AT 5 AM AST...THE CENTER OF TROPICAL STORM JEANNE WAS ESTIMATED NEAR
LATITUDE 17.5 NORTH...LONGITUDE 65.1 WEST OR ABOUT 25 MILES
SOUTHWEST OF ST CROIX...60 MILES SOUTH SOUTHWEST OF ST THOMAS...50
MILES SOUTH SOUTHEAST OF VIEQUES...95 MILES SOUTHEAST OF SAN JUAN OR
110 MILES SOUTHEAST OF PONCE.

JEANNE WAS MOVING TOWARD THE WEST-NORTHWEST NEAR 8 MPH. THIS GENERAL
MOTION IS EXPECTED TO CONTINUE FOR THE NEXT 24 HOURS AND WOULD BRING
THE CENTER NEAR PUERTO RICO THIS AFTERNOON.

MAXIMUM SUSTAINED WINDS HAVE INCREASED TO NEAR 65 MPH...WITH HIGHER
GUSTS. SOME ADDITIONAL STRENGTHENING IS FORECAST DURING THE NEXT 24
HOURS AND JEANNE COULD BECOME A HURRICANE LATER TODAY.

TROPICAL STORM FORCE WINDS EXTEND OUTWARD UP TO 40 MILES FROM THE
CENTER.

A WEATHER REPORT FROM MARIA HILL IN ST CROIX REPORTED SUSTAINED
WINDS OF 58 MPH WITH A GUST TO 88 MPH.

THE ASOS AT THE AIRPORT IN CHRISTIANSTED IN ST CROIX REPORTED A
MAXIMUM GUSTS OF 62 MPH AT 359 AM THIS MORNING.

BASED ON THE LATEST OFFICIAL TRACK...THE CENTER OF TROPICAL STORM
JEANNE IS FORECAST TO PASS DUE SOUTH OF VIEQUES AROUND 800 AM...
THEN ENTER THE SOUTHEAST COAST OF PUERTO RICO NEAR GUAYAMA AROUND
NOON...AND CONTINUE WEST-NORTHWEST AND EXIT PUERTO RICO NEAR
AGUADILLA LATE THIS AFTERNOON. YOU ARE URGED NOT TO FOLLOW THE EXACT
CENTER OF THE STORM AS JEANNE IS NOT A POINT AND ITS EFFECTS WILL
EXTEND OUT OVER 50 MILES FROM ITS CENTER.

TROPICAL STORM FORCE WINDS ARE EXPECTED TO CONTINUE ACROSS ST CROIX
THROUGH AT LEAST 10 AM THIS MORNING BEFORE JEANNE MOVES FAR ENOUGH
AWAY TO LESSEN ITS EFFECT OVER THE ISLAND. OCCASIONAL GUSTS TO
HURRICANE FORCE STRENGTH WILL REMAIN LIKELY THROUGH THIS TIME.

TROPICAL STORM FORCE WINDS ARE EXPECTED TO CONTINUE ACROSS ST
THOMAS...ST JOHN AND THE ADJACENT ISLANDS THROUGH MOST OF THIS
MORNING. HOWEVER...WINDS WILL BE STRONGEST IN SQUALLS AND
THUNDERSTORMS AND ACROSS THE HIGHER ELEVATIONS.

WINDS HAVE GRADUALLY INCREASED TO TROPICAL FORCE STRENGTH...40 TO 50
MPH...ACROSS VIEQUES AND CULEBRA...AND WILL REACH THE EAST AND
SOUTHEAST SECTION OF PUERTO RICO BY 8 AM THIS MORNING. SUSTAINED
WINDS OF 50 MPH OR HIGHER WILL REACH ACROSS VIEQUES...CULEBRA AND
THE SOUTHEAST SECTIONS OF PUERTO RICO SPREADING NORTHWEST ACROSS
PUERTO RICO THROUGH THIS AFTERNOON. GUSTS TO HURRICANE FORCE
STRENGTHS ARE LIKELY ACROSS PUERTO RICO...ESPECIALLY ACROSS THE
HIGHER ELEVATIONS...IN SQUALLS AND THUNDERSTORMS. TROPICAL STORM
CONDITIONS ARE EXPECTED TO DIMINISH ACROSS THE EAST HALF OF PUERTO
RICO LATER THIS EVENING AND THE REST OF PUERTO RICO EARLY THURSDAY
MORNING.

TIDES OF 1 TO 3 FEET ABOVE NORMAL WILL AFFECT PUERTO RICO AND THE
U.S. VIRGIN ISLANDS TODAY.

PUERTO RICO...AND WILL CONTINUE TO MOVE ACROSS THE REST OF PUERTO
RICO TODAY. THESE BANDS WILL BECOME MORE FREQUENT AND MORE
INTENSE...AND THEN CONTINUE TO SHIFT WEST NORTHWEST THROUGH TODAY.

RAINFALL TOTALS OF 8 TO 12 INCHES ARE EXPECTED ACROSS THE U.S.
VIRGIN ISLANDS...VIEQUES AND CULEBRA AND MOST OF PUERTO RICO THROUGH
TONIGHT...WITH LOCALLY HEAVIER AMOUNTS PROBABLE. THE PROBABILITY OF
TORRENTIAL RAINFALL AND FLASH FLOODING AND OR RIVER FLOODING WILL
REMAIN HIGH AS THE TROPICAL STORM CONTINUES MOVING ACROSS THE LOCAL
AREA. IN ADDITION...DANGEROUS MUDSLIDES ARE PROBABLE OVER AREAS OF
STEEP TERRAIN.

THE FLASH FLOODING POTENTIAL ACROSS ST CROIX...ST THOMAS...ST JOHN
AND THE ADJACENT ISLANDS...CULEBRA ..VIEQUES AND ALL OF PUERTO RICO
IS SIGNIFICANT. THIS IS A SLOW MOVING SYSTEM WHICH HAS THE POTENTIAL
TO PRODUCE TORRENTIAL RAINFALL...SIMILAR TO HURRICANE HORTENSE IN
1996...WHICH MAY RESULT IN LOCALIZED AREAS RECEIVING 15 TO 20 INCHES
OR MORE.
