THIS STATEMENT RECOMMENDS ACTION TO BE TAKEN FOR RESIDENTS OF THE
FLORIDA BIG BEND AND PANHANDLE...SOUTHWEST AND SOUTH CENTRAL
GEORGIA...AND EXTREME SOUTHEAST ALABAMA.

...WATCH AND WARNING INFORMATION...
A TROPICAL STORM WARNING IS IN EFFECT FROM THE SUWANNEE RIVER TO
APALACHICOLA. AN INLAND TROPICAL STORM WIND WARNING IS IN EFFECT FOR
THE INLAND COUNTIES OF THE FLORIDA BIG BEND AND FOR ALL OF SOUTH
CENTRAL AND SOUTHWEST GEORGIA. A FLOOD WATCH CONTINUES IN EFFECT FOR
ALL OF SOUTHWEST AND SOUTH CENTRAL GEORGIA. THE FLOOD WATCH IS NO
LONGER IN EFFECT FOR THE FLORIDA BIG BEND.

...STORM INFORMATION...
AT 8 AM EDT...THE CENTER OF TROPICAL STORM JEANNE WAS
LOCATED OVER SOUTHWESTERN GEORGIA NEAR LATITUDE 31.0 NORTH...
LONGITUDE 83.8 WEST...OR NEAR MOULTRIE GEORGIA. JEANNE IS MOVING
TOWARD THE NORTH NORTHWEST NEAR 12 MPH.  MAXIMUM SUSTAINED WINDS ARE
NEAR  45 MPH WITH HIGHER GUSTS.  JEANNE IS EXPECTED TO WEAKEN TO A
TROPICAL DEPRESSION BY LATE TODAY. ESTIMATED MINIMUM CENTRAL PRESSURE
IS  985 MB OR 29.00 INCHES.

...WIND IMPACTS...
TROPICAL STORM FORCE WINDS EXTEND OUTWARD UP TO 200 MILES FROM THE
CENTER...MAINLY OVER THE WATERS OF THE GULF OF MEXICO AND THE
ATLANTIC OCEAN. THERE HAVE BEEN NUMEROUS REPORTS OF TREES AND POWER
LINES DOWN THROUGHOUT THE FLORIDA BIG BEND AS WELL AS SOUTH CENTRAL
AND SOUTHWEST GEORGIA. TROPICAL STORM FORCE WINDS ARE EXPECTED TO
CONTINUE...MAINLY IN GUSTS...ACROSS THESE REGIONS FOR SEVERAL MORE
HOURS.

EDT FOLLOW.

CROSS CITY...24 MPH WITH GUSTS TO 37 MPH.

VALDOSTA...18 MPH WITH GUSTS TO 26 MPH.
BAINBRIDGE...22 MPH WITH GUSTS TO 33 MPH.

...RAINFALL AND FLOOD POTENTIAL INFORMATION...
WITH THE CENTER OF JEANNE NOW IN SOUTH CENTRAL GEORGIA...THE THREAT
OF HEAVY RAINFALL AND FLOODING HAS ENDED FOR THE FLORIDA BIG BEND.
YET...THE HIGHEST RAINFALL ACCUMULATIONS OCCURRED IN THE EASTERN BIG
BEND WHICH COULD LEAD TO INCREASES IN CREEK AND RIVER LEVELS IN THE
SUWANNEE RIVER BASIN IN THE NEAR FUTURE. HOWEVER...A FLOOD WATCH
CONTINUES IN EFFECT FOR SOUTHWEST AND SOUTH CENTRAL GEORGIA AND THESE
AREAS CAN EXPECT TO RECEIVE LOCALLY UP TO 2 TO 4 INCHES OF RAINFALL
WITH ISOLATED HIGHER AMOUNTS. LOCAL AREAS THAT DO RECEIVE HIGHER
AMOUNT OF RAIN CAN EXPECT SIGNIFICANT FLOODING OF LOW LYING AND POOR
DRAINAGE AREAS.

A FLOOD WARNING HAS BEEN ISSUED FOR THE WITHLACOOCHEE RIVER NEAR
VALDOSTA. THE LATEST STAGE AT 8 AM WAS 13.7 FEET WITH A MAXIMUM STAGE
FORECAST OF 16.3 FEET AT 8 AM WEDNESDAY...WHICH IS 3.3 FEET ABOVE
FLOOD STAGE. MINOR FLOODING IS EXPECTED TO OCCUR. INTERESTS ALONG
THIS RIVER SHOULD CONTINUE TO MONITOR THIS DEVELOPING SITUATION. MOST
OTHER AREA RIVERS SHOULD BE ABLE TO WITHSTAND THE AMOUNT OF RAIN THAT
IS FORECAST WITHOUT MAJOR FLOODING.

...STORM SURGE FLOOD AND STORM TIDE IMPACTS...
NOW THAT THE CENTER OF JEANNE HAS LIFTED FARTHER TO THE NORTH...
WINDS HAVE SHIFTED AROUND AND BECOME ONSHORE ACROSS THE SOUTHEAST
BIG BEND. MINOR STORM SURGE IS EXPECTED FOR THE TAYLOR AND DIXIE
COUNTY COASTLINES. AT THIS TIME THE SURGE IS EXPECTED TO BE NO HIGHER
THAN 2 TO 4 FEET BECAUSE THE DURATION AND FETCH OF ONSHORE WINDS WILL
BE QUITE SHORT. RESIDENTS ALONG THE SOUTHEAST BIG BEND COAST SHOULD
CLOSELY MONITOR FORECAST UPDATES AND HEED ADVICE FROM LOCAL
AUTHORITIES.

LOW TIDE AT 805 AM AND 840 PM.

STEINHATCHEE RIVER ENTRANCE (DEADMAN BAY)...
HIGH TIDE AT 205 PM AND 154 AM TUESDAY.
LOW TIDE AT 816 AM AND 851 PM.

SUWANNEE RIVER ENTRANCE...
HIGH TIDE AT 154 PM AND 227 AM TUESDAY.
LOW TIDE AT 805 AM AND 840 PM.

APALACHICOLA...
LOW TIDE AT 958 AM AND 1047 PM.
HIGH TIDE AT 350 PM MONDAY AND 436 AM TUESDAY.

SAINT ANDREW BAY AT PANAMA CITY...
LOW TIDE AT 619 PM AND 454 AM TUESDAY.
HIGH TIDE AT 1032 AM AND 1159 PM.

...RIP CURRENTS...
DUE TO STRONG ONSHORE FLOW AND SWELLS...THERE IS A HIGH RISK FOR RIP
CURRENTS TODAY. IT IS STRONGLY ADVISED NOT TO ENTER THE SURF ZONE
ALONG THE FLORIDA PANHANDLE AND BIG BEND BEACHES TODAY.

...TORNADO THREAT...
THE PRIMARY AREA FOR TORNADO DEVELOPMENT IN LANDFALLING TROPICAL
SYSTEMS IS THE RIGHT FRONT QUADRANT (OR NORTHEASTERN SECTION) OF THE
STORM. WITH THE CURRENT TRACK OF JEANNE...THE EASTERNMOST PORTION OF
SOUTH CENTRAL GEORGIA FALLS UNDER THAT QUADRANT OF THE STORM.
THEREFORE...A SIGNIFICANT TORNADO THREAT IS POSSIBLE OVER THESE AREAS
AND A TORNADO WATCH IS IN EFFECT UNTIL 9 AM EDT. MADISON COUNTY IN
THE FLORIDA BIG BEND HAS BEEN REMOVED FROM THE TORNADO WATCH AS OF 5
AM EDT. A MINIMAL THREAT EXISTS FURTHER TO THE WEST.

THE NEXT LOCAL STATEMENT ON JEANNE WILL BE ISSUED BY THE NATIONAL
WEATHER SERVICE IN TALLAHASSEE BY 12 PM EDT.
