MARTIN AND SAINT LUCIE COUNTIES THIS MORNING. EMBEDDED STORMS IN
HEAVY RAINBANDS MOVING ONSHORE PRODUCED A TORNADO IN MARTIN
COUNTY.
SEVERAL TORNADO SIGNATURES HAVE BEEN INDICATED BY RADAR ACROSS
MARTIN COUNTY ALREADY THIS MORNING...A POSSIBLE TORNADO WAS
REPORTED OVER MARTIN COUNTY WITH POWER LINES DOWN...GAS STATION
DAMAGED AND A CAR FLIPPED OVER.

PREPARATIONS SHOULD NOW BE COMPLETE FOR THE ONSET OF TROPICAL
STORM FORCE WINDS. LISTEN FOR UPDATED WEATHER BULLETINS
THROUGHOUT THE DAY...AND BE PREPARED TO ACT IMMEDIATELY IF
TORNADO OR FLOOD WARNINGS ARE ISSUED.
...STORM SURGE AND STORM TIDE...
A VERY LOW THREAT FOR PROPERTY DAMAGE WILL EXIST NEAR THE COAST
AND ALONG THE BARRIER ISLANDS...MAINLY BREVARD AND VOLUSIA
COUNTIES. STORM SURGE AND STORM TIDE WATERS EXPECTED TO
REACH LEVELS OF 1 TO 3 FEET. IN ADDITION...MINOR TO MODERATE BEACH
EROSION AND HEAVY SURF ARE LIKELY.
IMPACTS WILL BE GREATEST DURING TIMES OF PEAK ONSHORE
WINDS AND HIGH TIDE. THIS WILL OCCUR 9 PM TO MIDNIGHT TONIGHT.

DURING THE AFTERNOON...THE STRONG WIND GUSTS OF 40 TO 50 MPH WILL
SPREAD NORTH FROM THE STUART AND FORT PIERCE INTO COASTAL INDIAN
RIVER...BREVARD AND VOLUSIA COUNTIES. WINDS WILL BE STRONGEST IN
RAIN SQUALLS AS THEY MOVE OVER THE COASTAL COMMUNITIES FROM THE
ATLANTIC. IN THESE HEAVIER SQUALLS...WIND GUSTS TO 65 MPH WILL BE
POSSIBLE.
OVER THE INTERIOR...THE ORLANDO AND KISSIMMEE AREAS HAVE REPORTED WIND
GUSTS TO ONLY TO NEAR 30 MPH THUS FAR. WIND SPEEDS WILL INCREASE
AS THE CENTER OF FAY GETS CLOSER. HOWEVER...WITH THE STRONGEST
WINDS ALONG AND EAST OF THE TRACK OF FAY...THE HIGHER WIND GUSTS WILL
REMAIN EAST OF LAKE COUNTY AND THE METRO ORLANDO AREA. WIND GUSTS
TO NEAR TROPICAL FORCE OR 40 MPH CAN BE EXPECTED.
FOR OKEECHOBEE AND SOUTHERN OSCEOLA COUNTIES...THE CENTER OF FAY
WILL PASS NEARLY OVERHEAD DURING THE MIDDLE OF THE AFTERNOON AND
EARLY EVENING. THE DEEP CONVECTION NEAR THE EYE OF FAY WILL PRODUCE VERY
STRONG WIND GUSTS. GUSTS OT NEAR HURRICANE FORCE OR 70 MPH CAN BE
EXPECTED WITH SUSTAINED WINDS NEAR 40 MPH FOR A TIME AS THE CENTER
PASSES.

COPIOUS AMOUNTS OF RAIN HAS FALLEN ACROSS MUCH OF THE TREASURE
COAST REGION THIS MORNING ASSOCIATED WITH RAIN BANDS MOVING ON
SHORE. RAINFALL AMOUNTS BETWEEN 4 AND 8 INCHES ON AVERAGE HAVE
BEEN REPORTED. THROUGH 11 AM...7.42 INCHES HAD FALLEN AT
JUPITER...AND 7.88 INCHES AT PORT SAINT LUCIE.
A FLOOD WATCH REMAINS IN EFFECT FOR ALL OF EAST CENTRAL FLORIDA. HEAVY
RAINFALL WILL CONTINUE TO SPREAD NORTHWARD INTO BREVARD AND
OSCEOLA COUNTIES THROUGH 3 PM AND THEN INTO METRO ORLANDO AND
VOLUSIA COUNTY BY 6 PM. RAINFALL AMOUNTS ALONG AND TO THE RIGHT OF
THE PATH OF FAY WILL BE 5 TO 9 INCHES. HEAVY SQUALLS OVER MARTIN AND
SAINT LUCIE COUNTIES COULD POSSIBLY RESULT IN AN ADDITIONAL 2 TO 4
INCHES THROUGH THIS EVENING.
THESE RAINFALL RATES WILL QUICKLY LEAD TO FLOODING OF ROADWAYS
AND MAY ALLOW WATER TO APPROACH HOMES IN FLOOD PRONE AREAS. THE
GREATEST RAINFALL ACCUMULATIONS ARE LIKELY ALONG AND EAST OF THE
TRACK OF FAY...MAINLY TO THE EAST AND SOUTHEAST OF ORLANDO.
AT THIS TIME...NO SIGNIFICANT FLOODING IS EXPECTED ON THE SAINT
JOHNS RIVER BETWEEN LAKE HARNEY AND LAKE GEORGE.

A TORNADO WATCH IS IN EFFECT FOR ALL EAST CENTRAL UNTIL 4 PM THIS
AFTERNOON. THIS INCLUDES THE ADJACENT COASTAL WATERS. LOW LEVEL
SHEAR AND THE TRACK OF FAY WILL CONTINUE TO SUPPORT ISOLATED
TORNADOES. THE POTENTIAL FOR TORNADIC CELLS WILL BE ENHANCED NEAR
THE COAST. AS THE CENTER OF FAY GETS CLOSER THE HIGHEST THREAT
WILL SHIFT OFFSHORE. RAINBANDS MOVING ONSHORE NORTHEAST OF FAY
WILL CONTINUE SOME TORNADO THREAT ESPECIALLY FOR BREVARD AND

NORTH IN ADVANCE OF FAY...ENCOMPASSING MOST OF THE COASTAL WATERS
THIS AFTERNOON. BANDS OF HEAVY RAIN AND SQUALLS GUSTING
BETWEEN 40 AND 55 KNOTS. BRIEF WATERSPOUT SIGNATURES HAVE BEEN
OBSERVED ON RADAR OVER THE ATLANTIC SOUTH OF STUART EARLY THIS
MORNING AND FAVORABLE CONDITIONS FOR ADDITIONAL WATERSPOUTS WILL
PERSIST THROUGH AT LEAST THE AFTERNOON.

WINDS WILL INCREASE THROUGH THIS AFTERNOON WITH GUSTS IN SQUALLS
REACHING 40 TO 55 KNOTS SOUTH OF CAPE CANAVERAL...AND LOCATIONS
FARTHER NORTH BY THIS EVENING. THE CENTER TRACK OF FAY IS
FORECAST TO REACH THE COAST IN THE VICINITY OF CAPE CANAVERAL LATE
TONIGHT AS A WEAK TROPICAL STORM.

A TORNADO WATCH IS IN EFFECT FOR THE COASTAL WATERS UNTIL 4 PM
THIS AFTERNOON. ALL OF EAST CENTRAL FLORIDA COASTAL WATERS WILL
BE IN THE PREFERRED AREA FOR TORNADIC WATERSPOUTS TODAY. AS LOW
LEVEL WIND SHEAR STRENGTHENS AND SPREADS NORTH...CONDITIONS WILL
BECOME INCREASINGLY FAVORABLE FOR ROTATING STORMS. SEVERAL
WATERSPOUT SIGNATURES HAVE BEEN INDICATED BY RADAR ACROSS THE
MARTIN COUNTY AND THE ADJOINING COASTAL WATERS.

AT 1235 PM EDT...NATIONAL WEATHER SERVICE DOPPLER RADAR SHOWED THE
CENTER OF TROPICAL STORM FAY ALONG THE GLADES-HENDRY COUNTY ABOUT 5
MILES SOUTHWEST OF MOORE HAVEN. AHEAD OF THE CENTER...A BAND OF VERY
INTENSE SQUALLS...ALMOST AN EYEWALL-LIKE FEATURE...WAS CONTAINING A
30 TO 60 MINUTE PERIOD OF SUSTAINED WINDS TO TROPICAL STORM FORCE
WITH FREQUENT DAMAGING WIND GUSTS OF 60 TO 70 MPH...AND BLINDING
WIND-DRIVEN RAIN SQUALLS.
THESE SQUALLS WERE LOCATED ALONG THE SOUTHWEST SHORE OF LAKE
OKEECHOBEE AND MOVING OUT ONTO THE LAKE AND TOWARD THE OKEECHOBEE
AREA. THEY WILL REACH THE OKEECHOBEE AREA BETWEEN 130 AND 300 PM.
RESIDENTS IN OKEECHOBEE COUNTY SHOULD PREPARE FOR THIS BAND OF
STRONG WINDS TO MOVE OVER THEIR AREA!! BE PREPARED TO ACT TO PROTECT
YOURSELF!! TREAT THIS FEATURE AS YOU WOULD A TORNADIC STORM!! REMAIN
INDOORS ON THE LOWEST FLOOR OF YOUR RESIDENCE. KEEP AWAY FROM WINDOWS.

RATES OF 2 TO 3 INCHES IN AN HOUR WILL BE POSSIBLE WITH THE HEAVIEST
SQUALLS. THESE RAINFALL RATES WILL LEAD TO FLOODING OF ROADWAYS
