CULEBRA AND VIEQUES AND MONA ISLAND.

A HURRICANE WARNING IS IN EFFECT FOR ST CROIX...ST THOMAS...ST JOHN
AND THE ADJACENT ISLANDS.

A FLASH FLOOD WATCH IS IN EFFECT FOR ALL OF PUERTO RICO INCLUDING
CULEBRA AND VIEQUES...AND THE U.S. VIRGIN ISLANDS.

A HIGH SURF ADVISORY IS IN EFFECT FOR ALL THE U.S VIRGIN ISLANDS AND
FOR THE NORTHEAST...EAST AND SOUTH COASTS OF CULEBRA...VIEQUES AND

LATITUDE 17.2 NORTH...LONGITUDE 64.5 WEST OR ABOUT 40 MILES
SOUTHEAST OF ST CROIX...80 MILES SOUTHEAST OF ST THOMAS...85 MILES
SOUTHEAST OF VIEQUES...130 MILES SOUTHEAST OF SAN JUAN OR 140 MILES
SOUTHEAST OF PONCE.

JEANNE HAS SLOWED AND WAS MOVING TOWARD THE WEST-NORTHWEST NEAR 8
MPH. THIS GENERAL MOTION IS EXPECTED TO CONTINUE FOR THE NEXT 24
HOURS AND WOULD BRING THE CENTER NEAR ST. CROIX LATER TONIGHT OR
EARLY WEDNESDAY...AND NEAR PUERTO RICO WEDNESDAY AFTERNOON.

MAXIMUM SUSTAINED WINDS ARE NEAR 60 MPH...WITH HIGHER GUSTS.
ADDITIONAL STRENGTHENING IS FORECAST DURING THE NEXT 24 HOURS AND
JEANNE COULD BECOME A HURRICANE WEDNESDAY AFTERNOON.

TROPICAL STORM FORCE WINDS EXTEND OUTWARD UP TO 40 MILES FROM THE
CENTER.

A WEATHER SPOTTER IN ST CROIX REPORTED SUSTAINED WINDS OF 49 MPH
WITH GUSTS TO 68 MPH AT 1209 AM THIS MORNING.
ASOS OBSERVATIONS IN ST CROIX AIRPORT HAVE REPORTED FREQUENT GUSTS
OVER 40 MPH SINCE 1100 PM TUESDAY NIGHT.

BASED ON THE LATEST OFFICIAL TRACK...THE CENTER OF TROPICAL STORM
JEANNE IS FORECAST TO PASS DUE SOUTH OF ST CROIX AROUND 100 AM
...THEN ENTER THE SOUTHEAST COAST OF PUERTO RICO NEAR PATILLAS
AROUND NOON ON WEDNESDAY...AND CONTINUE WEST-NORTHWEST AND EXIT
PUERTO RICO NEAR HATILLO WEDNESDAY AFTERNOON. YOU ARE URGED NOT TO
FOLLOW THE EXACT CENTER OF THE STORM AS JEANNE IS NOT A POINT AND
EFFECTS WILL EXTEND OUT OVER 50 MILES FROM ITS CENTER.

WINDS HAVE ALREADY BEGUN TO INCREASE ACROSS ST CROIX AND WILL
CONTINUE TO INCREASE WITH SUSTAINED WINDS TO TROPICAL STORM FORCE
WINDS OF 40 TO 60 MPH WITH HURRICANE FORCE GUSTS POSSIBLE THROUGH AT
LEAST NOON TODAY. WINDS WILL BE HIGHEST IN
GUSTS...SQUALLS...THUNDERSTORMS AND OVER HIGHER ELEVATIONS.

WINDS WILL GRADUALLY INCREASE TO TROPICAL FORCE...40 TO 50
MPH...ACROSS VIEQUES AROUND 4 AM WEDNESDAY MORNING...ACROSS CULEBRA
AND THE SOUTHEAST SECTIONS OF PUERTO RICO AROUND 6 AM WITH WINDS OF
50 TO 60 MPH REACHING THESE SECTIONS AROUND 900 AM WEDNESDAY
MORNING. THESE WINDS WILL SPREAD NORTHWEST AND INFLUENCE MOST OF
PUERTO RICO AS JEANNE MOVES ACROSS PUERTO RICO THROUGH THIS
EVENING. JEANNE IS FORECAST TO BECOME A HURRICANE AS IT EXITS PUERTO
RICO WEDNESDAY EVENING WHICH WILL RESULT IN HURRICANE FORCE WINDS
ACROSS THE NORTHWEST SECTION OF PUERTO RICO. TROPICAL STORM
CONDITIONS ARE EXPECTED TO DIMINISH ACROSS THE EAST HALF OF PUERTO
RICO WEDNESDAY EVENING AND THE REST OF PUERTO RICO EARLY THURSDAY
MORNING.

BASED ON THE CURRENT FORECAST...ST THOMAS...ST JOHN AND THE ADJACENT
ISLANDS WILL REMAIN ON THE PERIPHERY OF TROPICAL STORM FORCE WINDS
WITH SUSTAINED WINDS OF 40 TO 50 MPH EXPECTED THROUGH NOON
WEDNESDAY. HOWEVER... HIGHER GUSTS ARE LIKELY IN
SQUALLS...THUNDERSTORMS AND OVER HIGHER ELEVATIONS.

COASTAL SEAS...SURF...AND TIDES WILL CONTINUE TO INCREASE ACROSS THE
ATLANTIC COASTAL WATERS...THE EASTERN CARIBBEAN COASTAL WATERS AND
THE ANEGADA PASSAGE TODAY...WITH SEAS LIKELY REACHING 8 TO 12 FEET
OR HIGHER AS JEANNE PASSES. BUILDING SURF AND TIDES OF 1 TO 2 FEET
ABOVE NORMAL WILL AFFECT THE VIRGIN ISLANDS TODAY.

THESE DETERIORATING CONDITIONS WILL THEN SPREAD TO THE SOUTHEAST...
EAST...AND NORTHEAST COASTS OF PUERTO RICO THROUGH TODAY. MARINERS
ACROSS EASTERN PUERTO RICO SHOULD HAVE COMPLETED THEIR PREPARATIONS.

RICO...CULEBRA AND VIEQUES THROUGH TONIGHT DUE TO BUILDING WAVE
ACTION AND STRONG STORM FORCE WINDS. PERSONS SHOULD NOT GO INTO THE
WATER DURING THE PASSAGE OF JEANNE.

BANDS OF SHOWERS AND THUNDERSTORMS HAVE ALREADY SPREAD ACROSS THE
U.S. VIRGIN ISLANDS...VIEQUES AND CULEBRA AND THE EAST HALF OF
PUERTO RICO...AND WILL CONTINUE TO MOVE ACROSS THE REST OF PUERTO
RICO THE REST OF TONIGHT. THESE BANDS WILL BECOME MORE FREQUENT AND
MORE INTENSE THROUGH TONIGHT...AND THEN CONTINUE TO SHIFT WEST
NORTHWEST THROUGH WEDNESDAY.

RAINFALL TOTALS OF 8 TO 10 INCHES ARE EXPECTED ACROSS THE U.S.
VIRGIN ISLANDS...VIEQUES AND CULEBRA AND MOST OF PUERTO RICO
TODAY...WITH LOCALLY HEAVIER AMOUNTS PROBABLE. THE PROBABILITY OF
TORRENTIAL RAINFALL AND FLASH FLOODING AND OR RIVER FLOODING WILL
REMAIN HIGH AS THE TROPICAL STORM MOVES TOWARD AND THEN ACROSS THE
LOCAL AREA TODAY. IN ADDITION...DANGEROUS MUDSLIDES ARE PROBABLE
OVER AREAS OF STEEP TERRAIN.

THE THREAT OF FLASH FLOODING ACROSS ST CROIX...ST THOMAS AND
ADJACENT ISLANDS...CULEBRA ..VIEQUES AN ALL OF PUERTO RICO IS
SIGNIFICANT. THE TREAT WILL THIS IS A SLOW MOVING SYSTEM WHICH HAS
THE POTENTIAL TO PRODUCE TORRENTIAL RAINFALL...SIMILAR TO HURRICANE
HORTENSE IN 1996...WHICH MAY RESULT IN LOCALIZED AREAS RECEIVING 15
TO 20 INCHES OR MORE.
