This local statement provides recommended actions for people in Guam
and the Northern Marianas.
.Watches/Warnings...
A Typhoon Warning continues for Rota, Tinian, and Saipan.
A Tropical storm warning and a Typhoon Watch continue for Guam.
A Flood Watch is in effect for all of Guam and the Northern Marianas.
Please listen closely for any Flood Warnings that might be in effect
for your area.
.STORM INFORMATION...
At 8 AM ChST...the center of Tropical Storm Bolaven (15W) was located
near LATITUDE 13.6N...LONGITUDE 146.8E...or about 110 miles
east-southeast of Rota, about 125 miles southeast of Tinian and
Saipan, and about 135 miles east of Guam radar. Storm motion was
northwest at 18 mph. Storm intensity was 70 mph.
.SITUATION OVERVIEW...
Tropical Storm Bolaven will pass through the Marianas this afternoon.
Once damaging winds begin, they will likely continue into early
Wednesday morning, peaking this afternoon. Rain-water flooding and
coastal inundation will also be a significant threat. The latest
forecast track continues to highlight the strongest wind threat to be
across Rota, Tinian and Saipan.
.PRECAUTIONARY/PREPAREDNESS ACTIONS...
PRECAUTIONARY/PREPAREDNESS ACTIONS...
Rush to completion all preparations for the protection of life and
property. Evacuate if directed to do so by local officials...or if
your home is vulnerable to high winds or flooding. Within the next
few hours conditions will deteriorate rapidly.
For interests at ports...docks...and marinas...complete
preparations according to your emergency operations plan for tropical
cyclones. If you live on a boat...make final preparations for
securing your craft before leaving it.
Small craft should remain in port and well secured.
Closely monitor NOAA weather radio or other local news outlets
for official storm information. Listen for possible changes to
the forecast.

Make the final preparations to protect life and property. Rush to
completion the hardening of your home or business by closing shutters
and bracing garage doors.
If evacuating, leave as soon as possible. Guard against being
stuck out on roadways when dangerous winds and heavy rains
arrive. Again, do not stay in a corrugated roof home.
Remember, pets are not allowed in most official shelters, so
check ahead with your intended shelter.
If staying in a home, turn the refrigerator to maximum cold and
keep it closed. Turn off propane tanks and unplug small
appliances. Fill the bathtub with water in case the tap water
becomes unavailable after the storm. This is for cleaning and
flushing purposes. Do not drink it.

Tropical storm force winds are expected this afternoon and tonight,
and typhoon force winds are possible. This is a steady trend since
the last local statement.
...Winds...
As Tropical Storm Bolaven (15W) approaches, sustained tropical
storm force winds are expected to begin later this morning. Maximum
winds are forecast to be in the 55 to 75 mph range with gusts to 90
mph. Poorly-anchored homes with corrugated roofs may be destroyed,
along with those of old or poor construction. Some homes of frame
construction could sustain partial wall and roof failure, and
possibly blown-out windows. Loose outdoor items will become
projectiles, causing additional damage and possible injury. Many
areas will experience power outages with some downed power poles.
Numerous large branches of healthy trees will snap. Some trees will
be uprooted, especially where the ground is saturated.
...Coastal inundation and surf information...
Inundation of up to 8 feet is possible as Bolaven passes nearby,
especially during high tide around 6 PM this evening. Hazardous surf
conditions will become dangerous as surf exceeds 15 ft along windward
shores this afternoon. Dangerous surf will likely continue through
Wednesday night. The highest surf conditions are expected to begin
along east, north, and south facing reefs today as Bolaven passes.

A Flood Watch is in effect for the entire area. See latest
forecast for latest information. Listen for possible flood
warnings for your location and be ready to act if flooding rains
occur.

Stay calm and keep informed. If your home is vulnerable to high
winds, or you live in a surge zone or any location prone to flooding,
evacuate to a designated shelter or ride out the storm in the sturdy
home of family or friends outside of evacuation zones.
Items to bring to a shelter include a first aid kit, medicines
and prescriptions, baby food and diapers, games and books,
toiletries, a battery powered radio, a cell phone, flashlights
with extra batteries, a blanket or sleeping bag for each person,
personal identification, copies of key papers such as insurance
policies, available cash and credit cards. Remember, pets are not
allowed in most public shelters, so check ahead with your
intended shelter.
Regarding your home or business, cover all windows and doors with
shutters or plywood. Move patio furniture and other loose objects
indoors. Brace all exterior doors, including garage doors. Do
this as early as possible. Stay in shelter once it's complete.

As Bolaven moves closer, winds will increase, first coming from the
north to northwest today, then shifting to west to southwest as
Bolaven passes to the north tonight. The latest forecast is for
tropical storm force winds from late this afternoon to late this
evening, peaking at 30 to 45 mph, gusting to 60 mph.
...Coastal inundation and surf information...
Inundation of up to 4 feet is possible as Bolaven passes nearby,
especially during high tide around 6 PM this evening. Hazardous
surf conditions are expected beginning today and continuing
through at least Thursday. The highest surf conditions are
expected to begin along north and east, and possibly south facing
reefs today as Bolaven nears. Surf will increase and likely become
dangerous, exceeding 15 ft, for north and west facing reefs tonight
and Wednesday as Bolaven passes to the northwest of the Marianas.
...Inland flooding...
A Flood Watch is in effect for the entire area. See latest
forecast for latest information. Listen for possible flood
warnings for your location...and be ready to act if flooding
rains occur. Soils are already wet from previous rainfall, so it
won't take much to cause flooding.

As Tropical Storm Bolaven moves closer, the threat for sustained
damaging winds could increase. The latest forecast is for the
possibility of tropical storm force winds from early Wednesday
morning, especially if Bolaven tracks more north of the current
forecast track.

Inundation is likely to be minimal at this time, however conditions
could change.
