AT 2 PM EDT...1800Z...THE CENTER OF HURRICANE FRANCES WAS LOCATED
BY RADAR NEAR LATITUDE 27.9 NORTH...LONGITUDE 81.7 WEST...OR ABOUT
55 MILES EAST OF TAMPA FLORIDA.
THE LARGE CIRCULATION OF FRANCES IS MOVING TOWARD THE WEST-NORTHWEST
NEAR 9 MPH. A CONTINUED WEST TO WEST-NORTHWESTWARD TRACK ACROSS
THE PENINSULA IS EXPECTED TODAY AND FRANCES SHOULD MOVE OVER THE
GULF OF MEXICO LATE TONIGHT OR MONDAY MORNING.
RADAR WIND VELOCITY DATA SUGGEST THAT MAXIMUM SUSTAINED WINDS HAVE
DECREASED TO 75 MPH...WITH HIGHER GUSTS. SOME ADDITIONAL WEAKENING
IS EXPECTED THIS AFTERNOON AS THE CORE OF FRANCES MOVES OVER LAND.
RAINBANDS CONTINUE TO MOVE ACROSS THE NORTH FLORIDA AREA
WITH SEVERAL REPORTS OF DAMAGE AND POSSIBLE TORNADO TOUCHDOWNS.
WINDS OF TROPICAL STORM FORCE ARE OCCURRING IN THE HEAVIER BANDS.
THE NATIONAL WEATHER SERVICE IN JACKSONVILLE RECENTLY REPORTED A
GUST TO 54 MPH.
RAINBANDS WILL CONTINUE MOVING ACROSS THE ENTIRE NORTHEAST FLORIDA
AREA THIS AFTERNOON...THROUGH THE NIGHT...AND INTO MONDAY.
...PRECAUTIONARY/PREPAREDNESS ACTIONS...
PREPARATIONS FOR TROPICAL STORM CONDITIONS IN THE WARNING AREAS
SHOULD HAVE BEEN COMPLETED. INTERESTS IN NORMALLY FLOOD PRONE AREAS
ARE URGED TO TAKE ACTIONS TO SECURE LIFE AND PROPERTY PRIOR THE ONSET
OF HEAVY RAINFALL. BEACHES WILL CONTINUE TO BE PARTICULARLY DANGEROUS
DUE TO THE COMBINATION OF HIGH TIDES...HEAVY SURF...AND HIGH WINDS.
...STORM SURGE FLOOD AND STORM TIDE IMPACTS...
TIDES OF 2 TO 3 FEET ABOVE NORMAL ARE EXPECTED TODAY. WHILE MOST OF
COASTAL NORTHEAST FLORIDA AND SOUTHEAST GEORGIA IS NOW PAST THE
DAYTIME HIGH TIDE TIME...SOME MINOR COASTAL FLOODING IS LIKELY TO
CONTINUE IN SPOTS THIS AFTERNOON.
...WIND IMPACTS...
IN THE HEAVIER RAINBANDS...WINDS ARE OCCASIONALLY GUSTING AS HIGH AS
50 TO 60 MPH ALONG THE COAST OF NORTHEAST FLORIDA...AND BETWEEN 35
AND 45 MPH IN THE REST OF THE COASTAL COUNTIES. FARTHER INLAND...
SUSTAINED WINDS OF 30 TO 40 MPH ARE BEING REPORTED WITH GUSTS OVER 50
MPH IN PUTNAM...MARION AND ALACHUA COUNTIES...AND THESE WILL SPREAD
OVER THE REMAINDER OF INTERIOR NORTHEAST FLORIDA AND EXTREME
SOUTHEAST GEORGIA DURING THE REMAINDER OF THE AFTERNOON.
...SEAS AND RIP CURRENTS...
WINDS OVER THE FLORIDA COASTAL WATERS WILL CONTINUE AT 50 TO 60 MPH
WITH GUSTS TO 70 MPH THROUGH MONDAY MORNING. SEAS WILL BE NEAR 20
FEET TODAY. SMALL CRAFT SHOULD STAY IN PORT. THE GEORGIA COASTAL
WATERS WILL SEE WINDS INCREASING TO 30 TO 40 MPH WITH HIGHER GUSTS.
LONG PERIOD SWELLS WILL CONTINUE TO AFFECT THE COAST THROUGH THE REST
OF THE HOLIDAY WEEKEND...CONTINUING A HIGH RISK OF RIP CURRENTS.

DEPENDING UPON THE SPEED OF MOVEMENT...SOME AREAS ALONG AND JUST TO
THE RIGHT OF THE PATH COULD SEE RAINFALL AMOUNTS OF 8 TO 12 INCHES...
WITH AMOUNTS TAPERING OFF FURTHER FROM THE TRACK. HEAVY RAINFALL
IS BEGINNING TO AFFECT PORTIONS OF NORTH FLORIDA AND SOUTHEAST
GEORGIA THIS AFTERNOON AND SHOULD CONTINUE THROUGH MONDAY.
BASED ON THE PREDICTED TRACK OF FRANCES THROUGH MONDAY...RAINFALL
TOTALS OVER EXTREME SOUTHEAST GEORGIA ARE EXPECTED TO BE AROUND 2 TO
4 INCHES WITH HIGHER AMOUNTS FURTHER WEST. HOWEVER...RAINFALL AMOUNTS
COULD BE CONSIDERABLY HIGHER IF THE STORM TRACK WERE TO BE SLOWER
OR FURTHER TO THE EAST.
IF THE PROJECTED RAINFALL MATERIALIZES...RIVER STAGES WILL APPROACH
FLOOD STAGE ON THE ST. MARYS RIVER...SANTA FE RIVER...AND THE NORTH
FORK OF BLACK CREEK. A FLOOD WATCH CONTINUES IN EFFECT.
...TORNADO IMPACTS...
POSSIBLE TORNADO TOUCHDOWNS HAVE ALREADY OCCURRED IN NORTH FLORIDA.
REMEMBER...A TORNADO WATCH MEANS CONDITIONS ARE FAVORABLE FOR
TORNADOES IN AND CLOSE TO THE WATCH AREA. PERSONS IN THESE AREAS
SHOULD BE ON THE LOOKOUT FOR THREATENING WEATHER CONDITIONS AND
