AND OUTER BANKS HYDE.
FOR MARINE INTERESTS...A TROPICAL STORM WARNING CONTINUES FOR
ALL OF ATLANTIC COASTAL WATERS INCLUDING ALBEMARLE AND PAMLICO
SOUNDS.
A FLOOD WATCH IS IN EFFECT FOR ALL OF EASTERN NORTH CAROLINA.
PLEASE LISTEN CLOSELY FOR ANY FLOOD WARNINGS THAT MIGHT BE IN
EFFECT FOR YOUR AREA.

AT 4 AM EDT...THE CENTER OF TROPICAL STORM ANDREA WAS LOCATED
NEAR LATITUDE 32.4N...LONGITUDE 80.7W. THIS WAS ABOUT 360 MILES
WEST-SOUTHWEST OF BUXTON NC...OR ABOUT 280 MILES SOUTHWEST OF
MOREHEAD CITY NC. STORM MOTION WAS NE OR 40 DEGREES AT 28 MPH.
STORM INTENSITY WAS 45 MPH.
.SITUATION OVERVIEW...
WHEN MAKING DECISIONS...DO NOT FOCUS ON THE EXACT FORECAST TRACK
OF THE STORM AS SIGNIFICANT IMPACTS CAN OCCUR WELL AWAY FROM THE
CENTER. THE MAIN CONCERNS WITH ANDREA AS IT APPROACHES AND MOVES
ACROSS THE REGION ARE: THE POTENTIAL FOR HEAVY RAINFALL AND
ASSOCIATED MINOR FLOODING TODAY...AND ISOLATED TORNADOES
ESPECIALLY THIS MORNING.
TWO TO FOUR INCHES OF RAIN IS EXPECTED THROUGH THIS
EVENING...WITH LOCALLY HIGHER AMOUNTS POSSIBLE. THE HEAVIEST AND
MOST WIDESPREAD RAINFALL WILL OCCUR THIS MORNING. LATER TODAY THE
SHOWERS WILL BE MORE SCATTERED BUT STILL PRODUCE VERY HEAVY RAIN.
ISOLATED TORNADOES WILL BE POSSIBLE...ESPECIALLY ALONG THE COASTAL
AREAS THIS MORNING. SOME WATERSPOUTS WILL ALSO BE POSSIBLE OVER
THE COASTAL WATERS.
MINOR WATER LEVEL RISES OF 1 TO 3 FEET ABOVE MEAN SEA LEVEL
WILL ONLY RESULT IN POSSIBLE INUNDATION OF UP TO 1 FOOT ABOVE GROUND
LEVEL IN LOW LYING AREAS NEAR THE WATERS EDGE. AREAS MOST AT RISK
INCLUDE LOCATIONS ADJACENT TO THE PUNGO RIVER...ROANOKE
ISLAND...SOUND SIDE ON HATTERAS ISLAND NORTH OF RODANTHE AND THE
SOUTH FACING BEACHES. IMPACTS FROM COASTAL FLOODING ARE EXPECTED
TO BE MINOR.
ROUGH SURF WILL CAUSE SOME EROSION ISSUES...MAINLY ALONG SOUTH
FACING BEACHES SOUTH OF CAPE HATTERAS. THE ROUGH SURF WILL
CONTRIBUTE TO DANGEROUS RIP CURRENTS.

WINDS ARE FORECAST TO BE IN THE 30 TO 40 MPH RANGE WITH GUSTS TO
50 MPH.
...COASTAL HAZARDS...
ONLY MINOR COASTAL FLOODING IS EXPECTED WITH WATER LEVELS OF 1 TO
3 FEET ABOVE MEAN SEA LEVEL...RESULTING IN POSSIBLE INUNDATION UP
TO 1 FOOT ABOVE GROUND LEVEL IN LOW LYING AREAS NEAR THE WATERS
EDGE. THE MAIN AREAS AFFECTED WILL BE SOUNDSIDE LOCATIONS FROM
AROUND RODANTHE TO KITTY HAWK AND ALONG ROANOKE ISLAND. THE SOUTH

THERE WILL BE ROUGH SURF OF 6 TO 8 FEET AND DANGEROUS RIP CURRENTS.

HOBUCKEN WILL HAVE THE BEST CHANCE TO SEE ELEVATED WATER LEVELS.

SEAS WILL BUILD TO 10 TO 15 FEET LATER TODAY.
