SITUATION OVERVIEW
------------------
HURRICANE MATTHEW IS APPROACHING ANDROS ISLAND IN THE BAHAMAS THIS
MORNING, AND IS GAINING STRENGTH AS IT MOVES THROUGH THE NORTHWEST
BAHAMAS.
MATTHEW REMAINS AN EXTREMELY DANGEROUS HURRICANE THAT WILL MOVE VERY
NEAR THE COAST OF PALM BEACH THIS EVENING AND TONIGHT. IT IS EXPECTED
TO BE A CATEGORY 4 HURRICANE AS IT MOVES NEAR THE COAST, BRINGING THE
POTENTIAL FOR DEVASTATING DAMAGE ACROSS COASTAL PALM BEACH COUNTY.
ELSEWHERE THE MAIN CONCERN REMAINS THE POTENTIAL FOR WIDESPREAD TO
EXTENSIVE DAMAGE ACROSS THE REMAINDER OF PALM BEACH AND
BROWARD COUNTIES AS WELL AS AROUND THE LAKE OKEECHOBEE REGION.
SQUALLS ASSOCIATED WITH THE OUTER RAIN BANDS OF MATTHEW WILL BEGIN
IMPACTING THE REGION THIS MORNING. THESE BANDS WILL CONTINUE
INCREASING IN FREQUENCY AND INTENSITY THROUGH THE MORNING HOURS. GUSTS
TO TROPICAL STORM FORCE AND ISOLATED TORNADOES WILL BE POSSIBLE WITHIN
THESE BANDS AS THEY MOVE THROUGH SOUTH FLORIDA.
SUSTAINED TROPICAL STORM FORCE WINDS WILL SPREAD ACROSS MIAMI-DADE
COUNTY AROUND MIDDAY OR EARLY AFTERNOON, AND BROWARD AND PALM BEACH
COUNTIES BY EARLY TO MID AFTERNOON. THESE WINDS COULD STILL IMPACT
INLAND AND GULF COAST AREAS BY MID TO LATE AFTERNOON. TROPICAL STORM
CONDITIONS MAY CONTINUE ACROSS MOST OF THE REGION THROUGH FRIDAY.
HURRICANE CONDITIONS ARE EXPECTED ACROSS PALM BEACH COUNTY STARTING
LATE THIS EVENING, AND ARE ALSO POSSIBLE ACROSS NORTHEAST COASTAL
BROWARD COUNTY, AS WELL AS THE EASTERN LAKE OKEECHOBEE REGION
THROUGH EARLY FRIDAY MORNING.
EVERYONE SHOULD RUSH THEIR HURRICANE PREPARATIONS TO COMPLETION EARLY
THIS MORNING AND ANY REMAINING RELOCATIONS OR EVACUATIONS SHOULD BE
EXPEDITED AS CONDITIONS WILL DETERIORATE VERY RAPIDLY LATER THIS
MORNING.
POTENTIAL IMPACTS

* WIND:
PROTECT AGAINST LIFE-THREATENING WIND HAVING POSSIBLE DEVASTATING
IMPACTS ACROSS EASTERN PALM BEACH COUNTY. POTENTIAL IMPACTS IN
THIS AREA INCLUDE:
- STRUCTURAL DAMAGE TO STURDY BUILDINGS, SOME WITH COMPLETE ROOF
AND WALL FAILURES. COMPLETE DESTRUCTION OF MOBILE HOMES. DAMAGE
GREATLY ACCENTUATED BY LARGE AIRBORNE PROJECTILES. LOCATIONS
MAY BE UNINHABITABLE FOR WEEKS OR MONTHS.
- NUMEROUS LARGE TREES SNAPPED OR UPROOTED ALONG WITH FENCES AND
ROADWAY SIGNS BLOWN OVER.
- MANY ROADS IMPASSABLE FROM LARGE DEBRIS, AND MORE WITHIN URBAN
OR HEAVILY WOODED PLACES. MANY BRIDGES, CAUSEWAYS, AND ACCESS
ROUTES IMPASSABLE.
- WIDESPREAD POWER AND COMMUNICATIONS OUTAGES. MANY WINDOWS WILL
BE SHATTERED BY FLYING DEBRIS, PARTICULARLY IN HIGH RISE
BUILDINGS.
ALSO, PROTECT AGAINST LIFE-THREATENING WIND HAVING POSSIBLE SIGNIFICANT
TO EXTENSIVE IMPACTS ACROSS THE REMAINDER OF THE COASTAL AREAS OF
THE EAST COAST METRO INTO THE LAKE OKEECHOBEE REGION OF SOUTH
FLORIDA.
* SURGE:
PROTECT AGAINST LIFE-THREATENING SURGE HAVING POSSIBLE SIGNIFICANT
IMPACTS ACROSS THE IMMEDIATE BEACH FRONT AREAS OF PALM BEACH
COUNTY. POTENTIAL IMPACTS IN THIS AREA INCLUDE:
- AREAS OF INUNDATION WITH STORM SURGE FLOODING ACCENTUATED BY
WAVES. DAMAGE TO SEVERAL BUILDINGS, MAINLY NEAR THE COAST.
- SECTIONS OF NEAR-SHORE ESCAPE ROUTES AND SECONDARY ROADS BECOME
WEAKENED OR WASHED OUT, ESPECIALLY IN USUALLY VULNERABLE LOW
SPOTS.
- MAJOR BEACH EROSION WITH HEAVY SURF BREACHING DUNES. STRONG AND
NUMEROUS RIP CURRENTS.
- MODERATE DAMAGE TO MARINAS, DOCKS, BOARDWALKS, AND PIERS.
SEVERAL SMALL CRAFT BROKEN AWAY FROM MOORINGS, ESPECIALLY IN
UNPROTECTED ANCHORAGES.
ALSO, PROTECT AGAINST LOCALLY HAZARDOUS SURGE HAVING POSSIBLE
LIMITED IMPACTS ACROSS THE REMAINDER OF THE IMMEDIATE ATLANTIC
COASTLINE FROM THE PALM BEACH-BROWARD COUNTY LINE TO MIAMI-DADE
COUNTY...INCLUDING VULNERABLE LOCATIONS OF BISCAYNE BAY. LIMITED
IMPACTS ARE ALSO POSSIBLE ALONG THE IMMEDIATE COASTLINE ALONG THE
GULF IN SOUTHWEST FLORIDA.
* FLOODING RAIN:
PROTECT AGAINST LIFE-THREATENING RAINFALL FLOODING HAVING POSSIBLE
EXTENSIVE IMPACTS ACROSS THE EASTERN HALF OF PALM BEACH COUNTY.
POTENTIAL IMPACTS INCLUDE:
- MAJOR RAINFALL FLOODING MAY PROMPT MANY EVACUATIONS AND RESCUES.
- RIVERS AND TRIBUTARIES MAY RAPIDLY OVERFLOW THEIR BANKS IN
MULTIPLE PLACES. SMALL STREAMS, CREEKS, CANALS, AND DITCHES MAY
BECOME DANGEROUS RIVERS. FLOOD CONTROL SYSTEMS AND BARRIERS MAY
BECOME STRESSED.
- FLOOD WATERS CAN ENTER MANY STRUCTURES WITHIN MULTIPLE
COMMUNITIES, SOME STRUCTURES BECOMING UNINHABITABLE OR WASHED
AWAY. MANY PLACES WHERE FLOOD WATERS MAY COVER ESCAPE ROUTES.
STREETS AND PARKING LOTS BECOME RIVERS OF MOVING WATER WITH
UNDERPASSES SUBMERGED. DRIVING CONDITIONS BECOME DANGEROUS.
MANY ROAD AND BRIDGE CLOSURES WITH SOME WEAKENED OR WASHED OUT.
PROTECT AGAINST LOCALLY HAZARDOUS RAINFALL FLOODING HAVING POSSIBLE
LIMITED IMPACTS ACROSS THE REMAINDER OF SOUTH FLORIDA.

- BROWARD COUNTY: EVACUATION ORDERS HAVE POSTED FOR LEVEL A AND A
PORTION OF B. VOLUNTARY EVACUATIONS FOR RESIDENTS IN LOW
LYING AREAS AND MOBILE HOMES. FOR MORE INFORMATION, CALL 3-1-1
OR VISIT BROWARD.ORG/HURRICANE.
- MIAMI-DADE COUNTY: VOLUNTARY EVACUATIONS OF MOBILE HOME
RESIDENTS. FOR MORE INFORMATION, CALL 3-1-1 OR VISIT

- HENDRY COUNTY: VOLUNTARY EVACUATIONS FOR RESIDENTS IN KNOWN
FLOOD AREAS AND HIGH RISK STRUCTURES. FOR MORE INFORMATION VISIT

FOR THOSE UNDER EVACUATION ORDERS, LEAVE AS SOON AS PRACTICAL
WITH A DESTINATION IN MIND. GAS UP YOUR VEHICLE WELL AHEAD OF
TIME. BE SURE THAT YOU TAKE ALL ESSENTIAL MATERIALS FROM YOUR
EMERGENCY SUPPLIES KIT. LET OTHERS KNOW WHERE YOU ARE GOING AND
WHEN YOU INTEND TO ARRIVE.
FOR THOSE NOT UNDER EVACUATION ORDERS, UNDERSTAND THAT THERE ARE
INHERENT RISKS TO EVACUATION (SUCH AS TRAFFIC CONGESTION,
ACCIDENTS, AND DRIVING IN BAD WEATHER), SO EVACUATE ONLY IF
NECESSARY. HELP KEEP ROADWAYS OPEN FOR THOSE THAT ARE UNDER
EVACUATION ORDERS.
IF EVACUATING AWAY FROM THE AREA OR RELOCATING TO A NEARBY
SHELTER, LEAVE EARLY BEFORE WEATHER CONDITIONS BECOME HAZARDOUS.
* OTHER PREPAREDNESS INFORMATION:
OUTSIDE PREPARATIONS SHOULD BE WRAPPED UP AS SOON AS POSSIBLE BEFORE
WEATHER CONDITIONS COMPLETELY DETERIORATE. ANY REMAINING EVACUATIONS
AND RELOCATIONS SHOULD BE EXPEDITED BEFORE THE ONSET OF TROPICAL
STORM FORCE WIND.
FAILURE TO ADEQUATELY SHELTER MAY RESULT IN SERIOUS INJURY OR LOSS OF
LIFE. ALWAYS HEED THE ADVICE OF LOCAL OFFICIALS AND COMPLY WITH ANY
ORDERS THAT ARE ISSUED. REMEMBER, DURING THE STORM 9 1 1 EMERGENCY
SERVICES MAY NOT BE ABLE TO IMMEDIATELY RESPOND IF CONDITIONS ARE
UNSAFE. THIS SHOULD BE A BIG FACTOR IN YOUR DECISION MAKING.
IN EMERGENCIES IT IS BEST TO REMAIN CALM. STAY INFORMED AND
