A TROPICAL STORM WARNING IS IN EFFECT FOR ALL OF THE KEYS. THIS
INCLUDES ALL THE SURROUNDING WATERS FROM KEY LARGO TO DRY TORTUGAS...
AND OUR GULF WATERS OFF SHORE MAINLAND MONROE.

A TROPICAL STORM WARNING MEANS THAT SUSTAINED WINDS OF 39 TO 73 MPH
ARE LIKELY IN THE WARNED AREA.

AT 1100 AM THE CENTER OF HURRICANE FRANCES WAS LOCATED NEAR LATITUDE
27.7 NORTH...LONGITUDE 81.2 WEST...ABOUT 25 MILES NORTHEAST OF
SEBRING FLORIDA...OR ABOUT 80 MILES EAST SOUTHEAST OF TAMPA. FRANCES
IS MOVING TOWARDS THE WEST NORTHWEST NEAR 9 MPH. MAXIMUM SUSTAINED
WINDS WERE NEAR 90 MPH...WITH HIGHER GUSTS. CENTRAL PRESSURE WAS
ESTIMATED AT 975 MB...OR 28.79 INCHES.

...PRECAUTIONARY/PREPAREDNESS ACTIONS...
MONROE COUNTY REMAINS ON A LOCAL STATE OF EMERGENCY AND COUNTY
EMERGENCY MANAGEMENT REMAINS ON PARTIAL ACTIVATION. ALTHOUGH KEY
WEST AND MARATHON AIRPORTS ARE OPEN...PASSENGERS SHOULD CHECK WITH
THEIR AIRLINES PRIOR TO GOING TO THE AIRPORT. GREYHOUND BUS LINES
HAVE SUSPENDED SERVICE DUE TO HIGH WINDS. TOLLS HAVE BEEN SUSPENDED
ON CARD SOUND ROAD.

...WIND IMPACTS...
TROPICAL STORM FORCE WINDS ARE CURRENTLY IMPACTING A GOOD PORTION OF
THE GULF...ATLANTIC...AND FLORIDA BAY WATERS. ALONG THE FLORIDA
REEF... SUSTAINED WINDS ARE BETWEEN 35 TO 45 MPH...WITH GUSTS NEAR
60 MPH OCCURRING IN SQUALLS. OVER THE ISLANDS...SUSTAINED WINDS
BETWEEN 20 AND 30 MPH ARE ACCOMPANIED BY TROPICAL STORM FORCE WIND
GUSTS. THESE WINDS WILL CONTINUE ACROSS THE ENTIRE MARINE DISTRICT
THROUGH THE THIS AFTERNOON.

SMALL CRAFT THROUGHOUT THE KEYS SHOULD REMAIN IN PORT. SEAS TO 15
FEET WILL EXIST BEYOND THE REEF...AND BAY WATERS WILL BE VERY ROUGH.

...STORM SURGE FLOOD AND STORM TIDE IMPACTS...
TIDE LEVELS IN THE MIDDLE AND UPPER KEYS REMAIN AT ABOUT ONE FOOT
ABOVE NORMAL AT THIS TIME. STRONG WEST AND SOUTHWEST WINDS WILL
CAUSE WATER LEVELS TO RISE AT THE CHOKE POINT REPRESENTED BY THE
OUTLET AT JEWFISH CREEK. LEVELS UP TO THREE FEET ABOVE NORMAL WILL
OCCUR HERE THIS MORNING AND CONTINUE THROUGH THIS AFTERNOON. WATER
LEVELS WILL GRADUALLY RECEDE TONIGHT.
