ALL LOCAL RESIDENTS AND VISITORS SHOULD CONTINUE TO REMAIN VIGILANT
AND KEEP UPDATED ON THE LATEST STORM INFORMATION FROM THE NATIONAL
WEATHER SERVICE. FOLLOW INSTRUCTIONS FROM LOCAL OFFICIALS AS
TROPICAL STORM JEANNE CONTINUES MOVING ACROSS THE AREA. IF YOU LIVE
IN AN AREA PRONE TO COASTAL...FLASH OR RIVER FLOODING...YOU SHOULD
HAVE ALREADY MOVED TO HIGHER GROUND AND SHOULD BE INSIDE A SAFE
DWELLING. IF YOU ARE ALREADY INSIDE A SAFE AND STURDY SHELTER...YOU
SHOULD REMAIN THERE UNTIL THE STORM HAS MOVED WELL PAST THE LOCAL
ISLANDS. AS THE CENTER OF JEANNE HAS PASSED ACROSS SOME LOCATIONS
THIS AFTERNOON...NEAR CALM WINDS AND ABOUT A 30 MINUTE BREAK IN THE
RAINFALL HAVE BEEN EXPERIENCED...ONLY TO BE FOLLOWED AGAIN BY
ADDITIONAL STRONG WINDS AND HEAVY RAINFALL. DO NOT BE FOOLED BY THIS
BREAK IN THE TROPICAL STORM CONDITIONS. STAY INSIDE AND SAFE...AS
THE WIND AND RAIN WILL INCREASE AGAIN QUICKLY!
...STORM UPDATE...
AT 2 PM AST...THE CENTER OF TROPICAL STORM JEANNE WAS ESTIMATED NEAR
LATITUDE 18.1 NORTH...LONGITUDE 66.1 WEST OR ABOUT 25 MILES SOUTH
SOUTHEAST OF SAN JUAN...40 MILES EAST NORTHEAST OF PONCE...AND 75
MILES EAST SOUTHEAST OF AGUADILLA.
JEANNE WAS MOVING TOWARD THE WEST-NORTHWEST NEAR 8 MPH AND THIS
MOTION IS EXPECTED TO CONTINUE FOR THE NEXT 24 HOURS. THIS MOTION
SHOULD CONTINUE TO BRING THE CENTER THROUGH EAST CENTRAL AND CENTRAL
PUERTO RICO THIS AFTERNOON.
MAXIMUM SUSTAINED WINDS REMAIN NEAR 70 MPH...WITH HIGHER GUSTS.
STRONGER WINDS...POSSIBLY SUSTAINED AT HURRICANE FORCE...ARE LIKELY
OVER ELEVATED TERRAIN. SOME SLOW STRENGTHENING IS POSSIBLE ONCE
JEANNE MOVES INTO THE ATLANTIC...AND IT COULD BECOME A HURRICANE
LATER TONIGHT OR THURSDAY.
TROPICAL STORM FORCE WINDS EXTEND OUTWARD UP TO 60 MILES FROM THE
CENTER.
ISOLATED TORNADOES ARE POSSIBLE OVER PUERTO RICO AND THE U.S. VIRGIN
ISLANDS THROUGH THIS EVENING.
...WIND IMPACTS...
BASED ON THE LATEST OFFICIAL TRACK AND DOPPLER RADAR DATA...THE
CENTER OF TROPICAL STORM JEANNE WILL CONTINUE MOVING ACROSS EAST
CENTRAL AND CENTRAL PUERTO RICO THROUGH THE REMAINDER OF THIS
AFTERNOON...EXITING PUERTO RICO BETWEEN MANATI AND AGUADILLA LATER
THIS EVENING. YOU ARE URGED NOT TO FOLLOW THE EXACT CENTER OF THE
STORM AS JEANNE IS NOT A POINT AND ITS EFFECTS WILL EXTEND OUT OVER
60 MILES FROM ITS CENTER.
TROPICAL STORM FORCE WINDS...MAINLY IN SQUALLS AND THUNDERSTORMS AND
OVER HIGHER ELEVATIONS...ARE EXPECTED TO CONTINUE TO AFFECT ST
CROIX...ST THOMAS...ST JOHN AND THE ADJACENT ISLANDS THROUGH AT
LEAST 5 PM...BEFORE JEANNE MOVES FAR ENOUGH AWAY TO LESSEN ITS WIND
EFFECTS OVER THE ISLANDS.
TROPICAL STORM FORCE WINDS OF 40 TO 60 MPH...WITH OCCASIONAL GUSTS
ABOVE HURRICANE FORCE ESPECIALLY IN SQUALLS AND THUNDERSTORMS AND
OVER HIGHER ELEVATIONS...WILL CONTINUE TO AFFECT VIEQUES AND CULEBRA
AND THE EASTERN TWO-THIRDS OF PUERTO RICO THROUGH AT LEAST EARLY
THIS EVENING AND WILL CONTINUE GRADUALLY SPREADING WEST NORTHWEST
ACROSS THE REMAINDER OF PUERTO RICO THE REST OF THIS AFTERNOON AND
EARLY THIS EVENING. TROPICAL STORM CONDITIONS ARE EXPECTED TO
DIMINISH ACROSS THE EAST HALF OF PUERTO RICO LATER THIS EVENING AND
THE REST OF PUERTO RICO EARLY THURSDAY MORNING.
...MARINE IMPACTS...
COASTAL SEAS...SURF...AND TIDES WILL CONTINUE TO INCREASE ACROSS ALL
OF THE LOCAL COASTAL WATERS AND PASSAGES THROUGH TONIGHT...WITH SEAS
LIKELY REACHING 8 TO 13 FEET OR HIGHER AS JEANNE PASSES. BUILDING
SURF AND TIDES OF 1 TO 3 FEET ABOVE NORMAL WILL AFFECT PUERTO RICO
AND THE U.S. VIRGIN ISLANDS THROUGH AT LEAST EARLY TONIGHT. IN
ADDITION...STORM SURGE FLOODING OF 1 TO 3 FEET ABOVE NORMAL TIDE
LEVELS...ALONG WITH LARGE AND DANGEROUS BATTERING WAVES...SHOULD BE
EXPECTED ALONG THE SOUTHEAST COAST OF PUERTO RICO...NEAR AND TO THE
RIGHT OF WHERE THE CENTER MAKES LANDFALL.
ALL LOCAL MARINERS ARE REMINDED TO BE SMART...FOR YOU AND YOUR LOVED
ONES...NEVER ATTEMPT TO RIDE OUT A TROPICAL STORM OR HURRICANE
ABOARD YOUR VESSEL!
...RIP CURRENTS...
STRONG RIP CURRENTS WILL CONTINUE TO AFFECT THE VIRGIN ISLANDS...
THE NORTH...EAST...SOUTHEAST AND SOUTH COASTS OF PUERTO RICO...
CULEBRA AND VIEQUES THROUGH TONIGHT DUE TO BUILDING WAVE ACTION AND
STRONG STORM FORCE WINDS. ALL SURFERS AND SWIMMERS SHOULD STAY OUT
OF THE WATER UNTIL AFTER JEANNE HAS PASSED.
...RAINFALL AND FLASH FLOOD POTENTIAL...
INTENSE BANDS OF SHOWERS AND THUNDERSTORMS WILL CONTINUE TO DEVELOP
AND MOVE ACROSS THE U.S. VIRGIN ISLANDS...VIEQUES AND CULEBRA AND
THE EASTERN TWO-THIRDS OF PUERTO RICO THROUGH THIS EVENING...AND
WILL CONTINUE TO SPREAD ACROSS THE REMAINDER OF PUERTO RICO THROUGH
THE REST OF THIS AFTERNOON AND THIS EVENING.
RAINFALL TOTALS OF 8 TO 12 INCHES ARE EXPECTED ACROSS THE U.S.
VIRGIN ISLANDS...VIEQUES AND CULEBRA AND MOST OF PUERTO RICO THROUGH
EARLY WEDNESDAY...WITH LOCALLY HEAVIER AMOUNTS PROBABLE. THIS
TORRENTIAL RAINFALL WILL CONTINUE TO RESULT IN LIFE THREATENING
FLASH FLOODING...AND MAY RESULT IN NEAR RECORD RIVER FLOODING IN
SOME PLACES. IN ADDITION...DANGEROUS MUDSLIDES AND LANDSLIDES WILL
CONTINUE TO OCCUR OVER AREAS OF STEEP TERRAIN.
THE FLASH AND RIVER FLOODING POTENTIAL ACROSS ST CROIX...ST
THOMAS...ST JOHN AND THE ADJACENT ISLANDS...CULEBRA...VIEQUES AND
ALL OF PUERTO RICO REMAINS VERY SIGNIFICANT. THIS IS A SLOW MOVING
SYSTEM WHICH HAS THE POTENTIAL TO CONTINUE TO PRODUCE TORRENTIAL
RAINFALL...SIMILAR TO HURRICANE HORTENSE IN 1996...WHICH MAY RESULT
IN LOCALIZED AREAS RECEIVING AS MUCH AS 15 TO 20 INCHES OF RAINFALL.
