TORNADO WATCH HAS BEEN CANCELLED ACROSS ALL OF EASTERN NORTH
CAROLINA.

AT 3 AM EDT...THE CENTER OF HURRICANE ARTHUR WAS LOCATED NEAR
LATITUDE 35.6N...LONGITUDE 75.9W. THIS WAS ABOUT 30 MILES
NORTHWEST OF BUXTON NC...OR ABOUT 80 MILES NORTHEAST OF MOREHEAD
CITY NC. STORM MOTION WAS NE OR 40 DEGREES AT 22 MPH. STORM
INTENSITY WAS 100 MPH.
.SITUATION OVERVIEW...
HURRICANE ARTHUR IS PRESENTLY CENTERED OVER STUMPY POINT AND WILL
BE PUSHING OFF THE NORTHERN OUTER BANKS DURING THE NEXT FEW HOURS.
THE WIND THREAT WILL CONTINUE TO GRADUALLY DIMINISH FROM SOUTHWEST
TO NORTHEAST AS ARTHUR LIFTS ACROSS THE AREA WITH THE GREATEST
THREAT REMAINING EAST OF HIGHWAY 17 AND NORTH OF HIGHWAY 70.
DAMAGE TO UN-ANCHORED MOBILE HOMES...PORCHES...CARPORTS...AND
AWNINGS ALONG WITH SOME DAMAGE TO SHINGLES AND SIDING CONTINUE TO
BE A THREAT. EXPECT LARGE BRANCHES BROKEN OFF TREES...WITH SEVERAL
SHALLOW- ROOTED AND DISEASED TREES BLOWN DOWN LEADING TO SCATTERED
POWER OUTAGE. UNSECURED LIGHT- WEIGHT OBJECTS WILL BE EASILY BLOWN
AROUND AND WILL BECOME DANGEROUS PROJECTILES. DANGEROUS DRIVING
CONDITIONS WILL OCCUR ON BRIDGES AND OTHER ELEVATED ROADWAYS...
ESPECIALLY FOR HIGH PROFILE VEHICLES. A FEW ROADS WILL BECOME
IMPASSABLE DUE TO LARGE DEBRIS.
STORM TOTAL RAINFALL AMOUNTS OF 3 TO 5 INCHES WITH ISOLATED
AMOUNTS TO 7 INCHES CAN BE EXPECTED ACROSS EASTERN NORTH
CAROLINA. THIS WILL RESULT IN FLOODING OF TYPICAL LOW LYING AND
POOR DRAINAGE AREAS.
MODERATE TO HIGH WATER LEVEL RISES OF 3 TO 5 FEET...LOCALLY UP TO
6 FEET...ABOVE GROUND LEVEL CAN BE EXPECTED FOR AREAS ADJACENT TO
THE SOUNDS AND ALONG THE OCEANFRONT BEACHES. SIGNIFICANT WAVE
ACTION WILL ALSO PRODUCE INCREASED WATER LEVELS LEADING TO
OVERWASH ESPECIALLY ALONG VULNERABLE AREAS OF THE SOUND SIDE OUTER
BANKS AND ALONG THE EASTERN PORTIONS OF THE PAMLICO SOUND.
