- A Tropical Storm Warning is in effect for Central Interior,
Culebra, Eastern Interior, Mayaguez and Vicinity, North
Central, Northeast, Northwest, Ponce and Vicinity, San Juan and
Vicinity, Southeast, Southwest, St Croix, St.Thomas...St.
John...and Adjacent Islands, Vieques, and Western Interior
* STORM INFORMATION:
- About 190 miles south-southwest of San Juan PR or about 170
miles south of Mayaguez PR
- 15.8N 67.0W
- Storm Intensity 50 mph
- Movement West-northwest or 285 degrees at 20 mph
SITUATION OVERVIEW
------------------
A Tropical Storm Warning remains in effect for Puerto Rico and the
U.S. Virgin Islands. A circulation has been found, therefore
Potential Tropical Cyclone 9 is now Tropical Storm Isaias. Doppler
radar and recent surface observations indicate torrential rainfall
and gusty conditions spreading across the Atlantic waters and
eastern Puerto Rico. Latest lightning information shows
thunderstorms south of the area only. Rainfall accumulations totals
of 1.5-2.5 inches have been observed in the last 24 hours, resulting
in a gradual saturation of the soils. Increasing shower and
thunderstorm activity and additional rounds of heavy rains will
contribute to a greater potential for life threatening flash
flooding and mudslides, as well as localized river flooding, mainly
across mainland Puerto Rico tonight into Thursday morning. Hazardous
marine and coastal conditions will continue as the system streams
west-northwestward across the eastern Caribbean and south of the
local islands tonight. These conditions are forecast to persist
through at least Thursday night.
POTENTIAL IMPACTS

* FLOODING RAIN:
Protect against life-threatening rainfall flooding having possible
extensive impacts across Puerto Rico and the US Virgin Islands.
Potential impacts include:
- Major rainfall flooding may prompt some evacuations and rescues.
- Rivers and tributaries may rapidly overflow their banks in
eastern Puerto Rico. Small streams, creeks, canals, arroyos, and
ditches may become dangerous rivers. In mountain areas,
destructive runoff may run quickly down valleys while increasing
susceptibility to rockslides and mudslides. Flood control systems
and barriers may become stressed.
- Many places where flood waters may cover escape routes. Streets
and parking lots become rivers of moving water with underpasses
submerged. Driving conditions become dangerous. Many road and
bridge closures with some weakened or washed out.
* WIND:
Protect against hazardous wind having possible limited impacts across
Puerto Rico and the US Virgin Islands. Potential impacts include:
- Damage to porches, awnings, carports, sheds, and unanchored
mobile homes. Unsecured lightweight objects blown about.
- Many large tree limbs broken off. A few trees snapped or
uprooted, but with greater numbers in places where trees are
shallow rooted. Some fences and roadway signs blown over.
- A few roads impassable from debris, particularly within urban
or heavily wooded places. Hazardous driving conditions on
bridges and other elevated roadways.
- Scattered power and communications outages.
* SURGE:
Little to no impacts are anticipated at this time across Puerto Rico
and the US Virgin Islands.
* TORNADOES:
Little to no impacts are anticipated at this time across Puerto Rico
and the US Virgin Islands.

Do not return to evacuated areas until hazardous winds diminish and
flood waters abate.
