A TROPICAL STORM WARNING IS IN EFFECT FOR ALL OF PUERTO
RICO...INCLUDING CULEBRA AND VIEQUES AND MONA ISLAND.

A FLASH FLOOD WARNING IS IN EFFECT FOR PUERTO RICO...CULEBRA
AND VIEQUES.

A FLASH FLOOD WATCH IS IN EFFECT FOR ST CROIX...ST THOMAS...ST JOHN
AND THE ADJACENT ISLANDS.

A COASTAL FLOOD WARNING IS IN EFFECT FOR ST CROIX...ST

AND KEEP UPDATED ON THE LATEST STORM INFORMATION FROM THE NATIONAL
WEATHER SERVICE. FOLLOW INSTRUCTIONS FROM LOCAL OFFICIALS AS
TROPICAL STORM JEANNE CONTINUES MOVING SLOWLY AWAY FROM THE AREA. IF
YOU ARE ALREADY INSIDE A SAFE AND STURDY SHELTER...YOU SHOULD REMAIN
THERE UNTIL THE STORM HAS MOVED WELL AWAY FROM THE LOCAL ISLANDS AND
OFFICIALS SAY ITS SAFE TO RETURN HOME.

AT 2 AM AST...THE CENTER OF TROPICAL STORM JEANNE WAS ESTIMATED NEAR
LATITUDE 18.6 NORTH...LONGITUDE 67.8 WEST OF AGUADILLA OR 35 MILES
NORTH OF MONA ISLAND.

JEANNE WAS MOVING TOWARD THE WEST NEAR 9 MPH AND THIS GENERAL MOTION
IS EXPECTED TO CONTINUE FOR THE NEXT 24 HOURS.

MAXIMUM SUSTAINED WINDS ARE NEAR 70 MPH...WITH HIGHER GUSTS. JEANNE
IS STRENGTHENING AND WILL LIKELY BE A HURRICANE LATER THIS MORNING.
A HURRICANE RECONNAISSANCE AIRCRAFT WILL INVESTIGATE
THE SYSTEM IN THE NEXT FEW HOURS.

TROPICAL STORM FORCE WINDS EXTEND OUTWARD UP TO 70 MILES FROM THE
CENTER.

ISOLATED TORNADOES ARE POSSIBLE OVER PUERTO RICO AND THE U.S. VIRGIN
ISLANDS THIS MORNING...WITH WATERSPOUTS LIKELY OVER THE ADJACENT
COASTAL WATERS THROUGH TODAY.

BASED ON THE LATEST OFFICIAL FORECAST...THE CENTER OF TROPICAL STORM
JEANNE WILL CONTINUE TO MOVE WEST-NORTHWEST AND AWAY FROM PUERTO
RICO THROUGH TODAY.

TROPICAL STORM FORCE WINDS OF 40 TO 60 MPH...WITH OCCASIONAL GUSTS
TO HURRICANE FORCE STRENGTH WILL CONTINUE TO AFFECT THE WEST HALF OF
PUERTO THROUGH 5 AM. WINDS OF AROUND 40 MPH WITH HIGHER GUSTS WILL
CONTINUE TO AFFECT THE EAST HALF OF PUERTO RICO...CULEBRA AND
VIEQUES THROUGH 5 AM. TROPICAL STORM CONDITIONS ARE EXPECTED TO
DIMINISH GRADUALLY FROM EAST TO WEST AS TROPICAL STORM JEANNE MOVES
AWAY FROM THE AREA.

ALL TROPICAL STORM WATCHES OR WARNINGS HAVE BEEN CANCELED FOR THE
U.S. VIRGIN ISLANDS...HOWEVER...TROPICAL STORM FORCE WIND GUSTS MAY
STILL BE EXPERIENCED IN SQUALLS AND THUNDERSTORMS MOVING ACROSS
THESE ISLANDS.

COASTAL SEAS...SURF...AND TIDES WILL CONTINUE ABOVE NORMAL LEVELS
ACROSS THE WEST...SOUTH AND EAST COASTAL WATERS OF PUERTO RICO AND
THE U.S. VIRGIN ISLANDS THROUGH TODAY. SEAS ARE EXPECTED TO REMAIN
AT 8 TO 13 FEET OR HIGHER THROUGH EARLY THIS AFTERNOON.

STRONG RIP CURRENTS WILL CONTINUE TO AFFECT ALL THE COASTAL SECTIONS
OF THE U.S. VIRGIN ISLANDS...CULEBRA...VIEQUES AND PUERTO RICO.
ALL SURFERS AND SWIMMERS SHOULD CONTINUE TO STAY OUT OF THE WATER
UNTIL AFTER JEANNE HAS EXITING THE REGION.

...RAINFALL AND FLASH FLOOD POTENTIAL...
INTENSE BANDS OF SHOWERS AND THUNDERSTORMS WILL CONTINUE TO DEVELOP
AND MOVE ACROSS THE U.S. VIRGIN ISLANDS...VIEQUES...CULEBRA AND THE
PUERTO RICO THIS MORNING.

RAINFALL TOTALS OF 9 TO 13 INCHES ARE EXPECTED ACROSS THE U.S.
VIRGIN ISLANDS...VIEQUES AND CULEBRA AND MOST OF PUERTO RICO THIS
MORNING...WITH LOCALLY HEAVIER AMOUNTS PROBABLE. THIS TORRENTIAL
RAINFALL WILL CONTINUE TO RESULT IN LIFE THREATENING FLASH
FLOODING...AND MAY RESULT IN NEAR RECORD RIVER FLOODING IN A FEW
LOCATIONS. IN ADDITION...DANGEROUS MUDSLIDES AND LANDSLIDES WILL
CONTINUE TO OCCUR OVER AREAS OF STEEP OR UNSTABLE TERRAIN.

THE FLASH AND RIVER FLOODING POTENTIAL ACROSS ST CROIX...ST
THOMAS...ST JOHN  AND THE ADJACENT ISLANDS...CULEBRA...VIEQUES AND
ALL OF PUERTO RICO REMAINS VERY SIGNIFICANT. THIS CONTINUES TO BE A
SLOW MOVING SYSTEM WHICH HAS THE POTENTIAL TO CONTINUE TO PRODUCE
ADDITIONAL TORRENTIAL RAINFALL. MOST RIVERS ACROSS THE NORTH HALF OF
PUERTO RICO ARE AT OR ABOVE BANKFULL AND ANY ADDITIONAL RAINFALL
WILL ONLY AGGRAVATE THIS SITUATION.

POWER OUTAGES HAVE BEEN REPORTED ISLAND WIDE AND DOWNED POWER LINES
AND TREES LITTER ROADS AND STREETS. MOST RIVERS AND STREAMS
ACROSS THE NORTH HALF OF PUERTO RICO ARE AT BANKFULL WITH MANY
RIVERS ABOVE FLOOD STAGE...SOME REPORTING HISTORIC LEVELS. WATER
WILL CONTINUE TO FLOW DOWNSTREAM WITH DEADLY RUSHES OF WATER
POSSIBLE. RESIDENTS...VISITORS...AND MOTORISTS SHOULD NOT VENTURE
OUT ACROSS PUERTO RICO...VIEQUES OR CULEBRA THIS MORNING.
