SITUATION OVERVIEW

EVERYONE SHOULD RUSH THEIR HURRICANE PREPARATIONS TO COMPLETION NOW
AND ANY REMAINING RELOCATIONS OR EVACUATIONS SHOULD BE EXPEDITED AS
CONDITIONS WILL DETERIORATE VERY RAPIDLY LATER TODAY.
HURRICANE MATTHEW IS PASSING JUST EAST OF ANDROS ISLAND IN THE
BAHAMAS THIS MORNING, AND IS GAINING STRENGTH AS IT MOVES THROUGH THE
NORTHWEST BAHAMAS.
MATTHEW REMAINS AN EXTREMELY DANGEROUS HURRICANE THAT WILL MOVE NEAR
THE COAST OF PALM BEACH COUNTY LATE THIS EVENING AND TONIGHT. IT IS
EXPECTED TO BE A CATEGORY 4 HURRICANE AS IT MOVES NEAR THE COAST,
BRINGING THE POTENTIAL FOR DEVASTATING DAMAGE ACROSS COASTAL PALM
BEACH COUNTY IF IT DEVIATES ANY TO THE LEFT OF TRACK. ELSEWHERE, THE
MAIN CONCERN REMAINS THE POTENTIAL FOR WIDESPREAD TO EXTENSIVE DAMAGE
ACROSS THE REMAINDER OF PALM BEACH AND BROWARD COUNTIES AS WELL AS
AROUND THE LAKE OKEECHOBEE REGION WHERE THERE CONTINUES TO BE A THREAT
OF HURRICANE CONDITIONS. PLEASE DO NOT FOCUS ON THE EXACT FORECAST TRACK.
SQUALLS ASSOCIATED WITH THE OUTER RAIN BANDS OF MATTHEW ARE BEGINNING
TO IMPACT PORTIONS OF SOUTHEAST FLORIDA. THESE BANDS WILL CONTINUE
INCREASING IN FREQUENCY AND INTENSITY THIS AFTERNOON. GUSTS TO
TROPICAL STORM FORCE ARE POSSIBLE WITHIN THESE BANDS AS THEY MOVE
THROUGH SOUTH FLORIDA. ISOLATED TORNADOES CAN'T BE RULED OUT, MAINLY
OVER BROWARD AND PALM BEACH COUNTIES THIS AFTERNOON AND TONIGHT.
SUSTAINED TROPICAL STORM FORCE WINDS WILL SPREAD ACROSS THE EAST COAST
FROM MIAMI-DADE COUNTY THROUGH PALM BEACH COUNTY LATE THIS AFTERNOON.
THESE WINDS COULD STILL IMPACT AREAS OF INTERIOR SOUTH FLORIDA BY
EVENING. TROPICAL STORM CONDITIONS MAY CONTINUE ACROSS MOST OF THE
REGION UNTIL FRIDAY MORNING. THE WINDOW OF CONCERN FOR HURRICANE
CONDITIONS ACROSS PALM BEACH AND BROWARD COUNTIES IS LATE THIS EVENING
THROUGH EARLY FRIDAY MORNING.
A FLOOD WATCH IS IN EFFECT FOR PALM BEACH COUNTY, WHERE SIGNIFICANT
RAINFALL MAY LEAD TO FLOODING, EVEN INTO STRUCTURES.
POTENTIAL IMPACTS

* WIND:
POTENTIAL IMPACTS FROM THE MAIN WIND EVENT ARE NOW UNFOLDING ACROSS
PALM BEACH COUNTY. REMAIN WELL SHELTERED FROM
LIFE-THREATENING WIND HAVING POSSIBLY DEVASTATING
IMPACTS. IF REALIZED, THESE IMPACTS INCLUDE:
- STRUCTURAL DAMAGE TO STURDY BUILDINGS, SOME WITH COMPLETE ROOF
AND WALL FAILURES. COMPLETE DESTRUCTION OF MOBILE HOMES. DAMAGE
GREATLY ACCENTUATED BY LARGE AIRBORNE PROJECTILES. LOCATIONS
MAY BE UNINHABITABLE FOR WEEKS OR MONTHS.
- NUMEROUS LARGE TREES SNAPPED OR UPROOTED ALONG WITH FENCES AND
ROADWAY SIGNS BLOWN OVER.
- MANY ROADS IMPASSABLE FROM LARGE DEBRIS, AND MORE WITHIN URBAN
OR HEAVILY WOODED PLACES. MANY BRIDGES, CAUSEWAYS, AND ACCESS
ROUTES IMPASSABLE.
- WIDESPREAD POWER AND COMMUNICATIONS OUTAGES. MANY WINDOWS WILL
BE SHATTERED BY FLYING DEBRIS, PARTICULARLY IN HIGH RISE
BUILDINGS.
POTENTIAL IMPACTS FROM THE MAIN WIND EVENT ARE ALSO NOW UNFOLDING
ACROSS THE REMAINDER OF EASTERN SOUTH FLORIDA. REMAIN WELL SHELTERED FROM
LIFE-THREATENING WIND HAVING LIMITED TO
EXTENSIVE IMPACTS.
* SURGE:
POTENTIAL IMPACTS FROM THE MAIN SURGE EVENT ARE NOW UNFOLDING ACROSS
COASTAL PALM BEACH COUNTY. REMAIN WELL AWAY FROM LIFE-THREATENING
SURGE HAVING POSSIBLY SIGNIFICANT IMPACTS. IF
REALIZED, THESE IMPACTS INCLUDE:
- AREAS OF INUNDATION WITH STORM SURGE FLOODING ACCENTUATED BY
WAVES. DAMAGE TO SEVERAL BUILDINGS, MAINLY NEAR THE COAST.
- SECTIONS OF NEAR-SHORE ESCAPE ROUTES AND SECONDARY ROADS BECOME
WEAKENED OR WASHED OUT, ESPECIALLY IN USUALLY VULNERABLE LOW
SPOTS.
- MAJOR BEACH EROSION WITH HEAVY SURF BREACHING DUNES. STRONG AND
NUMEROUS RIP CURRENTS.
- MODERATE DAMAGE TO MARINAS, DOCKS, BOARDWALKS, AND PIERS.
SEVERAL SMALL CRAFT BROKEN AWAY FROM MOORINGS, ESPECIALLY IN
UNPROTECTED ANCHORAGES.
POTENTIAL IMPACTS FROM THE MAIN SURGE EVENT ARE ALSO NOW UNFOLDING
ACROSS THE REMAINDER OF COASTAL AREAS OF SOUTH FLORIDA. REMAIN WELL AWAY FROM LOCALLY
HAZARDOUS SURGE HAVING POSSIBLY LIMITED IMPACTS.
* FLOODING RAIN:
POTENTIAL IMPACTS FROM THE FLOODING RAIN ARE STILL UNFOLDING ACROSS
PALM BEACH COUNTY. REMAIN WELL GUARDED AGAINST
LIFE-THREATENING FLOOD WATERS HAVING POSSIBLY
EXTENSIVE IMPACTS. IF REALIZED, THESE IMPACTS INCLUDE:
- MAJOR RAINFALL FLOODING MAY PROMPT MANY EVACUATIONS AND RESCUES.
- RIVERS AND TRIBUTARIES MAY RAPIDLY OVERFLOW THEIR BANKS IN
MULTIPLE PLACES. SMALL STREAMS, CREEKS, CANALS, AND DITCHES MAY
BECOME DANGEROUS RIVERS. FLOOD CONTROL SYSTEMS AND BARRIERS MAY
BECOME STRESSED.
- FLOOD WATERS CAN ENTER MANY STRUCTURES WITHIN MULTIPLE
COMMUNITIES, SOME STRUCTURES BECOMING UNINHABITABLE OR WASHED
AWAY. MANY PLACES WHERE FLOOD WATERS MAY COVER ESCAPE ROUTES.
STREETS AND PARKING LOTS BECOME RIVERS OF MOVING WATER WITH
UNDERPASSES SUBMERGED. DRIVING CONDITIONS BECOME DANGEROUS.
MANY ROAD AND BRIDGE CLOSURES WITH SOME WEAKENED OR WASHED OUT.
POTENTIAL IMPACTS FROM THE FLOODING RAIN ARE STILL UNFOLDING ACROSS
THE REMAINDER OF SOUTHEAST FLORIDA. REMAIN WELL GUARDED AGAINST DANGEROUS
FLOOD WATERS HAVING POSSIBLY LIMITED TO
SIGNIFICANT IMPACTS.
ELSEWHERE ACROSS SOUTH FLORIDA, LITTLE TO NO IMPACT IS ANTICIPATED.

FOR THOSE NOT UNDER EVACUATION ORDERS, UNDERSTAND THAT THERE ARE
