SITUATION OVERVIEW

HURRICANE MATTHEW AT CATEGORY 2 STATUS WITH SUSTAINED WINDS OF NEAR
110 MPH IS LOCATED OFF THE NORTHEAST FLORIDA COAST THIS AFTERNOON AND IS
EXPECTED TO CONTINUE TRACKING NORTHWARD. THE HURRICANE IS FORECAST
TO SLOWLY WEAKEN OVER THE NEXT 24 HOURS, BUT STILL REMAIN A VERY
DANGEROUS HURRICANE. LIFE-THREATENING STORM SURGE IS ONGOING ALONG
THE COAST OF NORTHEAST FLORIDA AND SOUTHEAST GEORGIA AND ALONG
THE ST JOHNS RIVER. COMPLETE AND TOTAL DESTRUCTION OF STRUCTURES
ON BARRIER ISLANDS IS LIKELY. DAMAGING TROPICAL STORM TO HURRICANE
FORCE WINDS WILL CONTINUE ALONG THE COASTAL COUNTIES THROUGH THIS
EVENING WITH TROPICAL STORM FORCE WINDS FURTHER INLAND. ALONG THE
COASTAL COUNTIES WITH TROPICAL STORM WINDS FURTHER INLAND. WIDESPREAD
POWER OUTAGES HAVE BEEN REPORTED ALONG THE COASTAL COUNTIES, AND
ADDITIONAL POWER OUTAGES ARE LIKELY. MANY TREES ARE DOWN THROUGHOUT
THE REGION, MANY ON HOMES. SIGNIFICANT RAINFALL DUE TO RAINBANDS
HAS CAUSED FLOODING IN MANY COASTAL LOCATIONS, AND FLASH FLOODING WAS
OCCURRING.
POTENTIAL IMPACTS

* SURGE:
POTENTIAL IMPACTS FROM THE MAIN SURGE EVENT ARE NOW UNFOLDING ACROSS
COASTAL NORTHEAST FLORIDA AND SOUTHEAST GEORGIA AND ALONG THE ST JOHNS
RIVER. REMAIN WELL AWAY FROM LIFE-THREATENING
SURGE HAVING ADDITIONAL DEVASTATING IMPACTS. IF
REALIZED, THESE IMPACTS INCLUDE:
- WIDESPREAD DEEP INUNDATION, WITH STORM SURGE FLOODING GREATLY
ACCENTUATED BY POWERFUL BATTERING WAVES. STORM SURGE MAY EXTEND
FAR INLAND IN PORTIONS OF NORTHEAST FLORIDA AND COASTAL GEORGIA
AND YOU MAY STILL EXPERIENCE LIFE THREATENING FLOODING EVEN
THOUGH YOU ARE NOT WITHIN SIGHT OF WATER. IF YOU ARE ASKED TO
EVACUATE IT IS BECAUSE YOU ARE IN AN AREA THAT HAS BEEN
IDENTIFIED AS BEING SUBJECT TO EXTREME STORM SURGE, PLEASE HEED
THE ADVICE OF EMERGENCY MANAGEMENT OFFICIALS! STRUCTURAL DAMAGE
TO BUILDINGS, WITH MANY WASHING AWAY. DAMAGE GREATLY COMPOUNDED
FROM CONSIDERABLE FLOATING DEBRIS. LOCATIONS MAY BE
UNINHABITABLE FOR AN EXTENDED PERIOD.
- NEAR-SHORE ESCAPE ROUTES AND SECONDARY ROADS WASHED OUT OR
SEVERELY FLOODED. FLOOD CONTROL SYSTEMS, SEAWALLS AND OTHER
BARRIERS MAY BECOME STRESSED OR UNDERMINED.
- EXTREME BEACH EROSION IS EXPECTED WITH NEW SHORELINE CUTS AND
INLETS POSSIBLE.
- MASSIVE DAMAGE TO MARINAS, DOCKS, BOARDWALKS, AND PIERS.
NUMEROUS SMALL CRAFT BROKEN AWAY FROM MOORINGS WITH MANY LIFTED
ONSHORE AND STRANDED.
* FLOODING RAIN:
POTENTIAL IMPACTS FROM THE FLOODING RAIN ARE STILL UNFOLDING ACROSS
COASTAL NORTHEAST FLORIDA AND SOUTHEAST GEORGIA. REMAIN WELL GUARDED AGAINST
LIFE-THREATENING FLOOD WATERS HAVING ADDITIONAL
EXTENSIVE IMPACTS. IF REALIZED, THESE IMPACTS INCLUDE:
- MAJOR RAINFALL FLOODING MAY PROMPT MANY EVACUATIONS AND RESCUES.
- RIVERS AND TRIBUTARIES MAY RAPIDLY OVERFLOW THEIR BANKS IN
MULTIPLE PLACES. SMALL STREAMS, CREEKS, CANALS, AND DITCHES MAY
BECOME DANGEROUS RIVERS. FLOOD CONTROL SYSTEMS AND BARRIERS MAY
BECOME STRESSED.
- FLOOD WATERS CAN ENTER MANY STRUCTURES WITHIN MULTIPLE
COMMUNITIES, SOME STRUCTURES BECOMING UNINHABITABLE OR WASHED
AWAY. MANY PLACES WHERE FLOOD WATERS MAY COVER ESCAPE ROUTES.
STREETS AND PARKING LOTS BECOME RIVERS OF MOVING WATER WITH
UNDERPASSES SUBMERGED. DRIVING CONDITIONS BECOME DANGEROUS.
MANY ROAD AND BRIDGE CLOSURES WITH SOME WEAKENED OR WASHED OUT.
POTENTIAL IMPACTS FROM THE FLOODING RAIN ARE STILL UNFOLDING ACROSS
INLAND AREAS. REMAIN WELL GUARDED AGAINST DANGEROUS
FLOOD WATERS HAVING ADDITIONAL LIMITED TO
SIGNIFICANT IMPACTS.
* WIND:
POTENTIAL IMPACTS FROM THE MAIN WIND EVENT ARE NOW UNFOLDING ACROSS
COASTAL AREAS OF NORTHEAST FLORIDA AND SOUTHEAST GEORGIA. REMAIN WELL
SHELTERED FROM LIFE-THREATENING WIND HAVING ADDITIONAL DEVASTATING
IMPACTS. IF REALIZED, THESE IMPACTS INCLUDE:
- STRUCTURAL DAMAGE TO STURDY BUILDINGS, SOME WITH COMPLETE ROOF
AND WALL FAILURES. COMPLETE DESTRUCTION OF MOBILE HOMES. DAMAGE
GREATLY ACCENTUATED BY LARGE AIRBORNE PROJECTILES. LOCATIONS
MAY BE UNINHABITABLE FOR WEEKS OR MONTHS.
- NUMEROUS LARGE TREES SNAPPED OR UPROOTED ALONG WITH FENCES AND
ROADWAY SIGNS BLOWN OVER.
- MANY ROADS IMPASSABLE FROM LARGE DEBRIS, AND MORE WITHIN URBAN
OR HEAVILY WOODED PLACES. MANY BRIDGES, CAUSEWAYS, AND ACCESS
ROUTES IMPASSABLE.
- WIDESPREAD POWER AND COMMUNICATIONS OUTAGES.
POTENTIAL IMPACTS FROM THE MAIN WIND EVENT ARE ALSO NOW UNFOLDING
ACROSS INLAND AREAS. REMAIN WELL SHELTERED FROM
LIFE-THREATENING WIND HAVING ADDITIONAL LIMITED TO
EXTENSIVE IMPACTS.

DO NOT RETURN TO EVACUATED AREAS UNTIL HAZARDOUS WINDS DIMINISH
AND FLOOD WATERS ABATE.
