ORANGE...LAKE...AND VOLUSIA COUNTIES UNTIL NOON.
A TORNADO WATCH HAS BEEN ISSUED FOR BREVARD...OSCEOLA...ORANGE...
SEMINOLE...LAKE...AND VOLUSIA COUNTIES UNTIL 5 PM...

AT 1030 AM NATIONAL WEATHER SERVICE RADAR SHOWED THE EYE OF HURRICANE
JEANNE ABOUT 50 MILES SOUTHWEST OF ORLANDO NEAR BARTOW IN POLK
COUNTY. JEANNE IS MOVING TOWARD THE WEST NORTHWEST AROUND 10 MPH.
MAXIMUM SUSTAINED WINDS HAVE DECREASED TO AROUND 75 MPH...WITH
HIGHER GUSTS. JEANNE IS EXPECTED TO WEAKEN BELOW HURRICANE STRENGTH
LATER THIS AFTERNOON.
...PRECAUTIONARY/PREPAREDNESS ACTIONS...
CONDITIONS WILL BE GRADUALLY IMPROVING ALONG THE COAST EARLY THIS
AFTERNOON AND INLAND LATER THIS AFTERNOON. PLEASE STAY INDOORS
UNTIL IT IS SAFE TO MOVE ABOUT. THIS WILL ALLOW EMERGENCY RESPONSE
AND RECOVERY OPERATIONS TO PRECEDE. MANY POWERLINES ARE DOWN AND
TREES AND DEBRIS ARE ON THE ROADWAYS. TRAFFIC LIGHTS ARE OUT OR DOWN
AND IT IS DANGEROUS TO TRAVEL. REMEMBER TRAFFIC LIGHTS THAT ARE OUT
OF ORDER BECOME FOUR WAY STOPS. OFTEN TIME NEEDLESS INJURIES OCCUR
AFTER THE HURRICANE DUE TO A RUSH TO GET OUTSIDE.

THE CENTER OF JEANNE WILL CONTINUE TO MOVE FARTHER INLAND THROUGHOUT
THE AFTERNOON. THE STRONGEST WINDS...GUSTING TO HURRICANE
FORCE AND PRODUCING FURTHER DAMAGE ARE MOST LIKELY ACROSS
SOUTHERN LAKE...SOUTHWEST ORANGE AND NORTHWEST OSCEOLA
COUNTIES WHERE THE REMNANTS OF THE NORTHER EYEWALL ARE STILL
MOVING ACROSS THROUGH ABOUT 1PM. ALSO STRONG OUTER RAINBANDS
WILL CONTINUE TO ROTATE IN OFF THE OCEAN OVER NORTHERN BREVARD
AND VOLUSIA COUNTIES DURING THE AFTERNOON BRINGING DAMAGING
HURRICANE FORCE GUSTS AT TIMES. CONDITIONS WILL CONTINUE TO GRADUALLY
IMPROVE FROM CENTRAL BREVARD SOUTHWARD TO MARTIN COUNTY THIS
AFTERNOON. COASTAL AND INLAND HURRICANE WARNINGS WILL LIKELY BE
LOWERED DURING THE AFTERNOON FOR EAST CENTRAL FLORIDA...UNTIL THEN
DONT LET YOUR GUARD DOWN.
...STORM SURGE FLOOD AND STORM TIDE IMPACTS...
STORM SURGE WATERS WILL BEGIN TO GRADUALLY SUBSIDE AS JEANNE MOVES
FARTHER WEST. HOWEVER...CONTINUED STRONG ONSHORE FLOW NORTH
OF THE CENTER TRACK...LARGE AND DANGEROUS BATTERING WAVES...AND
APPROACHING TIMES OF HIGH TIDE WILL SLOW THE RETREAT OF SURGE WATERS.
...FLOOD IMPACTS...
THE FLOOD THREAT ASSOCIATED WITH JEANNE REMAINS EXTREME. AS A
RESULT...A FLOOD WATCH REMAINS IN EFFECT FOR ALL EAST CENTRAL
FLORIDA COUNTIES. IMPORTANTLY...A FLASH FLOOD WARNING REMAINS IN
EFFECT FOR INDIAN RIVER...OSCEOLA...BREVARD...ORANGE...LAKE...
SEMINOLE AND VOLUSIA COUNTIES UNTIL NOON. RADAR ESTIMATES INDICATE
UP TO 6 TO 8 INCHES HAVE FALLEN OVER SOUTHERN SECTIONS OF OSCEOLA
AND BREVARD COUNTIES...ALSO INDIAN RIVER COUNTY. AS OF THE LATE
MORNING HOURS...THE FOCUS OF THE HEAVIEST RAINS HAS SHIFTED NORTH TO
ACROSS NORTHERN OSCEOLA...ORANGE... LAKE...SEMINOLE AND VOLUSIA
COUNTIES. IN THESE AREAS WIDESPREAD RAINFALL AMOUNTS OF 4 TO 6
INCHES...WITH ISOLATED AMOUNTS IN EXCESS OF 8 INCHES CAN BE
EXPECTED. THIS WILL RESULT IN FLOODING NOT ONLY IN LOW LYING AND
POOR DRAINAGE AREAS...BUT ALSO IN AREAS NOT TYPICALLY CONSIDERED TO
BE FLOOD PRONE.
...TORNADO IMPACTS...
THERE IS A THREAT OF ISOLATED TORNADOES AS THE CENTER OF JEANNE
MOVES FURTHER WEST TOWARD THE GULF. TORNADOES WOULD BE MOST LIKELY
IN TRAILING RAINBANDS MOVING IN FROM THE SOUTHWEST LATER THIS
AFTERNOON AS JEANNE PULLS FURTHER AWAY.
