CATEGORY 4 HURRICANE MATTHEW IS HEADED TOWARDS SOUTHEAST AND EAST
CENTRAL FLORIDA THIS AFTERNOON AND TONIGHT...AND TOWARDS NORTHEAST
FLORIDA ON FRIDAY. THE LATEST NATIONAL HURRICANE CENTER
FORECAST TRACK TURNS MATTHEW MORE TO THE NORTH NORTHWEST WHILE
NEARING THE FLORIDA EAST COAST THIS EVENING AND THEN MAKING LANDFALL
OR PARALLELING THE THE EAST CENTRAL AND NORTHEAST FLORIDA COAST AS A
CATEGORY 4 HURRICANE ON FRIDAY AND FRIDAY NIGHT. HURRICANE TO MAJOR
HURRICANE CONDITIONS ARE EXPECTED FOR THE COASTAL AREAS AND ADJACENT
COASTAL WATERS. TROPICAL STORM CONDITIONS ARE EXPECTED FOR INLAND
AREAS. EVERYONE SHOULD RUSH THEIR HURRICANE PREPARATIONS TO COMPLETION
AND ANY REMAINING RELOCATIONS OR EVACUATIONS SHOULD BE
EXPEDITED AS CONDITIONS WILL DETERIORATE VERY RAPIDLY OVERNIGHT TONIGHT.
POTENTIAL IMPACTS

* WIND:
PROTECT AGAINST LIFE-THREATENING WIND HAVING POSSIBLE DEVASTATING
IMPACTS ACROSS COASTAL COUNTIES OF NORTHEAST FLORIDA AND SOUTHEAST
GEORGIA AND AREAS ALONG THE ST. JOHNS RIVER.
POTENTIAL IMPACTS IN THIS AREA INCLUDE:
- STRUCTURAL DAMAGE TO STURDY BUILDINGS, SOME WITH COMPLETE ROOF
AND WALL FAILURES. COMPLETE DESTRUCTION OF MOBILE HOMES. DAMAGE
GREATLY ACCENTUATED BY LARGE AIRBORNE PROJECTILES. LOCATIONS
MAY BE UNINHABITABLE FOR WEEKS OR MONTHS.
- NUMEROUS LARGE TREES SNAPPED OR UPROOTED ALONG WITH FENCES AND
ROADWAY SIGNS BLOWN OVER.
- MANY ROADS IMPASSABLE FROM LARGE DEBRIS, AND MORE WITHIN URBAN
OR HEAVILY WOODED PLACES. MANY BRIDGES, CAUSEWAYS, AND ACCESS
ROUTES IMPASSABLE.
- WIDESPREAD POWER AND COMMUNICATIONS OUTAGES.
ALSO, PROTECT AGAINST LIFE-THREATENING WIND HAVING POSSIBLE LIMITED
TO EXTENSIVE IMPACTS ACROSS INLAND AREAS OF NORTHEAST FLORIDA AND
SOUTHEAST GEORGIA.
* SURGE:
PROTECT AGAINST LIFE-THREATENING SURGE HAVING POSSIBLE DEVASTATING
IMPACTS ACROSS NORTHEAST FLORIDA AND SOUTHEAST GEORGIA COASTAL
AREAS AND ALONG THE ST JOHNS RIVER. POTENTIAL IMPACTS IN
THIS AREA INCLUDE:
- WIDESPREAD DEEP INUNDATION, WITH STORM SURGE FLOODING GREATLY
ACCENTUATED BY POWERFUL BATTERING WAVES. STORM SURGE MAY EXTEND
FAR INLAND IN PORTIONS OF NORTHEAST FLORIDA AND COASTAL GEORGIA
AND YOU MAY STILL EXPERIENCE LIFE THREATENING FLOODING EVEN
THOUGH YOU ARE NOT WITHIN SIGHT OF WATER. IF YOU ARE ASKED TO
EVACUATE IT IS BECAUSE YOU ARE IN AN AREA THAT HAS BEEN
IDENTIFIED AS BEING SUBJECT TO EXTREME STORM SURGE, PLEASE HEED
THE ADVICE OF EMERGENCY MANAGEMENT OFFICIALS! STRUCTURAL DAMAGE
TO BUILDINGS, WITH MANY WASHING AWAY. DAMAGE GREATLY COMPOUNDED
FROM CONSIDERABLE FLOATING DEBRIS. LOCATIONS MAY BE
UNINHABITABLE FOR AN EXTENDED PERIOD.
- NEAR-SHORE ESCAPE ROUTES AND SECONDARY ROADS WASHED OUT OR
SEVERELY FLOODED. FLOOD CONTROL SYSTEMS, SEAWALLS AND OTHER
BARRIERS MAY BECOME STRESSED OR UNDERMINED.
- EXTREME BEACH EROSION IS EXPECTED WITH NEW SHORELINE CUTS AND
INLETS POSSIBLE.
- MASSIVE DAMAGE TO MARINAS, DOCKS, BOARDWALKS, AND PIERS.
NUMEROUS SMALL CRAFT BROKEN AWAY FROM MOORINGS WITH MANY LIFTED
ONSHORE AND STRANDED.
* FLOODING RAIN:
PROTECT AGAINST LIFE-THREATENING RAINFALL FLOODING HAVING POSSIBLE
EXTENSIVE IMPACTS ACROSS THE COASTAL COUNTIES OF NORTHEAST FLORIDA
AND SOUTHEAST GEORGIA AND AREAS ALONG THE ST JOHNS RIVER. POTENTIAL
IMPACTS INCLUDE:
- MAJOR RAINFALL FLOODING MAY PROMPT MANY EVACUATIONS AND RESCUES.
- RIVERS AND TRIBUTARIES MAY RAPIDLY OVERFLOW THEIR BANKS IN
MULTIPLE PLACES. SMALL STREAMS, CREEKS, CANALS, AND DITCHES MAY
BECOME DANGEROUS RIVERS. FLOOD CONTROL SYSTEMS AND BARRIERS MAY
BECOME STRESSED.
- FLOOD WATERS CAN ENTER MANY STRUCTURES WITHIN MULTIPLE
COMMUNITIES, SOME STRUCTURES BECOMING UNINHABITABLE OR WASHED
AWAY. MANY PLACES WHERE FLOOD WATERS MAY COVER ESCAPE ROUTES.
STREETS AND PARKING LOTS BECOME RIVERS OF MOVING WATER WITH
UNDERPASSES SUBMERGED. DRIVING CONDITIONS BECOME DANGEROUS.
MANY ROAD AND BRIDGE CLOSURES WITH SOME WEAKENED OR WASHED OUT.
PROTECT AGAINST DANGEROUS RAINFALL FLOODING HAVING POSSIBLE LIMITED
TO SIGNIFICANT IMPACTS ACROSS INLAND AREAS.
* TORNADOES:
PROTECT AGAINST A TORNADO EVENT HAVING POSSIBLE LIMITED IMPACTS
ACROSS COASTAL NORTHEAST FLORIDA. POTENTIAL IMPACTS INCLUDE:
- THE OCCURRENCE OF ISOLATED TORNADOES CAN HINDER THE EXECUTION
OF EMERGENCY PLANS DURING TROPICAL EVENTS.
- A FEW PLACES MAY EXPERIENCE TORNADO DAMAGE, ALONG WITH POWER
AND COMMUNICATIONS DISRUPTIONS.
- LOCATIONS COULD REALIZE ROOFS PEELED OFF BUILDINGS, CHIMNEYS
TOPPLED, MOBILE HOMES PUSHED OFF FOUNDATIONS OR OVERTURNED,
LARGE TREE TOPS AND BRANCHES SNAPPED OFF, SHALLOW-ROOTED TREES
KNOCKED OVER, MOVING VEHICLES BLOWN OFF ROADS, AND SMALL BOATS
PULLED FROM MOORINGS.

JACKSONVILLE BEACH, NEPTUNE BEACH, AND ATLANTIC BEACH ARE UNDER
AN EVACUATION ORDER. AMELIA ISLAND IS UNDER A EVACUATION
ORDER. COASTAL AND WATERFRONT ST JOHNS COUNTY
IS UNDER AN EVACUATION ORDER INCLUDING PONTE VEDRA BEACH,
SOUTH PONTE VEDRA BEACH, VILANO BEACH, ST
AUGUSTINE BEACH, BUTLER BEACH, CRESCENT BEACH, SUMMER HAVEN,
AND AREAS ALONG THE RIVER AND WEST OF STATE ROAD 13 INCLUDING
HASTINGS. THE ORDER ALSO APPLIES FOR THOSE LIVING IN BOATS...
RVS...AND MOBILE HOMES.
CLAY COUNTY RESIDENTS ALONG THE RIVER...
DOCTOR'S LAKE...AND THE EASTERN MOST TRIBUTARIES ARE ENCOURAGED
TO EVACUATE. PEOPLE IN MOBILE HOMES AND OTHER VULNERABLE
HOUSING ARE ALSO BEING TOLD TO CONSIDER EVACUATING.
IN FLAGLER COUNTY...MANDATORY EVACUATIONS HAVE BEEN ORDERED FOR ZONE
A...WHICH INCLUDES ALL AREAS EAST OF THE INTRACOASTAL INCLUDING
MARINELAND...HAMMOCK...AND FLAGLER BEACH ALONG A1A...ZONE B...WHICH
INCLUDES THE NEIGHBORHOODS ALONG COLBERT LANE TO THE SOUTH...ALL OF THE
C SECTION AND THE F SECTION EAST OF FLORIDA PARK DRIVE AND THE F SECTION
EAST OF PALM HARBOR PARKWAY. THIS ZONE ALSO INCLUDES THE AREA EAST OF
OLD KINGS ROAD...SOUTH OF STATE ROAD 100 INCLUDING BULOW AND ITS
ADJACENT NEIGHBORHOOD...GRAND HAVEN AND FLAGLER BEACH...AND ZONE F...
WHICH BEGAN AT 11 AM AND IS IN THE WESTERN SIDE OF FLAGLER COUNTY.
FLAGLER COUNTY IS ASKING RESIDENTS TO RESPECT THE EVACUATION ORDER
ESPECIALLY ON THE BARRIER ISLAND. ONCE SUSTAINED WINDS REACH 45 MPH...
THE BRIDGES WILL CLOSE IN FLAGLER COUNTY AND FIRST RESPONDERS WILL
NOT BE ABLE TO RESPOND TO THE AREA. FOR THE LATEST STORM-RELATED UPDATES

PUTNAM COUNTY AND WILL BE FULLY OPERATIONAL BY 3 PM. SHELTERS THAT
ARE OPENING IN PUTNAM COUNTY INCLUDE...OCHWILLA ELEMENTARY IN
MELROSE...INTERLACHEN ELEMENTARY AT CR 315 IN INTERLACHEN...BROWNING
PIERCE ELEMENTARY AT SR 17 IN SAN MATEO...AND MIDDLETON BURNEY
ELEMENTARY IN CRESCENT CITY.
FOR THOSE UNDER EVACUATION ORDERS, LEAVE AS
SOON AS PRACTICAL WITH A DESTINATION IN MIND. GAS UP YOUR VEHICLE
WELL AHEAD OF TIME. BE SURE THAT YOU TAKE ALL ESSENTIAL MATERIALS
FROM YOUR EMERGENCY SUPPLIES KIT. LET OTHERS KNOW WHERE YOU ARE GOING
