THIS STATEMENT IS SPECIFIC TO THE FLORIDA KEYS OF MONROE COUNTY.
...WATCHES AND WARNINGS...
A TROPICAL STORM WARNING IS IN EFFECT FOR ALL OF THE KEYS. THIS
INCLUDES ALL THE SURROUNDING WATERS FROM KEY LARGO TO DRY TORTUGAS...
AND OUR GULF WATERS OFF SHORE MAINLAND MONROE.
A TROPICAL STORM WARNING MEANS THAT SUSTAINED WINDS OF 39 TO 73 MPH
ARE LIKELY IN THE WARNED AREA.

AT 700 AM THE CENTER OF HURRICANE FRANCES WAS LOCATED NEAR LATITUDE
27.3 NORTH...LONGITUDE 80.7 WEST...IN THE VICINITY OF LAKE
OKEECHOBEE. THE AVERAGE MOVEMENT HAD BEEN TOWARD THE WEST NORTHWEST
AT 8 MPH. MAXIMUM SUSTAINED WINDS WERE NEAR 95 MPH...WITH HIGHER
GUSTS. CENTRAL PRESSURE WAS ESTIMATED AT 963 MB...OR 28.44 INCHES.
...PRECAUTIONARY/PREPAREDNESS ACTIONS...
COUNTY EMERGENCY MANAGEMENT REMAINS ON LEVEL TWO PARTIAL ACTIVATION.
KEY WEST AIRPORT HAS SUSPENDED COMMERCIAL DEPARTURES. GENERAL
AVIATION IS STILL OPERATING...AND MARATHON AIRPORT IS OPERATIONAL.
GREYHOUND BUS LINES HAVE SUSPENDED SERVICE DUE TO HIGH WINDS.
TOLLS HAVE BEEN SUSPENDED ON CARD SOUND ROAD.

PEAK WINDS TO 60 MILES AN HOUR HAVE BEEN MEASURED AT FOWEY ROCKS AND
MOLASSES REEF. GUSTS TO 50 MILES AN HOUR ARE OCCURRING AT SOMBRERO...
AND AT SAND KEY LIGHT OFF KEY WEST. GUSTS TO 40 OR 50 MILES AN HOUR
WILL OCCUR ON THE ISLANDS DURING SQUALLS.

SMALL CRAFT THROUGHOUT THE KEYS SHOULD REMAIN IN PORT. SEAS TO 15
FEET WILL EXIST BEYOND THE REEF...AND BAY WATERS WILL BE VERY ROUGH.
...STORM SURGE FLOOD AND STORM TIDE IMPACTS...
TIDE LEVELS IN THE MIDDLE AND UPPER KEYS ARE ABOUT ONE FOOT ABOVE
NORMAL AT THIS TIME.
STRONG WEST AND SOUTHWEST WINDS WILL CAUSE WATER LEVELS TO RISE AT
THE CHOKE POINT REPRESENTED BY THE OUTLET AT JEWFISH CREEK. LEVELS UP
TO THREE FEET ABOVE NORMAL WILL OCCUR HERE THIS MORNING. THIS WILL
CONTINUE UNTIL THE TIME OF HIGH TIDE...AFTER WHICH WATER LEVELS
GRADUALLY WILL RECEDE.
