SITUATION OVERVIEW
------------------

AT 2:00 AM, THE CENTER OF CATEGORY 3 HURRICANE MATTHEW WAS
LOCATED ABOUT 40 MILES EAST OF VERO BEACH AND ABOUT 65 MILES
SOUTHEAST OF MELBOURNE. MATTHEW WILL CONTINUE TO MOVE NORTHWEST
JUST OFFSHORE THE EAST CENTRAL FLORIDA COAST OVER THE NEXT 12
HOURS, BEFORE TURNING NORTHWARD OFFSHORE OF NORTHEAST FLORIDA LATER
THIS AFTERNOON.

SUSTAINED TROPICAL STORM FORCE WINDS WITH GUSTS TO HURRICANE FORCE ARE
CURRENTLY BEING REPORTED ALONG THE SPACE AND TREASURE COASTS FROM
BREVARD TO MARTIN COUNTY, AND ARE APPROACHING VOLUSIA COUNTY.

RECENT PEAK WIND GUSTS INCLUDE 71 MPH AT VERO BEACH, 68 MPH AT FORT
PIERCE, 67 MPH AT THE KENNEDY SPACE CENTER, 63 MPH AT MELBOURNE, 62
MPH AT GRANT, AND 61 MPH AT STUART. A SUSTAINED WIND SPEED OF 59 MPH
WAS REPORTED AT SEBASTIAN INLET.

AS THE OUTER EYEWALL OF MATTHEW PASSES MOVES NORTHWEST AND DRAWS
CLOSER TO THE COAST THROUGH SUNRISE, CONDITIONS WILL DETERIORATE
FURTHER ACROSS BREVARD AND VOLUSIA COUNTIES. FREQUENT SQUALLS WITH
GUSTS REACHING NEAR HURRICANE FORCE WILL CONTINUE TO BE FELT OVER THE
TREASURE COAST COUNTIES OF INDIAN RIVER, SAINT LUCIE AND MARTIN.

REMAIN IN YOUR SAFE SHELTER! ALTHOUGH THE LATEST NATIONAL HURRICANE
TRACK CONTINUES TO KEEP THE CENTER OF MATTHEW OFFSHORE, A CONTINUED
NORTHWEST MOTION WILL BRING THE OUTER EYEWALL NEAR, IF NOT ONSHORE,
THE BARRIER ISLANDS OF INDIAN RIVER, BREVARD AND VOLUSIA COUNTIES. ANY
SHIFT TO THE WEST WOULD BRING THE OUTER EYEWALL TO THE COAST MORE
QUICKLY AND ALONG WITH A RAPID ONSET OF SUSTAINED HURRICANE FORCE
WINDS!

RESIDENTS AND VISITORS TO EAST CENTRAL FLORIDA ARE STRONGLY ENCOURAGED
TO MONITOR THE LATEST PRODUCTS ISSUED BY YOUR LOCAL NATIONAL WEATHER
SERVICE OFFICE.

POTENTIAL IMPACTS

* WIND:
REMAIN WELL SHELTERED FROM LIFE-THREATENING WIND HAVING SIGNIFICANT
OR DEVASTATING IMPACTS. IF REALIZED, THESE IMPACTS INCLUDE:
    - STRUCTURAL DAMAGE TO STURDY BUILDINGS, SOME WITH COMPLETE ROOF
      AND WALL FAILURES. COMPLETE DESTRUCTION OF MOBILE HOMES. DAMAGE
      GREATLY ACCENTUATED BY LARGE AIRBORNE PROJECTILES. LOCATIONS
      MAY BE UNINHABITABLE FOR WEEKS OR MONTHS.
    - NUMEROUS LARGE TREES SNAPPED OR UPROOTED ALONG WITH FENCES AND
      ROADWAY SIGNS BLOWN OVER.
    - MANY ROADS IMPASSABLE FROM LARGE DEBRIS, AND MORE WITHIN URBAN
      OR HEAVILY WOODED PLACES. MANY BRIDGES, CAUSEWAYS, AND ACCESS
      ROUTES IMPASSABLE.
    - WIDESPREAD POWER AND COMMUNICATIONS OUTAGES.

* SURGE: IMPACTS FROM THE MAIN SURGE EVENT ARE NOW UNFOLDING
  ACROSS EAST CENTRAL FLORIDA. REMAIN WELL AWAY FROM
  LIFE-THREATENING SURGE, ESPECIALLY IN INDIAN RIVER, BREVARD
  AND VOLUSIA COUNTIES. IF REALIZED, THESE IMPACTS INCLUDE:

 - AREAS OF DEEP INUNDATION WITH STORM SURGE FLOODING ACCENTUATED
   BY BATTERING WAVES. STRUCTURAL DAMAGE TO BUILDINGS.
 - DAMAGE COMPOUNDED BY FLOATING DEBRIS. LOCATIONS MAY BE
   UNINHABITABLE FOR AN EXTENDED PERIOD.
 - LARGE SECTIONS OF NEARSHORE ESCAPE ROUTES AND SECONDARY ROADS
   MAY BE WASHED OUT OR SEVERELY FLOODED. FLOOD CONTROL SYSTEMS
   AND BARRIERS MAY BECOME STRESSED.
 - SEVERE BEACH EROSION WITH SIGNIFICANT DUNE LOSS.
 - DAMAGE TO MARINAS, DOCKS, BOARDWALKS, PIERS, AND OTHER COASTAL
   STRUCTURES. MANY SMALL CRAFT BROKEN AWAY FROM MOORINGS,
   ESPECIALLY IN UNPROTECTED ANCHORAGES WITH SOME LIFTED ONSHORE
   AND STRANDED.

* FLOODING RAIN: POTENTIAL IMPACTS FROM THE FLOODING RAIN ARE
  STILL UNFOLDING ACROSS THE AREA. REMAIN WELL GUARDED AGAINST
  LIFE-THREATENING FLOOD WATERS. IF REALIZED, THESE IMPACTS
  INCLUDE:

 - MAJOR RAINFALL FLOODING MAY PROMPT MANY EVACUATIONS AND
   RESCUES.
 - RIVERS AND TRIBUTARIES MAY RAPIDLY OVERFLOW THEIR BANKS IN
   MULTIPLE PLACES. SMALL STREAMS, CREEKS, CANALS, AND DITCHES
   MAY BECOME DANGEROUS RIVERS. FLOOD CONTROL SYSTEMS AND
   BARRIERS MAY BECOME STRESSED.
 - FLOOD WATERS CAN ENTER MANY STRUCTURES WITHIN MULTIPLE
   COMMUNITIES, SOME STRUCTURES BECOMING UNINHABITABLE OR
   WASHED AWAY. MANY PLACES WHERE FLOOD WATERS MAY COVER ESCAPE
   ROUTES. STREETS AND PARKING LOTS BECOME RIVERS OF MOVING WATER
   WITH UNDERPASSES SUBMERGED. DRIVING CONDITIONS BECOME
   DANGEROUS. MANY ROAD AND BRIDGE CLOSURES WITH SOME WEAKENED
   OR WASHED OUT.

* TORNADOES: THE THREAT FOR TORNADOES OVER IS RAPIDLY DECREASING
  ACROSS EAST CENTRAL FLORIDA AND IS PRESENTLY CONFINED TO COASTAL
  VOLUSIA AND NORTHERN BREVARD COUNTY.

REMAIN SAFELY SHELTERED FROM THE STORM. STAY INSIDE AND AWAY FROM
WINDOWS. LISTEN FOR UPDATES AND BE READY IN CASE YOU LOSE
ELECTRICAL POWER. LOCATE YOUR BATTERY POWERED RADIO AND FLASHLIGHT
FROM YOUR EMERGENCY SUPPLIES KIT. KEEP THESE ITEMS CLOSE.

CONTINUE TO KEEP YOUR CELL PHONE WELL CHARGED FOR AS LONG AS
POSSIBLE. IF YOU LOSE POWER, USE IT MORE SPARINGLY AND MAINLY FOR

LANDFALL, LISTEN FOR EXTREME WIND WARNINGS WHICH INDICATE THE EXACT
TIMING AND LOCATION OF THESE LIFE-THREATENING WINDS. IF ISSUED FOR
