HURRICANE MATTHEW WILL TRACK NORTH VERY CLOSE TO THE COASTS OF SOUTHEAST
GEORGIA AND SOUTHERN SOUTH CAROLINA OVERNIGHT AND SATURDAY MORNING. THE
CENTER OF THE CATEGORY ONE HURRICANE WILL BE JUST OFF THE CHARLESTON
COUNTY COAST AROUND 9 AM SATURDAY. MATTHEW IS THEN EXPECTED TO MOVE
NORTHEAST TO A POSITION OFF THE SOUTHEAST NORTH CAROLINA COAST BY
SATURDAY EVENING.
TROPICAL STORM FORCE WINDS WILL PERSIST ACROSS MUCH OF SOUTHEAST SOUTH
CAROLINA AND SOUTHEAST GEORGIA OVERNIGHT WITH HURRICANE FORCE WINDS
ALONG THE COAST.
SUSTAINED WINDS ALONG THE COAST COULD REACH AS HIGH AS 50 TO 70 MPH
WITH GUSTS TO 90 MPH. FARTHER INLAND...ESPECIALLY ALONG AND EAST OF
INTERSTATE 95...SUSTAINED WINDS OF 40 TO 60 MPH WITH GUSTS TO 70 MPH
ARE POSSIBLE. FARTHER INLAND WINDS WILL BE 35 TO 45 MPH WITH GUSTS TO
60 MPH. WIDESPREAD POWER OUTAGES ARE ALREADY BEING REPORTED ACROSS THE
AREA AND ADDITIONAL OUTAGES ARE EXPECTED. EXTENSIVE DAMAGE TO TREES AND
OTHER STRUCTURES WILL OCCUR.
WINDS WILL BEGIN TO TAPER OFF SATURDAY AFTERNOON ACROSS SOUTHEAST
GEORGIA AND SATURDAY EVENING OVER SOUTHERN SOUTH CAROLINA.
STORM TOTAL RAINFALL AMOUNTS OF 8 TO 14 INCHES ARE EXPECTED ACROSS
COASTAL AREAS WITH LOCALLY HIGHER TOTALS. FARTHER INLAND TOTALS WILL RANGE
FROM 4 TO 8 INCHES WITH LOCALLY HIGHER TOTALS. THIS HEAVY RAINFALL WILL
RESULT IN EXTENSIVE FRESH WATER FLOODING...ESPECIALLY NEAR THE COAST
WITHIN A FEW HOURS OF THE HIGH TIDES.
STORM SURGE INUNDATION OF 6 TO 9 FEET ABOVE GROUND LEVEL IS EXPECTED
WITH THE HIGH TIDE AROUND 2 AM SATURDAY. THE COMBINATION OF STORM SURGE
AND WAVES COULD RESULT IN MAJOR COASTAL FLOODING AND SEVERE BEACH
EROSION. HOMES...STRUCTURES AND ROADS NEAR BEACHES COULD BE COMPROMISED.
DANGEROUS RIP CURRENTS AND LARGE WAVES WILL MAKE FOR TREACHEROUS SURF
CONDITIONS THROUGH THE WEEKEND.
ISOLATED TORNADOES WILL BE POSSIBLE THROUGH SATURDAY ACROSS MAINLY COASTAL
AREAS.

REMAIN WELL SHELTERED FROM LIFE-THREATENING WIND.

- STRUCTURAL DAMAGE TO STURDY BUILDINGS, SOME WITH COMPLETE ROOF
AND WALL FAILURES. COMPLETE DESTRUCTION OF MOBILE HOMES. DAMAGE
GREATLY ACCENTUATED BY LARGE AIRBORNE PROJECTILES. LOCATIONS
MAY BE UNINHABITABLE FOR WEEKS OR MONTHS.
- UNSAFE TO SHELTER EVEN IN WELL-CONSTRUCTED BUILDINGS.
IMPOSSIBLE TO VENTURE OUTSIDE DUE TO FALLING OBJECTS AND
AIRBORNE PROJECTILES.
- NUMEROUS LARGE TREES SNAPPED OR UPROOTED ALONG WITH FENCES AND
ROADWAY SIGNS BLOWN OVER.
- MANY ROADS IMPASSABLE FROM LARGE DEBRIS, AND MORE WITHIN URBAN
OR HEAVILY WOODED LOCATIONS. MOST OR ALL BRIDGES AND ACCESS
ROUTES IMPASSABLE.
- WIDESPREAD DAMAGE TO POWER AND COMMUNICATIONS INFRASTRUCTURE
WITH RESULTING OUTAGES POSSIBLY LASTING FOR WEEKS OR LONGER.
GAS LEAKS AND FALLEN ELECTRIC WIRES POSE A THREAT TO LIFE.
- MANY VESSELS WILL LIKELY BREAK FREE FROM MOORINGS.

AND CREEKS, WITH STORM SURGE FLOODING ACCENTUATED BY BATTERING
WAVES. STRUCTURAL DAMAGE TO BUILDINGS, WITH SEVERAL WASHING
AWAY. DAMAGE COMPOUNDED BY FLOATING DEBRIS. LOCATIONS MAY BE
UNINHABITABLE FOR AN EXTENDED PERIOD.
- LARGE SECTIONS OF NEAR-SHORE ESCAPE ROUTES AND SECONDARY ROADS
WASHED OUT OR FLOODED AND IMPASSABLE. FLOOD CONTROL SYSTEMS AND
BARRIERS COULD BECOME STRESSED.
- SEVERE BEACH EROSION WITH SIGNIFICANT DUNE LOSS.
- MAJOR DAMAGE TO MARINAS, DOCKS, BOARDWALKS, AND PIERS. MANY
SMALL CRAFT BROKEN AWAY FROM MOORINGS, ESPECIALLY IN
UNPROTECTED ANCHORAGES, WITH SOME LIFTED ONSHORE AND STRANDED.
- DRINKING WATER AND SEWER SERVICES NEGATIVELY IMPACTED.
- HAZARDOUS CONTAINERS AND MATERIALS POSSIBLY PRESENT IN SURGE
WATERS.
* FLOODING RAIN:
POTENTIAL IMPACTS FROM THE FLOODING RAIN ARE STILL UNFOLDING.
REMAIN WELL GUARDED AGAINST LIFE-THREATENING FLOOD WATERS.
IF REALIZED, THESE IMPACTS INCLUDE:
- MAJOR RAINFALL FLOODING MAY PROMPT MANY EVACUATIONS AND RESCUES.
- RIVERS AND TRIBUTARIES MAY RAPIDLY OVERFLOW THEIR BANKS IN
MULTIPLE LOCATIONS. SMALL STREAMS, CREEKS, CANALS, DITCHES MAY
BECOME DANGEROUS RIVERS. FLOOD CONTROL SYSTEMS AND BARRIERS

- DRINKING WATER AND SEWER SERVICES COULD BE NEGATIVELY IMPACTED.
- HAZARDOUS CONTAINERS AND MATERIALS POSSIBLY PRESENT IN FLOOD
WATERS.
* TORNADOES:
POTENTIAL IMPACTS FROM TORNADOES ARE STILL UNFOLDING ACROSS SOUTHEAST
SOUTH CAROLINA AND SOUTHEAST GEORGIA. REMAIN WELL BRACED AGAINST A
TORNADO EVENT HAVING POSSIBLE LIMITED IMPACTS. IF
REALIZED, THESE IMPACTS INCLUDE:
- ISOLATED TORNADOES CAN HINDER THE EXECUTION OF EMERGENCY PLANS.
- ISOLATED LOCATIONS COULD EXPERIENCE TORNADO DAMAGE, ALONG WITH
