AT 11 AM EDT THE CENTER OF TROPICAL STORM JEANNE WAS LOCATED NEAR
LATITUDE 31.6 NORTH... LONGITUDE 83.9 WEST OR ABOUT 15 MILES EAST-
NORTHEAST OF ALBANY GEORGIA. JEANNE IS MOVING TOWARD THE NORTH NEAR
12 MPH...AND A TURN TO THE NORTH-NORTHEAST IS EXPECTED LATER TODAY.
MAXIMUM SUSTAINED WINDS ARE NEAR 40 MPH...WITH HIGHER GUSTS.
JEANNE IS EXPECTED TO WEAKEN TO A TROPICAL DEPRESSION AND THE
TROPICAL STORM WARNINGS WILL LIKELY BE DISCONTINUED DURING THE
AFTERNOON.
AT 1100 AM WIND GUSTS OF 38 MPH HAVE BEEN REPORTED AT JACKSONVILLE
INTERNATIONAL AIRPORT. OTHER RECENT LOCAL WIND GUSTS REPORTS...

DUE TO THE STRENUOUS CIRCULATION ASSOCIATED WITH JEANNE...WINDS ARE
STILL GUSTING IN THE 30 TO 40 MPH RANGE BUT WILL SLOWLY DIMINISH TO
BETWEEN 20 AND 30 MPH BY LATE AFTERNOON.

WHILE THE WORST OF THE STORM HAS NOW PASSED...RESIDENTS AND LOCAL
INTERESTS SHOULD USE EXTREME CAUTION UNTIL THE WINDS AND TIDES
SUBSIDE. PERSONS IN THE WARNING AREA SHOULD CONTINUE TO HEED THE
ADVICE OF EMERGENCY MANAGEMENT OFFICIALS. AVOID DOWNED POWER LINES
AND REMEMBER TO TREAT ALL DOWNED POWERLINES AS IF THEY WERE LIVE.
GENERATORS SHOULD ONLY BE USED IN WELL VENTILATED AREAS...DO NOT RUN
GENERATORS IN GARAGES OR SHEDS.
...STORM SURGE FLOOD AND STORM TIDE IMPACTS...
TIDES ON THE OPEN OCEAN SHOULD RETURN TO NORMAL BY LATER TODAY. TIDES
ON THE ST JOHNS RIVER WILL CONTINUE TO BE 2 TO 4 FEET ABOVE NORMAL
TODAY. TIDES ON THE RIVER AND ITS TRIBUTARIES WILL BE SLOW TO
DECREASE AND MAY TAKE SEVERAL DAYS TO RETURN TO NORMAL.
...WIND IMPACTS...
MUCH OF NORTHEAST FLORIDA AND SOUTHEAST GEORGIA AREA ARE CONTINUING
TO SEE WINDS OF 20 TO 30 MPH WITH OCCASIONAL GUSTS NEAR 40 MPH.
THESE WINDS WILL CONTINUE TO VERY SLOWLY SUBSIDE DURING THE
AFTERNOON.
...SEAS AND RIP CURRENTS...
A HIGH RISK OF RIP CURRENTS WILL CONTINUE TODAY. SMALL CRAFT SHOULD
REMAIN IN PORT UNTIL WINDS AND SEAS SUBSIDE. HIGH SURF AND BEACH
EROSION WILL CONTINUE TODAY BUT CONDITIONS SHOULD BE GRADUALLY
IMPROVING.
...FLOOD IMPACTS...
HEAVY RAINFALL HAS DIMINISHED OVER MOST OF THE AREA. ADDITIONAL
RAINFALL OF UP TO AN INCH WILL BE POSSIBLE IN RESIDUAL RAIN BANDS
TODAY.
FLOOD WARNINGS HAVE BEEN ISSUED THROUGH 5 PM TODAY FOR MUCH OF
NORTH FLORIDA AND SOUTHEAST GEORGIA. NUMEROUS REPORTS OF
FLOODING HAVE BEEN RECEIVED. NEVER DRIVE INTO FLOODED AREAS...
ESPECIALLY AT NIGHT.
THE HEAVY RAINFALL WILL POSE A RENEWED OR CONTINUED THREAT OF
FLOODING ON AREA RIVERS. RIVER FLOOD WARNINGS HAVE BEEN ISSUED FOR
THE BLACK CREEK AT MIDDLEBURG AND THE ST MARYS RIVER AT MACCLENNY.
BLACK CREEK WILL RISE TO MAJOR FLOOD STAGE AND IS EXPECTED TO CREST
AT 22.6 FEET AT 2 AM ON TUESDAY. THE CREEK WILL FALL BELOW FLOOD
STAGE AT 9 PM ON THURSDAY. THE ST MARYS RIVER AT MACCLENNY IS
EXPECTED TO RISE TO MAJOR FLOOD STAGE AND CREST AT 20.6 FEET AT 2 AM
ON WEDNESDAY.

WHILE THE GREATEST THREAT OF TORNADOES HAS PASSED...RESIDUAL RAIN
BANDS COULD STILL PRODUCE AN ISOLATED TORNADO.

THE NEXT LOCAL STATEMENT FROM THE NATIONAL WEATHER SERVICE IN
JACKSONVILLE WILL BE ISSUED AROUND 230 PM EDT...OR EARLIER SHOULD
