COAST BY THIS AFTERNOON**

* CURRENT WATCHES AND WARNINGS:
    - A TROPICAL STORM WARNING REMAINS IN EFFECT FOR
      CARTERET...ONSLOW...OUTER BANKS DARE AND OUTER BANKS HYDE

* STORM INFORMATION:
    - ABOUT 310 MILES SOUTHWEST OF MOREHEAD CITY NC
    - 31.6N 80.6W
    - STORM INTENSITY 50 MPH
    - MOVEMENT NORTHEAST OR 50 DEGREES AT 31 MPH

SITUATION OVERVIEW
------------------

TROPICAL STORM COLIN...LOCATED OFF THE GA COAST...IS EXPECTED TO
LIFT NORTHEAST WITH AN INCREASE IN FORWARD SPEED THIS MORNING. THE
STORM WILL MOVE QUICKLY NORTHEASTWARD OFFSHORE OF THE NORTH CAROLINA
COAST THROUGH THIS MORNING AND EXIT OFF OF CAPE HATTERAS BY THIS
AFTERNOON.

THE PRIMARY IMPACT WILL BE VERY HEAVY RAIN AND THE THREAT FOR
LOCALIZED FLASH FLOODING...ESPECIALLY ALONG THE COAST THROUGH THIS
MORNING. A FLASH FLOOD WATCH IS IN EFFECT FOR ALL AREAS THROUGH
EARLY TUESDAY AFTERNOON. RAINFALL AMOUNTS OF 3 TO 5 INCHES ARE
EXPECTED WITH LOCALLY HIGHER AMOUNTS OF UP TO 7 INCHES
POSSIBLE...MAINLY FOR THE COASTAL COUNTIES. SOME AREAS OF THE
CRYSTAL COAST HAVE ALREADY RECEIVED 2 TO 3 INCHES OF RAIN. WITH
THE GROUND ALREADY WET...ESPECIALLY FOR THE OUTER BANKS...FLOODING
COULD DEVELOP QUICKLY.

TROPICAL STORM FORCE WINDS WILL BE POSSIBLE ALONG THE COAST...MAINLY
FROM CAPE LOOKOUT TO THE OUTER BANKS. THESE WINDS COULD LEAD TO SOME
DOWNED TREES DUE TO THE SATURATED GROUND.

MINOR STORM SURGE FLOODING IS POSSIBLE WITH WATER LEVELS 1 TO 2 FEET
ABOVE GROUND LEVEL. THIS WOULD MAINLY BE OVER THE AREAS ADJACENT TO
THE SOUTHERN PAMLICO SOUND AND BEACHES NORTH OF CAPE LOOKOUT.

POTENTIAL IMPACTS

* FLOODING RAIN:
PROTECT AGAINST DANGEROUS RAINFALL FLOODING HAVING POSSIBLE
SIGNIFICANT IMPACTS ACROSS COASTAL EASTERN NORTH CAROLINA. POTENTIAL
IMPACTS INCLUDE:
    - MODERATE RAINFALL FLOODING MAY PROMPT SEVERAL EVACUATIONS AND
      RESCUES.
    - RIVERS AND TRIBUTARIES MAY QUICKLY BECOME SWOLLEN WITH SWIFTER
      CURRENTS AND OVERSPILL THEIR BANKS IN A FEW PLACES, ESPECIALLY
      IN USUALLY VULNERABLE SPOTS. SMALL STREAMS, CREEKS, CANALS, AND
      DITCHES OVERFLOW.
    - FLOOD WATERS CAN ENTER SOME STRUCTURES OR WEAKEN FOUNDATIONS.
      SEVERAL PLACES MAY EXPERIENCE EXPANDED AREAS OF RAPID
      INUNDATION AT UNDERPASSES, LOW-LYING SPOTS, AND POOR DRAINAGE
      AREAS. SOME STREETS AND PARKING LOTS TAKE ON MOVING WATER AS
      STORM DRAINS AND RETENTION PONDS OVERFLOW. DRIVING CONDITIONS
      BECOME HAZARDOUS. SOME ROAD AND BRIDGE CLOSURES.

PROTECT AGAINST LOCALLY HAZARDOUS RAINFALL FLOODING HAVING POSSIBLE
LIMITED IMPACTS ACROSS INLAND SECTIONS OF EASTERN NORTH CAROLINA.

* WIND: PROTECT AGAINST HAZARDOUS WIND HAVING POSSIBLE LIMITED
  IMPACTS ACROSS EASTERN NORTH CAROLINA. POTENTIAL IMPACTS
  INCLUDE:
  - UNSECURED LIGHTWEIGHT OBJECTS BLOWN ABOUT.
  - A FEW TREE LIMBS BROKEN OFF. A FEW TREES SNAPPED OR
    UPROOTED, BUT WITH GREATER NUMBERS IN PLACES WHERE TREES ARE
    SHALLOW ROOTED. SOME FENCES BLOWN OVER.
  - HAZARDOUS DRIVING CONDITIONS ON BRIDGES AND OTHER
    ELEVATED ROADWAYS.
  - A FEW POWER AND COMMUNICATIONS OUTAGES.

* WIND:
PROTECT AGAINST HAZARDOUS WIND HAVING POSSIBLE LIMITED IMPACTS ACROSS
EASTERN NORTH CAROLINA. POTENTIAL IMPACTS INCLUDE:
    - DAMAGE TO PORCHES, AWNINGS, CARPORTS, SHEDS, AND UNANCHORED
      MOBILE HOMES. UNSECURED LIGHTWEIGHT OBJECTS BLOWN ABOUT.
    - MANY LARGE TREE LIMBS BROKEN OFF. A FEW TREES SNAPPED OR
      UPROOTED, BUT WITH GREATER NUMBERS IN PLACES WHERE TREES ARE
      SHALLOW ROOTED. SOME FENCES AND ROADWAY SIGNS BLOWN OVER.
    - A FEW ROADS IMPASSABLE FROM DEBRIS, PARTICULARLY WITHIN URBAN
      OR HEAVILY WOODED PLACES. HAZARDOUS DRIVING CONDITIONS ON
      BRIDGES AND OTHER ELEVATED ROADWAYS.
    - SCATTERED POWER AND COMMUNICATIONS OUTAGES.

NOW IS THE TIME TO BRING TO COMPLETION ALL PREPARATIONS TO PROTECT
LIFE AND PROPERTY IN ACCORDANCE WITH YOUR EMERGENCY PLAN.

OUTSIDE PREPARATIONS SHOULD BE WRAPPED UP AS SOON AS POSSIBLE BEFORE
WEATHER CONDITIONS COMPLETELY DETERIORATE. ANY REMAINING EVACUATIONS
AND RELOCATIONS SHOULD BE EXPEDITED BEFORE THE ONSET OF TROPICAL
STORM FORCE WIND.
