**TROPICAL STORM WARNINGS AND WATCHES NOW IN EFFECT**

NEW INFORMATION
---------------

* CHANGES TO WATCHES AND WARNINGS:
    - A Tropical Storm Warning has been issued for Jefferson and West
      Cameron
    - A Tropical Storm Watch has been issued for East Cameron and
      Vermilion

* CURRENT WATCHES AND WARNINGS:
    - A Tropical Storm Warning is in effect for Jefferson and West
      Cameron
    - A Tropical Storm Watch is in effect for East Cameron and
      Vermilion

* STORM INFORMATION:
    - About 120 miles southwest of High Island TX or about 190 miles
      west-southwest of Cameron LA
    - 28.5N 96.0W
    - Storm Intensity 40 mph
    - Movement Southeast or 125 degrees at 5 mph

SITUATION OVERVIEW
------------------

As of 10 AM CDT, Tropical Storm Harvey is beginning to move off the
Central Texas coast and into the western Gulf of Mexico. The storm is
forecast to make a northward turn later today, eventually crossing the
upper Texas coastline Wednesday morning.

Areas of rain with embedded heavier showers and thunderstorms well
northeast of the center continue to develop and track northward across
much of the area, with an attendant risk of localized flash flooding.
Isolated tornadoes will also be possible.

Tropical storm force winds, mainly in the form of gusts, are expected
to spread across coastal Southeast Texas and Southwest Louisiana by
late Tuesday as the center nears the coast.

Tides have been running 1 to 3 feet above normal projected levels
around the times of high tide, and this trend will continue through
landfall.

POTENTIAL IMPACTS
-----------------

* FLOODING RAIN:
Prepare for life-threatening rainfall flooding having possible
devastating impacts across SOUTHEAST TEXAS AND SOUTHWEST LOUISIANA.
Potential impacts include:
    - Extreme rainfall flooding may prompt numerous evacuations and
      rescues.
    - Rivers and tributaries may overwhelmingly overflow their banks
      in many places with deep moving water. Small streams, creeks,
      canals, and ditches may become raging rivers. Flood control
      systems and barriers may become stressed.
    - Flood waters can enter numerous structures within multiple
      communities, some structures becoming uninhabitable or washed
      away. Numerous places where flood waters may cover escape
      routes. Streets and parking lots become rivers of raging water
      with underpasses submerged. Driving conditions become very
      dangerous. Numerous road and bridge closures with some weakened
      or washed out.

Prepare for life-threatening rainfall flooding having possible
limited to extensive impacts across SOUTH-CENTRAL LOUISIANA.

* WIND:
Prepare for hazardous wind having possible limited impacts across
SOUTHWEST LOUISIANA AND SOUTHEAST TEXAS. Potential impacts include:
    - Damage to porches, awnings, carports, sheds, and unanchored
      mobile homes. Unsecured lightweight objects blown about.
    - Many large tree limbs broken off. A few trees snapped or
      uprooted, but with greater numbers in places where trees are
      shallow rooted. Some fences and roadway signs blown over.
    - A few roads impassable from debris, particularly within urban
      or heavily wooded places. Hazardous driving conditions on
      bridges and other elevated roadways.
    - Scattered power and communications outages.

* TORNADOES:
Prepare for a tornado event having possible limited impacts across
SOUTHWEST LOUISIANA AND SOUTHEAST TEXAS. Potential impacts include:
    - The occurrence of isolated tornadoes can hinder the execution
      of emergency plans during tropical events.
    - A few places may experience tornado damage, along with power
      and communications disruptions.
    - Locations could realize roofs peeled off buildings, chimneys
      toppled, mobile homes pushed off foundations or overturned,
      large tree tops and branches snapped off, shallow-rooted trees
      knocked over, moving vehicles blown off roads, and small boats
      pulled from moorings.

* SURGE:
Prepare for locally hazardous surge having possible limited impacts
across coastal SOUTHEAST TEXAS AND SOUTHWEST LOUISIANA. Potential impacts
in this area include:
    - Localized inundation with storm surge flooding mainly along
      immediate shorelines and in low-lying spots, or in areas
      farther inland along rivers and bayous that drain into the Gulf.
    - Sections of roads and parking lots near bodies of water may
      become overspread with surge water. Driving conditions
      dangerous in places where surge water covers the road.
    - Moderate beach erosion. Heavy surf also breaching dunes, mainly
      in usually vulnerable locations. Strong rip currents.
    - Minor to locally moderate damage to marinas, docks, and piers.
      A few small craft broken away from moorings.

Elsewhere across SOUTHWEST LOUISIANA AND SOUTHEAST TEXAS, little to
no impact is anticipated.

PRECAUTIONARY/PREPAREDNESS ACTIONS
----------------------------------

* EVACUATIONS:
If evacuating away from the area or relocating to a nearby shelter,
leave early before weather conditions become hazardous.

* OTHER PREPAREDNESS INFORMATION:
If you live in a place particularly vulnerable to flooding, such as
near the ocean or a large inland lake, in a low lying or poor
drainage area, in a valley or canyon, or near an already swollen
river, plan to move to safe shelter on higher ground

Always heed the advice of local officials and comply with any orders
that are issued. Do not needlessly jeopardize your life or the lives
of others.

Closely monitor NOAA Weather Radio or other local news outlets for
official storm information. Listen for possible changes to the
forecast.
