**Deteriorating conditions across South Florida as Elsa moves north
in Southeast Gulf of Mexico**

* CHANGES TO WATCHES AND WARNINGS:
    - None

* CURRENT WATCHES AND WARNINGS:
    - A Tropical Storm Warning is in effect for Coastal Collier and
      Mainland Monroe

* STORM INFORMATION:
    - About 110 miles southwest of Naples FL
    - 24.9N 82.8W
    - Storm Intensity 60 mph
    - Movement North-northwest or 340 degrees at 10 mph

SITUATION OVERVIEW
------------------

 Tropical Storm Elsa is moving north, just west of the Lower Florida
Keys in the southeastern Gulf of Mexico. Elsa is forecast to continue
moving generally northward west of the Gulf Coast of South Florida
throughout the day today.

* Outer rainbands associated with Elsa are impacting South Florida
  this morning and will continue through early Wednesday morning.
* Greatest concern will be potential for heavy rain and flooding through
  tonight. Greatest risk is across the southwest Florida coast. A
  flood watch is in effect for Collier county.
* A secondary concern if the potential for a few to several tornadoes and
  waterspouts through this evening.
* The greatest risk for sustained tropical storm force winds and surge impacts
  will be along the immediate Southwest Florida coast into early to
  late Wednesday respectively. Impacts are expected to be limited.
* For the remainder of South Florida, brief gusts to Tropical Storm
  force in intermittent rain bands and squalls this afternoon and
  evening.
* Residents and visitors are urged to remain in shelter until tropical
  storm conditions subside later tonight into early Wednesday morning
  for those in warned areas.

POTENTIAL IMPACTS
-----------------

* FLOODING RAIN:
Potential impacts from the flooding rain are still unfolding across
Southwest Florida. Remain well guarded against
life-threatening flood waters having possible additional
extensive impacts. If realized, these impacts include:
    - Major rainfall flooding may prompt many evacuations and rescues.
    - Ditches and canals may rapidly overflow their banks in multiple
      places. Flood control systems and barriers may become stressed.
    - Flood waters can enter many structures within multiple
      communities, some structures becoming uninhabitable or washed
      away. Many places where flood waters may cover escape routes.
      Streets, parking lots and underpasses become submerged. Driving
      conditions become dangerous. Many road and bridge closures with
      some weakened or washed out.

Potential impacts from the flooding rain are still possible across
interior and southeast Florida.

* TORNADOES:
Potential impacts from tornadoes are still unfolding across Southwest
and interior South Florida. This area has the greatest risk of
tornadoes Remain well braced against a tornado event having possible
significant impacts. If realized, these impacts include:
    - The occurrence of scattered tornadoes can hinder the execution
      of emergency plans during tropical events.
    - Locations could realize roofs torn off frame houses, mobile
      homes demolished, boxcars overturned, large trees snapped or
      uprooted, vehicles tumbled, and small boats tossed about.
      Dangerous projectiles can add to the toll.

Potential impacts from tornadoes are still unfolding across southeast Florida.
Remain well braced against a tornado event having possible limited
impacts.

* WIND:
Potential impacts from the main wind event are now unfolding across
coastal southwest Florida. Remain well sheltered from hazardous
wind having possible limited impacts. If realized,
these impacts include:
    - Damage to porches, awnings, carports, sheds, and unanchored
      mobile homes. Unsecured lightweight objects blown about.
    - Many large tree limbs broken off. A few trees snapped or
      uprooted, but with greater numbers in places where trees are
      shallow rooted. Some fences and roadway signs blown over.
    - A few roads impassable from debris, particularly within urban
      or heavily wooded places. Hazardous driving conditions on
      bridges and other elevated roadways.
    - Scattered power and communications outages.

Elsewhere across South Florida, little to no impact is anticipated.

* SURGE:
Potential impacts from the main surge event are now unfolding across
coastal Collier and mainland Monroe. Remain well away from locally hazardous
surge having possible limited impacts. If
realized, these impacts include:
    - Localized inundation with storm surge flooding mainly along
      immediate shorelines and in low-lying spots, or in areas
      farther inland near where higher surge waters move ashore.
    - Sections of near-shore roads and parking lots become overspread
      with surge water. Driving conditions dangerous in places where
      surge water covers the road.
    - Moderate beach erosion. Heavy surf also breaching dunes, mainly
      in usually vulnerable locations. Strong rip currents.
    - Minor to locally moderate damage to marinas, docks, boardwalks,
      and piers. A few small craft broken away from moorings.

Elsewhere across South Florida, little to no impact is anticipated.

PRECAUTIONARY/PREPAREDNESS ACTIONS
----------------------------------

* OTHER PREPAREDNESS INFORMATION:
 Now is the time to stay inside and away from windows. Listen for
updates and be ready in case you lose electrical power. Keep a
battery-powered radio, charged cell phone and flashlight handy.

If you are prone to flooding or in an area under a storm surge watch
or warning, be prepared for the possibility of a quick and dramatic
rise in water levels.

If a tornado warning is issued for your area, quickly move to the
safest place within your shelter. Protect your head and body.
