SITUATION OVERVIEW
------------------
THE CENTER OF POST TROPICAL CYCLONE MATTHEW IS CURRENTLY ABOUT
50 MILES SOUTHEAST OF CAPE HATTERAS. THE LATEST FORECAST TRACK MOVES
MATTHEW SLOWLY EAST OF THE REGION TODAY.
TROPICAL STORM FORCE WINDS OF 35 TO 45 MPH WITH GUSTS TO 50 TO 60 MPH
INLAND AND GUSTS TO 65 TO 75 MPH ACROSS THE COAST WILL CONTINUE
THROUGH LATE THIS MORNING, AND WILL CONTINUE ALONG THE COAST INTO THIS
AFTERNOON. THE STRONG BACKSIDE WINDS BEHIND A NOW POST TROPICAL
MATTHEW ARE LASHING THE EASTERN PORTIONS OF THE AREA AND BEGINNING
THEIR ASSAULT ON THE OUTER BANKS. WITH THEM WATER LEVEL RISES ALONG
THE OUTER BANKS ARE BEGINNING IN EARNEST. GUSTS TO AROUND 80 MPH ARE
POSSIBLE ALONG THE OUTER BANKS THROUGH LATE THIS MORNING.
ALTHOUGH THE HEAVY RAINFALL HAS ENDED ACROSS THE AREA, FLASH FLOOD
WARNINGS CONTINUE THROUGH THIS MORNING FOR LINGERING FLOODED ROADWAYS.
THE RAINFALL WILL HAVE A VERY DIFFICULT TIME DRAINING, AND FLOODED
ROADWAYS IN SOME LOCATIONS MAY LINGER FOR THE NEXT SEVERAL DAYS. THERE
HAVE BEEN WIDESPREAD REPORTS OF TREES DOWN, POWER OUTAGES, AND ROADS
WASHED OUT OR FLOODED. IT IS ADVISED THAT EVERYONE REMAIN OFF THE
ROADWAYS TODAY. IT IS DIFFICULT TO TELL IF A FLOODED ROADWAY HAS BEEN
WASHED OUT. IF YOU MUST TRAVEL AND ENCOUNTER FLOODED ROADS, TURN
AROUND, DON'T DROWN.
THE HEAVY RAINFALL OVER THE REGION HAS CAUSED RAPID RISES IN AREA
RIVERS AND CREEKS. THE NEUSE, TAR, CAPE FEAR, AND TRENT RIVERS ALONG
WITH SEVERAL SMALLER RIVERS AND CREEKS ARE PROJECTED TO SEE RISES
APPROACHING THOSE SEEN DURING HURRICANE FLOYD. THIS WILL RESULT IN
CATASTROPHIC FLOODING ACROSS EASTERN NORTH CAROLINA WHICH WILL LAST
WELL INTO THE NEXT COUPLE WEEKS.
MODERATE TO MAJOR STORM SURGE IMPACTS WILL CONTINUE WITH POST TROPICAL
CYCLONE MATTHEW. THE PRIMARY THREAT IS FOR INUNDATION REACHING 3 TO
5 FEET ABOVE GROUND AND LOCALLY HIGHER IN LOW LYING AREAS...ESPECIALLY
FOR NORTHERN EXPOSURE AREAS ON THE OUTER BANKS, AREAS ADJACENT TO THE
SOUTHERN PAMLICO SOUND, INCLUDING THE NEUSE RIVERS, AND AREAS ACROSS
THE SOUTHERN ALBEMARLE SOUND. OCEANSIDE BEACHES NORTH OF RODANTHE AND
ISOLATED LOCATIONS ALONG THE SOUTHERN ALBEMARLE SOUND MAY ALSO SEE
INUNDATION OF 3 TO 5 FEET ABOVE GROUND. AREAS PRONE TO SOUNDSIDE
FLOODING ON THE OUTER BANKS WILL LIKELY SEE RAPID INCREASES IN WATER
LEVELS THIS MORNING AS STRONG NORTHERLY WINDS CONTINUE.
HIGH SURF AND BREAKING WAVES WILL LIKELY RESULT IN MODERATE BEACH
EROSION AND AREAS OF OCEAN OVERWASH PEAKING TODAY AND CONTINUING FOR
SEVERAL DAYS ON THE OUTER BANKS. OVER WASH AND SOUND SIDE FLOODING
WILL LIKELY CAUSE ISSUES ON HIGHWAY 12 ON THE OUTER BANKS TODAY INTO
MONDAY. VULNERABLE AREAS ALONG THE NORTHERN OUTER BANKS SUCH AS KITTY
HAWK AND DUCK COULD ALSO EXPERIENCE EROSION AT MULTIPLE HIGH TIDE
CYCLES. HIGH TIDE AT DUCK WILL OCCUR AROUND 2 PM THIS AFTERNOON AND
THEN AROUND 230 AM TONIGHT.
VERY ROUGH SEAS ARE EXPECTED WITH WAVES OF 20 FEET OR GREATER. A HIGH
THREAT OF RIP CURRENTS WILL CONTINUE ON ALL AREA BEACHES AND IT IS
RECOMMENDED TO AVOID SWIMMING.
POTENTIAL IMPACTS

* SURGE:
POTENTIAL IMPACTS FROM THE MAIN SURGE EVENT ARE NOW UNFOLDING ACROSS
ALONG THE COAST. REMAIN WELL AWAY FROM LIFE-THREATENING
SURGE HAVING ADDITIONAL SIGNIFICANT IMPACTS. IF
REALIZED, THESE IMPACTS INCLUDE:
- AREAS OF INUNDATION WITH STORM SURGE FLOODING ACCENTUATED BY
WAVES. DAMAGE TO SEVERAL BUILDINGS, MAINLY NEAR THE COAST.
- SECTIONS OF NEAR-SHORE ESCAPE ROUTES AND SECONDARY ROADS BECOME
WEAKENED OR WASHED OUT, ESPECIALLY IN USUALLY VULNERABLE LOW
SPOTS.
- MAJOR BEACH EROSION WITH HEAVY SURF BREACHING DUNES. STRONG AND
NUMEROUS RIP CURRENTS.
- MODERATE DAMAGE TO MARINAS, DOCKS, BOARDWALKS, AND PIERS.
SEVERAL SMALL CRAFT BROKEN AWAY FROM MOORINGS, ESPECIALLY IN
UNPROTECTED ANCHORAGES.
* WIND:
POTENTIAL IMPACTS FROM THE MAIN WIND EVENT ARE NOW UNFOLDING ALONG THE COAST.
REMAIN WELL SHELTERED FROM DANGEROUS WIND HAVING ADDITIONAL SIGNIFICANT IMPACTS. IF
REALIZED, THESE IMPACTS INCLUDE:
- SOME DAMAGE TO ROOFING AND SIDING MATERIALS, ALONG WITH DAMAGE
TO PORCHES, AWNINGS, CARPORTS, AND SHEDS. A FEW BUILDINGS
EXPERIENCING WINDOW, DOOR, AND GARAGE DOOR FAILURES. MOBILE
HOMES DAMAGED, ESPECIALLY IF UNANCHORED. UNSECURED LIGHTWEIGHT
OBJECTS BECOME DANGEROUS PROJECTILES.
- SEVERAL LARGE TREES SNAPPED OR UPROOTED, BUT WITH GREATER
NUMBERS IN PLACES WHERE TREES ARE SHALLOW ROOTED. SEVERAL
FENCES AND ROADWAY SIGNS BLOWN OVER.
- SOME ROADS IMPASSABLE FROM LARGE DEBRIS, AND MORE WITHIN URBAN
OR HEAVILY WOODED PLACES. A FEW BRIDGES, CAUSEWAYS, AND ACCESS
ROUTES IMPASSABLE.
- SCATTERED POWER AND COMMUNICATIONS OUTAGES, BUT MORE PREVALENT
IN AREAS WITH ABOVE GROUND LINES.
* FLOODING RAIN:
LITTLE TO NO ADDITIONAL RAINFALL IS ANTICIPATED AT THIS TIME
ACROSS EASTERN NORTH CAROLINA.

DO NOT RETURN TO EVACUATED AREAS UNTIL HAZARDOUS WINDS DIMINISH AND FLOOD
WATERS ABATE.
