AT 8 PM EDT...2100Z...THE CENTER OF HURRICANE FRANCES WAS LOCATED
NEAR LATITUDE 28.1 NORTH...LONGITUDE 82.3 WEST...OR ABOUT 15 MILES
EAST NORTHEAST OF TAMPA FLORIDA. FRANCES IS MOVING TO THE WEST
NORTHWEST NEAR 8 MPH. THIS MOTION IS EXPECTED TO CONTINUE FOR THE
NEXT 24 HOURS. FRANCES WILL MOVE INTO THE GULF OF MEXICO LATE
TONIGHT.
...CURRENT RADAR INFORMATION...
AT 9 PM THE CENTER OF FRANCES HAS APPEARED TO HAVE DRIFTED INTO PASCO
COUNTY. BANDS OF HEAVY RAIN CONTINUE TO AFFECT THE ENTIRE WEST
FLORIDA COASTLINE. THE HEAVIEST BANDS APPEAR TO BE MOVING ONSHORE
FROM THE GULF OF MEXICO SOUTH OF THE CENTER OF THE STORM ACROSS
PINELLAS HILLSBOROUGH AND MANATEE COUNTIES. THESE BANDS ARE WRAPPING
AROUND THE STORM INTO POLK COUNTY. MOVEMENT OF SHOWERS WITHIN THE
RAIN BANDS WERE APPROXIMATELY 40 MPH COUNTERCLOCKWISE AROUND THE
CENTER OF THE STORM.
...WIND INFORMATION...
THE STRONGEST WINDS WILL CONTINUE TO BE NEAR THE CENTER OF FRANCES
WITH OTHER STRONG WINDS ASSOCIATED WITH SPIRAL BANDS FEEDING INTO THE
STORM. IT APPEARS THAT OVER THE NEXT SEVERAL HOURS WINDS WILL BE
TROPICAL STORM FORCE AND HURRICANE FORCE WINDS ARE UNLIKELY EXCEPT IN
PERHAPS GUSTS IN THE STRONGEST SQUALLS MAINLY OVER WATER.
...STORM SURGE...
WELL SOUTH OF THE STORM WINDS HAVE BECOME SOUTHWESTERLY THIS EVENING.
AS THE WIND BECOMES ONSHORE WATER LEVELS OF 2 TO 4 FEET ABOVE NORMAL
ARE POSSIBLE ACROSS AREA. BEACH EROSION AND SPLASHOVER IS LIKELY.
FLOODING OF LOW LYING AREAS IS ALSO POSSIBLE. DURING THE LAST HOUR A
TIDE GAUGE IN FT MYERS WAS REPORTING TIDES OF ABOUT 2 AND A QUARTER
FEET ABOVE NORMAL. THIS SURGE CAN BE EXPECTED TO MOVE NORTHWARD
BEHIND THE MOVEMENT OF FRANCES. THE POTENTIAL FOR COASTAL FLOODING
WILL DEPEND ENTIRELY ON THE FUTURE TRACK AND INTENSITY OF FRANCES.
...FLOOD INFORMATION...
THE SLOW MOVEMENT OF FRANCES WILL PROLONG HEAVY RAINFALL OVER WEST
CENTRAL AND SOUTHWEST FLORIDA WITH RAINFALL AMOUNTS OF 6 TO 12
INCHES. LOCALLY HIGHER AMOUNTS WILL LIKELY OCCUR. MODERATE TO MAJOR
FLOODING MAY DEVELOP OVER MUCH OF WEST CENTRAL FLORIDA LATE TONIGHT
AND MONDAY...WITH MOST RIVERS AND STREAMS RISING OUT OF THEIR BANKS.
RESIDENTS LIVING ALONG STREAMS...CREEKS...AND RIVERS ACROSS THE
REGION SHOULD BE PREPARED FOR SIGNIFICANT FLOODING AND TAKE ACTIONS
TO PROTECT LIFE AND PROPERTY.
IN ADDITION...THE HEAVY RAIN WILL CAUSE FLOODING OF MANY URBAN LOW
LYING AREAS. SOME STREET AND INTERSECTION CLOSURES ARE LIKELY LATER
TONIGHT AND MONDAY WHERE THE HEAVIEST RAIN FALLS.
RAINFALL AMOUNTS IN THE PATH OF FRANCES ALONG THE EAST COAST HAVE
BEEN UP TO 13 INCHES WITH RAIN STILL FALLING. AREAS OF 4 TO 6 INCHES
OF RAIN HAVE OCCURRED OVER AREAS NORTH OF A SARASOTA TO LAKE PLACID
LINE EXCLUDING PINELLAS COUNTY. GENERALLY 1 TO 3 INCHES HAVE FALLEN
OVER PINELLAS COUNTY AND AREAS SOUTH OF SARASOTA. HEAVY RAIN
WILL CONTINUE THIS EVENING AS THE CENTER OF FRANCES CONTINUES TO MOVE
ACROSS THE AREA. ADDITIONAL TROPICAL MOISTURE WILL LIKELY FEED INTO
THE STORM FROM THE GULF OF MEXICO LATER TONIGHT AND MONDAY AS WINDS
BECOME SOUTHWEST. THIS WILL FAVOR THE DEVELOPMENT OF SHOWERS AND
THUNDERSTORMS THAT WILL TRAIN ACROSS THE AREA. AN ADDITIONAL 3 TO 5
INCHES OF RAIN WITH ISOLATED HIGHER AMOUNTS ARE POSSIBLE BEFORE THE
STORM FULLY EXITS THE REGION.

TROPICAL STORM FORCE WIND GUSTS ARE OCCURRING AS THE SPIRAL BANDS
MOVE OVER THE COASTAL WATERS. WINDS AND SEAS WILL INCREASE OVERNIGHT
AS FRANCES MOVES INTO THE GULF. SMALL CRAFT SHOULD REMAIN IN PORT.

ISOLATED TORNADOES WILL BE POSSIBLE WITHIN THE SPIRAL BANDS.
ANY TORNADOES THAT FORM WILL MOVE VERY QUICKLY AND BE SHORT LIVED.

ROAD STATUS.

IF TORNADO WARNINGS ARE ISSUED...PEOPLE SHOULD TAKE SHELTER IN A
SMALL ROOM ON THE LOWEST FLOOR SUCH AS A CLOSET OR BATHROOM. PUT AS
MANY WALLS BETWEEN YOU AND THE STORMS WINDS AS POSSIBLE. STAY AWAY
FROM WINDOWS. KEEP A BATTERY OPERATED NOAA WEATHER RADIO WITH YOU OR
AM FM RADIO TO RECEIVE UPDATES AND WARNINGS.
