BULLETIN - IMMEDIATE BROADCAST REQUESTED
HURRICANE LOCAL STATEMENT
NATIONAL WEATHER SERVICE MIAMI FL
930 PM EDT FRI AUG 13 2004

...HURRICANE WARNINGS CANCELLED FOR THE WEST FLORIDA COAST...
...INLAND HURRICANE WIND WARNINGS CANCELLED FOR HENDRY AND GLADES COUNTIES...
...FLOOD WATCH CANCELLED FOR ALL OF SOUTH FLORIDA...
...TORNADO WATCH CANCELLED FOR ALL OF SOUTH FLORIDA...
...TROPICAL STORM WARNING REMAINS IN EFFECT FOR LAKE OKEECHOBEE...

...AREAS AFFECTED...
THIS STATEMENT APPLIES TO PERSONS IN COLLIER, HENDRY, GLADES,
MAINLAND MONROE, PALM BEACH, BROWARD, AND MIAMI-DADE COUNTIES.

...STORM INFORMATION...
AT 9 PM EDT...THE CENTER OF HURRICANE CHARLEY WAS LOCATED NEAR
LATITUDE 28.4 NORTH...LONGITUDE 81.4 WEST OR ABOUT 15 MILES SOUTH
SOUTHWEST OF ORLANDO. CHARLEY IS MOVING TOWARD THE NORTH NORTHEAST
NEAR 25 MPH AND A GRADUAL INCREASE IN FORWARD SPEED IS EXPECTED
TONIGHT AND SATURDAY. MAXIMUM SUSTAINED WINDS HAVE DECREASED TO NEAR
90 MPH. FURTHER WEAKENING IS FORECAST DURING THE NEXT 24 HOURS.

...PRECAUTIONARY/PREPAREDNESS ACTIONS...
WIND GUSTS OVER LAND IN THE NAPLES AREA HAVE DECREASED BELOW HURRICANE
STRENGTH. EMERGENCY MANAGEMENT ADVISES COLLIER RESIDENTS TO USE
EXTREME CAUTION WHEN VENTURING OUTDOORS. THE COLLIER COUNTY
INFORMATION LINE FOR RUMOR CONTROL...DAMAGE REPORTS AND INFORMATION
IS 239.774.8444.

...STORM SURGE FLOOD AND STORM TIDE IMPACTS...
THE STORM TIDE ALONG THE GULF OF MEXICO COAST AND ITS TIDAL ESTUARIES
HAVE CONTINUED TO RECEDE.

THE WATER IN LAKE OKEECHOBEE WILL SLOSH BACK AND FORTH BETWEEN SHORES
FOR MUCH OF THE REMAINDER OF TONIGHT...RESULTING IN WATER LEVELS AS
MUCH AS 4 FEET HIGHER ALONG THESE SHORES. THE LAKE LEVEL THURSDAY
MORNING WAS ABOUT 12.6 FEET ABOVE MEAN SEA LEVEL...SO LAKE ELEVATIONS
ALONG THE NORTHWEST AND SOUTHEAST SHORES COULD REACH AS HIGH AS 17 FEET
TONIGHT. ALTHOUGH THE HOOVER DIKE EXTENDS ALMOST ALL THE WAY AROUND
LAKE OKEECHOBEE...BACKWATER MAY BE PUSHED WEST INTO THE FISHEATING
CREEK BASIN RESULTING IN SOME MINOR FLOODING ALONG THE MOUTH OF THE CREEK
PARTICULARLY TOWARDS SATURDAY.

...WIND IMPACTS...
AT 9 PM THE WINDS WERE GENERALLY BELOW 15 MPH ACROSS MUCH OF SOUTH FLORIDA.
THEREFORE...ALL INLAND HURRICANE WIND WARNINGS ARE DISCONTINUED AS THIS
TREND IS EXPECTED TO CONTINUE WITH CHARLEY MOVING AWAY FROM THE AREA.

...LOCAL MARINE IMPACTS...
AT LAKE OKEECHOBEE SUSTAINED WINDS WERE STILL BETWEEN 35 TO 40 MPH AT THE
NORTH END OF THE LAKE AND THEREFORE A TROPICAL STORM WARNING CONTINUES
IN EFFECT FOR THE LAKE. ACROSS THE SOUTHWEST AND SOUTHEAST FLORIDA COASTS...
OBSERVATIONS INDICATED SUSTAINED WINDS HAVE GENERALLY DECREASED TO 15 TO
20 KNOTS OR LESS. THEREFORE...THE HURRICANE WARNING HAS BEEN CANCELLED FOR THE
SOUTHWEST FLORIDA COAST. HOWEVER...SEAS WILL SUBSIDE GRADUALLY AND SHOULD BE
A WHILE BEFORE THEY SUBSIDE BELOW 7 FEET. THEREFORE...SMALL CRAFT ADVISORIES
ARE NOW IN PLACE ACROSS BOTH THE SOUTHWEST AND SOUTHEAST FLORIDA COASTS
MOSTLY FOR SEAS.

...LOCAL FLOOD IMPACTS...
AT 9 PM RADAR INDICATED THAT MOST OF THE RAIN ASSOCIATED WITH CHARLEY IS
NOW DEPARTING THE SOUTH FLORIDA AREA. FOR THE REMAINDER OF THE EVENING...
THERE IS ONLY A SLIGHT CHANCE OF SHOWERS AND THUNDERSTORMS ACROSS THE AREA
AND A CHANCE ACROSS THE LAKE OKEECHOBEE AREA. GIVEN THE TRENDS...THE FLOOD
WATCH HAS ALSO BEEN DISCONTINUED FOR ALL OF SOUTH FLORIDA.

...LOCAL TORNADO IMPACTS..
WITH CHARLEY DEPARTING THE AREA...THE THREAT OF TORNADO HAS NOW SUBSIDED.

...NEXT UPDATE...
THE NEXT REGULARLY SCHEDULED LOCAL STATEMENT CONCERNING HURRICANE
CHARLEY WILL BE ISSUED AROUND 11 PM EDT.
