THIS LOCAL STATEMENT PROVIDES INFORMATION AND RECOMMENDED ACTIONS
FOR PEOPLE IN GUAM...ROTA...TINIAN AND SAIPAN AS WELL AS
SURROUNDING WATERS.

.WATCHES/WARNINGS...
A TYPHOON WARNING REMAINS IN EFFECT FOR GUAM...ROTA...TINIAN AND
SAIPAN. TYPHOON CONDITIONS...INCLUDING WINDS OF 74 MPH OR MORE...
WILL CONTINUE UNTIL LATE TONIGHT. DAMAGING WINDS OF 39 MPH OR
MORE WILL CONTINUE UNTIL SUNRISE.

A FLASH FLOOD WARNING IS IN EFFECT FOR ROTA.

.STORM INFORMATION...
AT 644 PM CHST...THE CENTER OF TYPHOON DOLPHIN WAS LOCATED BY
RADAR NEAR LATITUDE 13.8 NORTH AND LONGITUDE 145.2 EAST. THIS IS
ABOUT 95 MILES SOUTH-SOUTHWEST OF TINIAN AND SAIPAN...20 MILES
SOUTH OF ROTA...AND 30 MILES NORTHEAST OF GUAM. DOLPHIN WAS
MOVING TOWARD THE NORTHWEST AT 10 MPH WITH MAXIMUM SUSTAINED
WINDS OF 110 MPH.

.SITUATION OVERVIEW...
LATEST RADAR IMAGERY SHOWS TYPHOON DOLPHIN VEERING MORE TO THE
NORTHWEST AFTER PASSING ALMOST EXACTLY BETWEEN GUAM AND ROTA.
SEAS HAVE REACHED NEARLY 22 FEET AT THE IPAN BUOY JUST EAST OF
GUAM. THE HIGHEST SEAS WERE LIKELY BLOCKED BY THE LANDMASS OF
GUAM. WINDS AND SEAS WILL GRADUALLY DECREASE TONIGHT AS DOLPHIN
SLOWLY MOVES AWAY FROM THE MARIANAS. LATEST GUAM OBSERVATIONS
SHOW RAPIDLY-RISING PRESSURES INDICATING THE EYE IS MOVING AWAY
FROM THE ISLAND.

35 TO 50 MPH AROUND MIDNIGHT. WINDS WILL FALL BELOW TROPICAL STORM
FORCE AROUND SUNRISE. WINDS COULD VARY IF DOLPHIN CONTINUES TO
WOBBLE IN ITS MOTION.

SEAS OF 20 FEET OR HIGHER ARE EXPECTED THROUGH THE REST OF TONIGHT.
THIS WILL PRODUCE DANGEROUS SURF OF 20 TO 25 FEET ALONG NORTH AND
WEST FACING SHORES TONIGHT. COASTAL INUNDATION OF 2 TO 3 FEET IS
LIKELY UNTIL HIGH TIDE SATURDAY MORNING AROUND 530 AM.

ADDITIONAL RAINFALL OF 1 TO 3 INCHES IS EXPECTED THROUGH
