**HURRICANE DOUGLAS A LITTLE STRONGER AS IT PULLS AWAY FROM OAHU AND
SKIRTS NORTH OF KAUAI**

* CHANGES TO WATCHES AND WARNINGS:
- The Hurricane Warning has been cancelled for Central Oahu, Oahu
Koolau, Oahu North Shore, Oahu South Shore, Olomana, Waianae
Coast, and Waianae Mountains
- The Tropical Storm Warning has been cancelled for Big Island
Interior, Big Island North and East, Big Island Summits,
Kohala, Kona, and South Big Island
* CURRENT WATCHES AND WARNINGS:
- A Hurricane Warning is in effect for Kauai Leeward, Kauai
Mountains, Kauai Windward, and Niihau
* STORM INFORMATION:
- About 50 miles northeast of Lihue or about 100 miles northwest
of Honolulu
- 22.5N 158.8W
- Storm Intensity 90 mph
- Movement West-northwest or 290 degrees at 16 mph
SITUATION OVERVIEW
------------------
Hurricane Douglas will continue to pull west-northwest away from
Oahu this evening, and pass dangerously close to Kauai later tonight.
Although the strongest winds will remain very close to the center of
Douglas, damaging winds are still possible across Kauai.
Total rainfall accumulations of 3 to 6 inches are still possible
across Kauai as Douglas passes nearby. While the greatest flooding
potential will favor windward and north facing slopes, leeward and
south facing slopes could experience flooding as well. Total rainfall
accumulations of 1 to 2 inches are possible across Oahu.
Significant coastal impacts are expected due to life-threatening surf
along exposed shores of the smaller islands tonight, even in areas
where Douglas has already passed by. A combination of higher than
predicted water levels, storm surge, and surf will lead to significant
beach erosion, with water potentially washing onto vulnerable
low-lying coastal roadways, especially at and around the daily high
tides. The worst impacts are now expected on Kauai, while conditions
gradually improve from Maui westward to Oahu as the night progresses.
POTENTIAL IMPACTS

* WIND:
Potential impacts from the main wind event are now unfolding across
Kauai. Remain well sheltered until the threat for damaging winds passes.
If realized, these impacts include:
- Considerable roof damage to sturdy buildings, with some having
window, door, and garage door failures leading to structural
damage. Mobile homes severely damaged, with some destroyed.
Damage accentuated by airborne projectiles. Locations may be
uninhabitable for weeks.
- Many large trees snapped or uprooted along with fences and
roadway signs blown over.
- Some roads impassable from large debris, and more within urban
or heavily wooded places. Several bridges, causeways, and
access routes impassable.
- Large areas with power and communications outages.
Elsewhere across the Hawaiian islands, little to no impact is
anticipated.
* SURGE:
Potential impacts from the main surge event are now unfolding across
Kauai. Remain well away from locally hazardous surge.
If realized, these impacts include:
- Localized inundation with storm surge flooding mainly along
immediate shorelines and in low-lying spots, or in areas
farther inland near where higher surge waters move ashore.
- Sections of near-shore roads and parking lots become overspread
with surge water. Driving conditions dangerous in places where
surge water covers the road.
- Moderate beach erosion. Heavy surf also breaching dunes, mainly
in usually vulnerable locations. Strong rip currents.
- Minor to locally moderate damage to marinas, docks, boardwalks,
and piers. A few small craft broken away from moorings.
Elsewhere across the Hawaiian islands, little to no impact is
anticipated.
* FLOODING RAIN:
Potential impacts from the flooding rain are still unfolding across
Kauai. Remain well guarded against dangerous flood waters.
If realized, these impacts include:
- Moderate rainfall flooding may prompt several evacuations and
rescues.
- Rivers and tributaries may quickly become swollen with swifter
currents and overspill their banks in a few places, especially
in usually vulnerable spots. Small streams, creeks, canals,
arroyos, and ditches overflow.
- Flood waters can enter some structures or weaken foundations.
Several places may experience expanded areas of rapid
inundation at underpasses, low-lying spots, and poor drainage
areas. Some streets and parking lots take on moving water as
storm drains and retention ponds overflow. Driving conditions
become hazardous. Some road and bridge closures.
Elsewhere across the Hawaiian islands, little to no impact is
anticipated.
* TORNADOES:
Little to no impacts are anticipated at this time across the Hawaiian
islands.

* EVACUATIONS:
WARNING PHASE - Listen to local official for recommended
preparedness actions, including possible evacuation. If ordered to
evacuate, do so immediately.
* OTHER PREPAREDNESS INFORMATION:
Now is the time to stay inside and away from windows. Listen for
updates and be ready in case you lose electrical power. Keep a
battery-powered radio, charged cell phone and flashlight handy.
