPICAL
CYCLONE MATTHEW. INUNDATION OF 3 TO 5 FEET ABOVE GROUND, AND LOCALLY
HIGHER IN LOW LYING AREAS, CAN BE EXPECTED ACROSS AREAS ADJACENT TO
THE SOUTHERN PAMLICO SOUND, INCLUDING HATTERAS ISLAND AND OCRACOKE.
INUNDATION OF 2 TO 4 FEET ABOVE GROUND CAN BE EXPECTED ACROSS AREAS
ADJACENT TO THE SOUTHERN ALBEMARLE SOUND, LOWER NEUSE RIVER AND CORE
SOUND TO THE BEAUFORT AREA.
HIGH SURF AND BREAKING WAVES WILL LIKELY RESULT IN MODERATE BEACH
EROSION AND AREAS OF OCEAN OVERWASH PEAKING TODAY AND CONTINUING FOR
SEVERAL DAYS ON THE OUTER BANKS. OVER WASH AND SOUND SIDE FLOODING
WILL LIKELY CAUSE ISSUES ON HIGHWAY 12 ON THE OUTER BANKS TODAY INTO
MONDAY. VULNERABLE AREAS ALONG THE NORTHERN OUTER BANKS SUCH AS KITTY
HAWK AND DUCK COULD ALSO EXPERIENCE EROSION AT MULTIPLE HIGH TIDE
CYCLES. HIGH TIDE AT DUCK WILL OCCUR AROUND 2 PM THIS AFTERNOON AND
THEN AROUND 230 AM TONIGHT.
VERY ROUGH SEAS WILL CONTINUE WITH WAVES UP TO 10 TO 15 FEET. A HIGH
THREAT OF RIP CURRENTS WILL CONTINUE ON ALL AREA BEACHES AND IT IS
RECOMMENDED TO AVOID SWIMMING.
POTENTIAL IMPACTS

* FLOODING RAIN:
POTENTIAL IMPACTS FROM THE FLOODING RAIN ARE STILL UNFOLDING ACROSS
THE COASTAL PLAIN. REMAIN WELL GUARDED AGAINST LIFE-THREATENING FLOOD
WATERS HAVING EXTENSIVE IMPACTS. THESE IMPACTS INCLUDE:
- MAJOR RAINFALL FLOODING MAY PROMPT MANY EVACUATIONS AND RESCUES.
- RIVERS AND TRIBUTARIES MAY RAPIDLY OVERFLOW THEIR BANKS IN
MULTIPLE PLACES. SMALL STREAMS, CREEKS, CANALS, AND DITCHES MAY
BECOME DANGEROUS RIVERS. IN MOUNTAIN AREAS, DESTRUCTIVE RUNOFF
MAY RUN QUICKLY DOWN VALLEYS WHILE INCREASING SUSCEPTIBILITY TO
ROCKSLIDES AND MUDSLIDES. FLOOD CONTROL SYSTEMS AND BARRIERS
MAY BECOME STRESSED.
- FLOOD WATERS CAN ENTER MANY STRUCTURES WITHIN MULTIPLE
COMMUNITIES, SOME STRUCTURES BECOMING UNINHABITABLE OR WASHED
AWAY. MANY PLACES WHERE FLOOD WATERS MAY COVER ESCAPE ROUTES.
STREETS AND PARKING LOTS BECOME RIVERS OF MOVING WATER WITH
UNDERPASSES SUBMERGED. DRIVING CONDITIONS BECOME DANGEROUS.
MANY ROAD AND BRIDGE CLOSURES WITH SOME WEAKENED OR WASHED OUT.
POTENTIAL IMPACTS FROM THE FLOODING RAIN ARE STILL UNFOLDING ACROSS
COASTAL SECTIONS OF EASTERN NORTH CAROLINA. REMAIN WELL GUARDED AGAINST
DANGEROUS FLOOD WATERS HAVING SIGNIFICANT IMPACTS.
* SURGE:
POTENTIAL IMPACTS FROM THE MAIN SURGE EVENT ARE NOW UNFOLDING ACROSS
AREAS ADJACENT TO SOUTHERN PORTIONS OF THE PAMLICO AND ALBEMARLE SOUNDS,
INCLUDING THE LOWER NEUSE RIVER AND CORE SOUND TO THE BEAUFORT AREA, AS
WELL AS OCEAN FRONT AREAS FROM DUCK TO CAPE LOOKOUT. REMAIN WELL AWAY
FROM LIFE-THREATENING SURGE HAVING ADDITIONAL SIGNIFICANT IMPACTS. IF
REALIZED, THESE IMPACTS INCLUDE:
- AREAS OF INUNDATION WITH STORM SURGE FLOODING ACCENTUATED BY
WAVES. DAMAGE TO SEVERAL BUILDINGS, MAINLY NEAR THE COAST.
- SECTIONS OF NEAR-SHORE ESCAPE ROUTES AND SECONDARY ROADS BECOME
WEAKENED OR WASHED OUT, ESPECIALLY IN USUALLY VULNERABLE LOW
SPOTS.
- MAJOR BEACH EROSION WITH HEAVY SURF BREACHING DUNES. STRONG AND
NUMEROUS RIP CURRENTS.
- MODERATE DAMAGE TO MARINAS, DOCKS, BOARDWALKS, AND PIERS.
SEVERAL SMALL CRAFT BROKEN AWAY FROM MOORINGS, ESPECIALLY IN
UNPROTECTED ANCHORAGES.
ELSEWHERE ACROSS EASTERN NORTH CAROLINA, LITTLE TO NO IMPACT IS
ANTICIPATED.
* WIND:
POTENTIAL IMPACTS FROM THE MAIN WIND EVENT ARE STILL UNFOLDING ACROSS
COASTAL SECTIONS OF EASTERN NORTH CAROLINA. REMAIN WELL SHELTERED FROM
LIFE-THREATENING WIND HAVING ADDITIONAL EXTENSIVE IMPACTS. IF REALIZED,
THESE IMPACTS INCLUDE:
- CONSIDERABLE ROOF DAMAGE TO STURDY BUILDINGS, WITH SOME HAVING
WINDOW, DOOR, AND GARAGE DOOR FAILURES LEADING TO STRUCTURAL
DAMAGE. MOBILE HOMES SEVERELY DAMAGED, WITH SOME DESTROYED.
DAMAGE ACCENTUATED BY AIRBORNE PROJECTILES. LOCATIONS MAY BE
UNINHABITABLE FOR WEEKS.
- MANY LARGE TREES SNAPPED OR UPROOTED ALONG WITH FENCES AND
ROADWAY SIGNS BLOWN OVER.
- SOME ROADS IMPASSABLE FROM LARGE DEBRIS, AND MORE WITHIN URBAN
OR HEAVILY WOODED PLACES. SEVERAL BRIDGES, CAUSEWAYS, AND
ACCESS ROUTES IMPASSABLE.
- LARGE AREAS WITH POWER AND COMMUNICATIONS OUTAGES.
POTENTIAL IMPACTS FROM THE MAIN WIND EVENT ARE ALSO STILL UNFOLDING
ACROSS INLAND AREAS OF EASTERN NORTH CAROLINA. REMAIN WELL SHELTERED
FROM DANGEROUS WIND HAVING ADDITIONAL LIMITED TO SIGNIFICANT IMPACTS.
* TORNADOES:
LITTLE TO NO ADDITIONAL IMPACTS ARE ANTICIPATED AT THIS TIME
ACROSS EASTERN NORTH CAROLINA.

* EVACUATIONS:
DO NOT RETURN TO EVACUATED AREAS UNTIL HAZARDOUS WINDS DIMINISH AND
FLOOD WATERS ABATE. LISTEN FOR THE ALL-CLEAR SIGNAL FROM LOCAL
AUTHORITIES.
* OTHER PREPAREDNESS INFORMATION:
BE CAREFUL GOING OUTSIDE. STAY AWAY FROM DOWNED POWER LINES AND
HAZARDOUS DEBRIS.

WHEN INSPECTING DAMAGE, USE FLASHLIGHTS RATHER THAN CANDLES OR FLAMED
