URGENT - IMMEDIATE BROADCAST REQUESTED
TROPICAL STORM ARTHUR LOCAL STATEMENT
NATIONAL WEATHER SERVICE MELBOURNE FL
1156 AM EDT TUE JUL 1 2014

...TROPICAL STORM ARTHUR HAS FORMED OFFSHORE EAST CENTRAL
FLORIDA...

.NEW INFORMATION...
RECENT SURFACE...RADAR AND SATELLITE OBSERVATIONS SHOW THAT THE
TROPICAL DEPRESSION OFFSHORE EAST CENTRAL FLORIDA HAS INTENSIFIED
INTO TROPICAL STORM ARTHUR...THE FIRST OF THE 2014 ATLANTIC
HURRICANE SEASON.

.AREAS AFFECTED...
THIS LOCAL STATEMENT PROVIDES IMPORTANT INFORMATION AND
RECOMMENDED ACTIONS FOR PEOPLE AND MARINE INTERESTS IN SELECT
LOCATIONS AND COASTAL WATERS OF EAST CENTRAL FLORIDA AND ATLANTIC
WATERS.

.WATCHES/WARNINGS...
FOR MARINE INTERESTS...A TROPICAL STORM WARNING CONTINUES FOR
ALL OF EAST CENTRAL FLORIDA ATLANTIC WATERS.

A TROPICAL STORM WATCH CONTINUES FOR THE FOLLOWING LOCATIONS...
VOLUSIA...BREVARD...INDIAN RIVER... AND SAINT LUCIE COUNTIES.

ALTHOUGH TROPICAL CYCLONE WATCHES OR WARNINGS ARE NOT IN EFFECT
FOR MARTIN COUNTY...IMPACTS FROM RELATED HAZARDS ARE EXPECTED.

.STORM INFORMATION...
AT 11 AM EDT...THE CENTER OF TROPICAL STORM ARTHUR WAS LOCATED
NEAR LATITUDE 27.6N...LONGITUDE 79.3W. THIS WAS ABOUT 100 MILES
SOUTHEAST OF CAPE CANAVERAL FL...OR ABOUT 70 MILES EAST OF FORT
PIERCE FL. ARTHUR WAS DRIFTING SLOWLY TOWARD THE NORTHWEST AT 2
MPH. MAXIMUM SUSTAINED WINDS WERE 40 MPH.

.SITUATION OVERVIEW...
TROPICAL STORM ARTHUR WILL BEGIN MOVING SLOWLY NORTHWEST TO
NORTH-NORTHWEST TODAY THROUGH TONIGHT...ROUGHLY PARALLEL TO THE
EAST CENTRAL FLORIDA COAST. THIS WILL KEEP SUSTAINED TROPICAL
STORM FORCE WINDS OFF THE COAST. THE PRIMARY HAZARDS ASSOCIATED
WITH ARTHUR REMAIN STRONG WIND GUSTS IN SQUALLS THAT ARE EXPECTED
TO INCREASE IN COVERAGE TODAY INTO TONIGHT. ISOLATED WIND GUSTS
OF 40 TO 60 MPH AND BRIEF BUT TORRENTIAL DOWNPOURS WILL LIKELY
OCCUR IN THESE SQUALLS. REPEATED HEAVY DOWNPOURS COULD RESULT IN
LOCALIZED PONDING OF WATER OR TEMPORARY FLOODING OF POORLY DRAINED
LOWER LYING AREAS.

WHILE SUSTAINED TROPICAL STORM FORCE WINDS ARE STILL FORECAST TO
STAY JUST OFFSHORE...UNTIL ARTHUR TURNS NORTHWARD THERE REMAINS A
SMALL POTENTIAL THAT THE WATCHES COULD BE UPGRADED TO WARNINGS IF
THE SYSTEM DRIFTS CLOSER TO THE COAST THAN FORECAST.

THERE IS A MODERATE THREAT OF FLOODING RAIN FOR ALL EAST CENTRAL
FLORIDA COASTAL COUNTIES...WITH A LOWER THREAT INLAND. RAINFALL
ACCUMULATIONS OF 1 TO 3 INCHES WILL BE POSSIBLE WITH ISOLATED
HIGHER AMOUNTS UP TO 5 INCHES THROUGH WEDNESDAY...MAINLY NEAR THE
COAST.

THERE IS AN ELEVATED THREAT FOR ISOLATED TORNADOES AND WATERSPOUTS
ALONG THE COAST.

AT AREA BEACHES...BUILDING SURF TEAMED WITH AN INCREASING RISK OF
RIP CURRENTS WILL MAKE FOR UNSAFE SWIMMING CONDITIONS OVER THE
NEXT FEW DAYS. PASSING SQUALLS WITH STRONG WIND GUSTS WILL ALSO
CAUSE LOOSE AND LIGHTER WEIGHT BEACH OBJECTS TO BLOW ABOUT.

.PRECAUTIONARY/PREPAREDNESS ACTIONS...
PRECAUTIONARY/PREPAREDNESS ACTIONS...

REGARDING MARINE INTERESTS UNDER A TROPICAL STORM WARNING...
SMALL CRAFT SHOULD REMAIN IN PORT AND WELL SECURED.

FOR THOSE COASTAL AREAS UNDER A TROPICAL STORM WATCH...CONTINUE
WITH YOUR PREPARATIONS AND LISTEN FOR POSSIBLE WARNINGS.

CLOSELY MONITOR NOAA WEATHER RADIO OR OTHER LOCAL NEWS OUTLETS
FOR OFFICIAL STORM INFORMATION. LISTEN FOR POSSIBLE CHANGES TO
THE FORECAST.

.NEXT UPDATE...

SERVICE IN MELBOURNE AROUND 6 PM EDT...OR SOONER IF CONDITIONS
WARRANT.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

CONSIDER YOUR VULNERABILITY TO TROPICAL STORM FORCE WIND GUSTS.
BEFORE CONDITIONS DETERIORATE FROM PASSING SQUALLS....SECURE
ANY LOOSE OUTDOOR OBJECTS WHICH CAN BE BLOWN AROUND BY WINDS OF
40 MPH OR HIGHER. LISTEN TO THE LATEST SHORT TERM FORECASTS...
AND BE PREPARED TO ACT IF ANY WARNINGS FOR FLOODING OR HIGH WIND
GUSTS ARE ISSUED FOR YOUR AREA.

&&

...WINDS...
AS TROPICAL STORM ARTHUR MOVES ROUGHLY PARALLEL TO THE COAST TODAY
INTO TONIGHT...IT WILL CONTINUE TO SLOWLY STRENGTHEN. CONDITIONS
WILL BECOME INCREASINGLY WINDY NEAR THE COAST. THE LATEST FORECAST
IS FOR SUSTAINED WINDS TO REMAIN BELOW TROPICAL STORM FORCE OVER
LAND. HOWEVER...SQUALL BANDS WILL PRODUCE TROPICAL STORM FORCE WIND
GUSTS OF 40 TO 60 MPH.

...INLAND FLOODING...
RAIN BANDS WILL BRING PERIODS OF HEAVY RAIN ACCUMULATING 1 TO 3
INCHES CLOSE TO THE COAST WITH LOCALIZED AMOUNTS UP TO 5 INCHES
POSSIBLE THROUGH WEDNESDAY. AS SUCH...THERE IS A MODERATE THREAT
FOR HEAVY RAIN TO PRODUCE LOCAL FLOODING.
