A FLOOD WATCH IS IN EFFECT FOR ALL OF EASTERN NORTH CAROLINA.
PLEASE LISTEN CLOSELY FOR ANY FLOOD WARNINGS THAT MIGHT BE IN

A TORNADO WATCH IS IN EFFECT FOR ALL OF EASTERN NORTH CAROLINA
AND ADJACENT COASTAL WATERS. PLEASE LISTEN CLOSELY FOR ANY
TORNADO WARNINGS THAT MIGHT BE IN EFFECT FOR YOUR AREA.

AT 11 AM EDT...THE CENTER OF TROPICAL STORM ANDREA WAS LOCATED
NEAR LATITUDE 34.4N...LONGITUDE 79.5W. THIS WAS ABOUT 230 MILES
WEST-SOUTHWEST OF BUXTON NC...OR ABOUT 160 MILES WEST OF MOREHEAD
CITY NC. STORM MOTION WAS NE OR 35 DEGREES AT 28 MPH. STORM
INTENSITY WAS 45 MPH.

.SITUATION OVERVIEW...
WHEN MAKING DECISIONS...DO NOT FOCUS ON THE EXACT FORECAST TRACK
OF THE STORM AS SIGNIFICANT IMPACTS CAN OCCUR WELL AWAY FROM THE
CENTER. THE MAIN CONCERNS WITH ANDREA AS IT APPROACHES AND MOVES
ACROSS THE REGION ARE: THE POTENTIAL FOR HEAVY RAINFALL AND
ASSOCIATED MINOR FLOODING TODAY...AND ISOLATED TORNADOES
THROUGH EARLY AFTERNOON.

A GENERAL 2 TO 3 INCHES OF RAIN HAS FALLEN WITH THIS SYSTEM SINCE
LAST EVENING...WITH ISOLATED AMOUNTS OF 4 OR MORE INCHES. ADDITIONAL
SCATTERED RAIN SHOWERS...SOME OF THEM HEAVY...COULD PRODUCE UP TO
ONE INCH OR MORE OF RAIN THROUGH THIS AFTERNOON.

ISOLATED TORNADOES WILL BE POSSIBLE THROUGH EARLY AFTERNOON. SOME
WATERSPOUTS WILL ALSO BE POSSIBLE OVER THE COASTAL WATERS.

MINOR WATER LEVEL RISES OF 1 TO 3 FEET ABOVE MEAN SEA LEVEL WILL
ONLY RESULT IN POSSIBLE INUNDATION OF UP TO 1 FOOT ABOVE GROUND
LEVEL IN LOW LYING AREAS NEAR THE WATERS EDGE. AREAS MOST AT RISK
INCLUDE LOCATIONS ADJACENT TO THE PUNGO RIVER...ROANOKE ISLAND...
SOUND SIDE ON HATTERAS ISLAND NORTH OF RODANTHE AND THE SOUTH
FACING BEACHES. IMPACTS FROM COASTAL FLOODING ARE EXPECTED TO BE
MINOR.

ROUGH SURF WILL CAUSE SOME EROSION ISSUES...MAINLY ALONG SOUTH
FACING BEACHES SOUTH OF CAPE HATTERAS. THE ROUGH SURF WILL
CONTRIBUTE TO DANGEROUS RIP CURRENTS.

SOUTHEASTERN NC. THESE WINDS WILL TRANSLATE UP THE COAST TO THE
OUTER BANKS THROUGH THIS AFTERNOON AND INTO THE EVENING. MAXIMUM
WINDS ARE FORECAST TO BE IN THE 30 TO 40 MPH RANGE WITH GUSTS TO
55 MPH.

...COASTAL HAZARDS...ONLY MINOR COASTAL FLOODING IS EXPECTED WITH
WATER LEVELS OF 1 TO 3 FEET ABOVE MEAN SEA LEVEL...RESULTING IN
POSSIBLE INUNDATION UP TO 1 FOOT ABOVE GROUND LEVEL IN LOW LYING
AREAS NEAR THE WATERS EDGE. THE MAIN AREAS AFFECTED WILL BE
SOUNDSIDE LOCATIONS FROM AROUND RODANTHE TO KITTY HAWK AND ALONG
ROANOKE ISLAND. THE SOUTH FACING BEACHES SOUTH OF CAPE HATTERAS
COULD ALSO BE AFFECTED.

THERE WILL BE ROUGH SURF OF 6 TO 8 FEET AND DANGEROUS RIP CURRENTS.
SOME BEACH EROSION IS POSSIBLE...MAINLY SOUTH OF CAPE HATTERAS.

RANGE WITH GUSTS TO 50 MPH THROUGH THE AFTERNOON INTO EARLY EVENING.

WATER LEVELS MAY RISE ABOUT A FOOT OR TWO ABOVE NORMAL TIDE
LEVELS ALONG THE BEACHES RESULTING IN ONLY UP TO A FOOT ABOVE

COASTAL WATERS AS ANDREA MAKES ITS WAY INTO NC. THESE WINDS WILL
SPREAD NORTHWARD THROUGH THE REST OF THE WATERS THIS AFTERNOON.
MAXIMUM WINDS ARE FORECAST TO BE IN THE 30 TO 40 KNOT RANGE WITH
GUSTS TO 50 KNOTS THIS AFTERNOON AND EARLY EVENING.

SEAS WILL BE IN THE 10 TO 15 FOOT RANGE THROUGH THE EVENING.
