THE DIRECT CIRCULATION ASSOCIATED WITH TROPICAL STORM FRANCES IS NO
LONGER PRODUCING TROPICAL STORM FORCE WINDS IN NORTHEAST FLORIDA OR
SOUTHEAST GEORGIA. HOWEVER...THE INTERACTION OF THE TROPICAL STORM
WITH STRONG HIGH PRESSURE ALONG THE U.S. EAST COAST WILL CONTINUE
TO PRODUCE HIGH WINDS ACROSS THE AREA TODAY...ESPECIALLY IN THE
COASTAL AREAS.
WINDY CONDITIONS WILL CONTINUE IN THE INLAND AREAS OF NORTHEAST
FLORIDA AND SOUTHEAST GEORGIA CLOSER TO FRANCES...BUT SUSTAINED
WINDS ARE EXPECTED TO REMAIN BELOW TROPICAL STORM STRENGTH.
AT 11 AM EDT...1500Z...THE LARGE CIRCULATION CENTER OF TROPICAL
STORM FRANCES WAS LOCATED NEAR LATITUDE 29.5 NORTH...LONGITUDE
84.0 WEST OR ABOUT 60 MILES EAST-SOUTHEAST OF APALACHICOLA FLORIDA.
FRANCES IS MOVING TOWARD THE NORTHWEST NEAR 8 MPH. ON THIS
TRACK...THE CENTER OF FRANCES SHOULD MOVE OVER THE FLORIDA
PANHANDLE LATER TODAY.
MAXIMUM SUSTAINED WINDS ARE NEAR 65 MPH...WITH HIGHER GUSTS. ONLY A
SMALL INCREASE IN THE WINDS COULD BRING FRANCES TO HURRICANE STATUS
BEFORE LANDALL
...PRECAUTIONARY/PREPAREDNESS ACTIONS...
GUSTY WINDS WILL REMAIN HAZARDOUS FOR A GOOD PORTION OF THE DAY...
ESPECIALLY ALONG THE COASTS. INTERESTS IN THE AREA ARE ADVISED TO
CONTINUE TO HEED THE ADVICE OF LOCAL GOVERNMENT OFFICIALS AND
EMERGENCY MANAGEMENT AGENCIES. USE CAUTION IN STORM DAMAGED AREAS AND
ALWAYS TREAT DOWNED POWER-LINES AS IF THEY WERE LIVE. DO NOT USE
CANDLES IN POWER OUTAGE AREAS DUE TO THE HIGH RISK OF FIRE.
GENERATORS SHOULD BE WELL VENTILATED AND SHOULD NEVER BE RUN
INDOORS.
...STORM SURGE FLOOD AND STORM TIDE IMPACTS...
TIDES OF 2 FEET ABOVE NORMAL WILL CONTINUE THROUGH THE EARLY
AFTERNOON. AS WINDS BECOME MORE SOUTHERLY...THE TIDES WILL BEGIN TO
EASE. TIDAL FLOODING THIS MORNING WILL BE SIMILAR TO THAT EXPERIENCED
DURING A STRONG NORTHEASTER.

ALONG THE COAST...SUSTAINED WINDS WILL BE CONTINUE IN THE 30 TO 40
MPH RANGE WITH GUSTS TO 60 MPH THIS MORNING. WINDS SHOULD BEGIN
TO SLOWLY DECREASE ALONG THE ATLANTIC COAST THIS AFTERNOON.
FOR INLAND AREAS OF SOUTHEAST GEORGIA...SUSTAINED WINDS ARE EXPECTED
TO REMAIN BELOW TROPICAL STORM STRENGTH...BUT GUSTS IN THE 40 MPH
RANGE WILL REMAIN POSSIBLE THROUGH THE MORNING.
FOR INLAND NORTHEAST FLORIDA...SUSTAINED WINDS WILL BE IN THE 25
TO 35 MPH RANGE WITH GUSTS TO 45 MPH IN HEAVIER RAINBANDS. WINDS
SHOULD CONTINUE TO SLOWLY DECREASE TODAY.

A HIGH RISK OF RIP CURRENTS WILL CONTINUE TODAY. SMALL CRAFT SHOULD
REMAIN IN PORT AS WINDS AND SEAS WILL BE SLOW TO SUBSIDE. REPORTS OF
SIGNIFICANT BEACH EROSION ALONG AREA BEACHES HAVE BEEN RECEIVED.

THE NORTH FORK OF BLACK CREEK IS EXPECTED TO REACH FLOOD STAGE FROM
MONDAY AFTERNOON TO LATE WEDNESDAY NIGHT WITH MINOR FLOODING
EXPECTED AT THIS TIME.
DOPPLER RAINFALL ESTIMATES INDICATE BETWEEN 6 AND 10 INCHES OF RAIN
HAVE ALREADY FALLEN IN SOME PORTIONS OF FLAGLER...ST. JOHNS...PUTNAM
AND MARION COUNTIES. AMOUNTS OF 4 TO 8 INCHES ARE INDICATED FROM
DUVAL AND NASSAU COUNTIES NORTHWARD INTO EXTREME SOUTHEAST GEORGIA.
OTHER INLAND COUNTIES HAVE SEEN 3 TO 6 INCHES.
AS FRANCES PULLS AWAY FROM THE REGION AN ADDITIONAL 2 TO 4 INCHES OF
RAIN ARE POSSIBLE TODAY WITH UP TO 6 INCHES IN INTERIOR NORTH
FLORIDA CLOSER TO THE CENTER.
RIVER STAGES COULD APPROACH FLOOD STAGE ON THE ST. MARYS RIVER...AND
THE SANTA FE RIVER..
A FLOOD WATCH REMAINS IN EFFECT FOR THE AREA THROUGH TUESDAY MORNING.

CONDITIONS WILL REMAIN FAVORABLE FOR TORNADO DEVELOPMENT ACROSS
NORTHEAST FLORIDA AND SOUTHEAST GEORGIA THROUGHOUT THE DAY. A
TORNADO WATCH IS IN EFFECT FOR THE ENTIRE AREA UNTIL 2 PM EDT.
