.AT 100 PM CDT THE CENTER OF TROPICAL STORM EDOUARD WAS LOCATED
NEAR LATITUDE 30.0 NORTH...LONGITUDE 94.8 WEST OR ABOUT 35
MILES EAST OF HOUSTON TEXAS.

EDOUARD IS MOVING TOWARD THE WEST-NORTHWEST NEAR 10 MPH...
AND THIS GENERAL MOTION IS EXPECTED TO CONTINUE OVER THE NEXT DAY
OR TWO...TAKING EDOUARD ACROSS CENTRAL TEXAS.

MAXIMUM SUSTAINED WINDS HAVE DECREASED AND ARE NOW NEAR 50 MPH...
85 KM/HR...WITH HIGHER GUSTS. ADDITIONAL WEAKENING IS FORECAST AS

TROPICAL STORM FORCE WINDS MAY RESULT IN MINOR WIND DAMAGE THIS
AFTERNOON. NEWLY PLANTED TREES AND SHRUBS MAY BE UPROOTED IF NOT
SECURED PROPERLY. SOME SMALL TWIGS WILL SEPARATE FROM TREES.
RESIDENTS SHOULD MOVE UNFASTENED ITEMS...SUCH AS GARBAGE CANS AND
DECK FURNITURE...INDOORS.

THE PRIMARY THREAT FROM EDOUARD WILL BE HEAVY RAINFALL AND
FLOODING.

MINOR COASTAL FLOODING IS EXPECTED THROUGH MID AFTERNOON ALONG
THE EASTERN SHORELINE OF GALVESTON BAY AND ALONG BOLIVAR
PENINSULA. TIDE LEVELS OF 3 TO 4.5 FEET ARE OCCURRING IN THIS
AREA. AT 115 PM...THE TIDE LEVEL AT ROLLOVER PASS WAS AT 4.1
FEET...OR ABOUT 3.5 FEET ABOVE MEAN LOWER LOW WATER. THESE WATER
LEVELS WILL SLOWLY SUBSIDE THIS AFTERNOON AND EVENING.

ELSEWHERE...COASTAL FLOODING IS NOT EXPECTED.

...WINDS...

SUSTAINED WINDS OF 25 TO 35 MPH WITH GUSTS OF 35 TO 45 MPH WILL
OCCUR AT TIMES THIS AFTERNOON. THESE WINDS WILL BE CONFINED TO
NORTHEAST HARRIS AND LIBERTY COUNTIES IN CLOSE PROXIMITY TO THE
CENTER OF EDOUARD...AND ALSO ALONG THE SHORE OF GALVESTON BAY.

GUSTS OF 30 TO 40 MPH WILL BE POSSIBLE AT TIMES NEAR THE CENTER
OF EDOUARD IN THE STRONGER RAINBANDS. THESE WINDS ARE MOST LIKELY TO
OCCUR OVER MONTGOMERY AND GRIMES COUNTIES.

ELSEWHERE...WINDS OF 10 TO 20 MPH ARE EXPECTED.

AVERAGE RAINFALL AMOUNTS OF 3 TO 5 INCHES WITH ISOLATED AMOUNTS
OF 6 TO 10 INCHES ARE EXPECTED ACROSS THE AREA THIS AFTERNOON AND
EVENING AS THE CORE OF TROPICAL STORM EDOUARD MOVES ACROSS THE
AREA. THIS COULD PRODUCE SOME FLOODING...ESPECIALLY OVER MORE
URBANIZED AND LOW LYING AREAS.

...TORNADOES...

ISOLATED TORNADOES WILL BE POSSIBLE AS THE CENTER OF EDOUARD
APPROACHES AND RAIN BANDS SPREAD IN FROM THE EAST. THE THREAT OF
TORNADOES WILL CONTINUE THROUGH THE EARLY EVENING HOURS. THE
TORNADO THREAT WILL BE HIGHEST ALONG AND JUST NORTH OF WHERE THE
CENTER OF EDOUARD CROSSES.
