...ARTHUR CONTINUES TO PULL OFFSHORE OF THE OUTER BANKS...

.NEW INFORMATION...
HAVE DROPPED THE HURRICANE WARNING FOR SEVERAL COUNTIES ACROSS
EASTERN NORTH CAROLINA. THE OUTER BANKS AND COUNTIES ADJACENT TO
THE ALBEMARLE SOUND WILL REMAIN IN THE WARNING FOR THE NEXT FEW
HOURS. HAVE ALSO DROPPED THE HURRICANE WARNING FOR THE PAMLICO
SOUND AND ADJACENT RIVERS AS WELL AS THE COASTAL WATERS SOUTH OF
OCRACOKE INLET.

THIS LOCAL STATEMENT PROVIDES IMPORTANT INFORMATION AND
RECOMMENDED ACTIONS FOR PEOPLE AND MARINE INTERESTS IN SELECT
LOCATIONS AND COASTAL WATERS OF EASTERN NORTH CAROLINA AND
ADJACENT COASTAL WATERS.

PORTIONS OF ATLANTIC COASTAL WATERS INCLUDING ALBEMARLE SOUND AND
ALLIGATOR RIVER.

A TROPICAL STORM WARNING CONTINUES FOR THE FOLLOWING LOCATIONS...

FOR MARINE INTERESTS...A TROPICAL STORM WARNING IS IN EFFECT FOR

AT 7 AM EDT...THE CENTER OF HURRICANE ARTHUR WAS LOCATED NEAR
LATITUDE 36.5N...LONGITUDE 74.7W. THIS WAS ABOUT 100 MILES
NORTH-NORTHEAST OF BUXTON NC...OR ABOUT 170 MILES NORTHEAST OF
MOREHEAD CITY NC. STORM MOTION WAS NE OR 40 DEGREES AT 23 MPH.
STORM INTENSITY WAS 100 MPH.

.SITUATION OVERVIEW...
HURRICANE ARTHUR WILL CONTINUE TO PULL EAST OF THE NORTHERN OUTER
BANKS WITH GRADUALLY IMPROVING CONDITIONS THIS MORNING.

THE WIND THREAT WILL CONTINUE TO GRADUALLY DIMINISH FROM SOUTHWEST
TO NORTHEAST AS ARTHUR LIFTS ACROSS THE AREA WITH THE GREATEST
THREAT REMAINING EAST OF A COLUMBIA TO OCRACOKE LINE. DAMAGE TO
UN-ANCHORED MOBILE HOMES...PORCHES...CARPORTS...AND AWNINGS ALONG
WITH SOME DAMAGE TO SHINGLES AND SIDING CONTINUE TO BE A THREAT.
EXPECT LARGE BRANCHES BROKEN OFF TREES...WITH SEVERAL SHALLOW-
ROOTED AND DISEASED TREES BLOWN DOWN LEADING TO SCATTERED POWER
OUTAGE. UNSECURED LIGHT-WEIGHT OBJECTS WILL BE EASILY BLOWN
AROUND AND WILL BECOME DANGEROUS PROJECTILES. DANGEROUS DRIVING
CONDITIONS WILL OCCUR ON BRIDGES AND OTHER ELEVATED ROADWAYS...
ESPECIALLY FOR HIGH PROFILE VEHICLES. A FEW ROADS WILL REMAIN
IMPASSABLE DUE TO LARGE DEBRIS.

MODERATE TO HIGH WATER LEVEL RISES OF 3 TO 5 FEET...LOCALLY UP TO
6 FEET...ABOVE GROUND LEVEL CAN BE EXPECTED FOR AREAS ADJACENT TO
THE SOUNDS AND ALONG THE OCEANFRONT BEACHES. SIGNIFICANT WAVE
ACTION WILL ALSO PRODUCE INCREASED WATER LEVELS LEADING TO
OVERWASH ESPECIALLY ALONG VULNERABLE AREAS OF THE SOUND SIDE OUTER
BANKS AND ALONG THE EASTERN PORTIONS OF THE PAMLICO SOUND.

FOR THOSE UNDER A WARNING...YOU SHOULD REMAIN IN YOUR SAFE

WINDOWS. DO NOT VENTURE OUTSIDE WHEN HIGH WINDS ARE OCCURRING OR
DURING TEMPORARY LULLS AS FLYING DEBRIS CAN EASILY...AND SUDDENLY
CAUSE SERIOUS INJURY.

ARTHUR PULLING AWAY FROM THE AREA. HOWEVER...THERE REMAINS A
THREAT FOR COMBINED STORM SURGE AND ASTRONOMICAL TIDE WATERS UP TO
6 FEET ABOVE MEAN SEA LEVEL RESULTING IN FLOOD INUNDATION OF 3 TO
5 FEET WITH LOCAL AMOUNTS OF 6 FEET ABOVE GROUND SOMEWHERE WITHIN
THE SURGE ZONE. THE LOCATIONS MOST LIKELY TO REALIZE THE GREATEST
FLOODING WILL CONTINUE TO AFFECT THE SOUND SIDE OF THE OUTER BANKS
THIS MORNING AS ARTHUR LIFTS TO THE NORTHEAST.

THERE WILL BE ROUGH SURF WITH BREAKING WAVES IN EXCESS OF 15 FEET
PRODUCING SIGNIFICANT DUNE EROSION...OCEAN OVERWASH AND DANGEROUS
