 **TROPICAL DEPRESSION EIGHT FORMS IN THE CENTRAL GULF OF MEXICO**

* CHANGES TO WATCHES AND WARNINGS:
    - A Tropical Storm Watch has been issued for Coastal Kenedy,
      Coastal Willacy, and Inland Kenedy

* CURRENT WATCHES AND WARNINGS:
    - A Tropical Storm Watch is in effect for Coastal Kenedy, Coastal
      Willacy, and Inland Kenedy

* STORM INFORMATION:
    - About 560 miles east of South Padre Island TX or about 570
      miles east of Port Mansfield TX
    - 25.9N 88.2W
    - Storm Intensity 30 mph
    - Movement West-northwest or 285 degrees at 6 mph

SITUATION OVERVIEW


The tropical disturbance over the Central Gulf of Mexico continues to
become better organized this evening with convection developing near a
broad closed circulation. Air Force Reconnaissance Aircraft earlier
this evening found winds of 25 knots and with the increase in
convection near the center the National Hurricane Center has begun
issuing advisories on Tropical Depression eight. At 10 pm the center
of the tropical depression is approximately 560 miles east of the
Lower and Middle Texas coast.

The continued westward movement and improving favorable atmospheric
conditions for additional development would place the tropical cyclone
approximately 60 hours from landfall (late Friday night/early
Saturday) somewhere along the Texas coast. This warrants a Tropical
Storm Watch to be posted from Port Mansfield and the adjacent Lower
Texas coastal waters.

There remains uncertainty on the exact track and how much additional
strengthening takes place with this potential system and all interests
across Deep South Texas and the Lower Texas coastal waters should
continue to monitor the latest forecast.

POTENTIAL IMPACTS

* FLOODING RAIN:
Little to no Significant impacts are anticipated at this time across
The Rio Grande Valley and Deep South Texas. Localized rainfall amounts
of 2 to 4 inches with possible higher amounts may produce flooding of
low-lying and flood prone areas.

* SURGE:
Prepare for locally hazardous surge having possible limited impacts
across portions of Padre Island. Potential impacts in this area
include:
    - Localized inundation with storm surge flooding mainly along
      immediate shorelines and in low-lying spots, or in areas
      farther inland near where higher surge waters move ashore.
    - Sections of near-shore roads and parking lots become overspread
      with surge water. Driving conditions dangerous in places where
      surge water covers the road.
    - Moderate beach erosion. Heavy surf also breaching dunes, mainly
      in usually vulnerable locations. Strong rip currents.
    - Minor to locally moderate damage to marinas, docks, boardwalks,
      and piers. A few small craft broken away from moorings.

Elsewhere across The Rio Grande Valley and Deep South Texas, little
to no impact is anticipated.

PRECAUTIONARY/PREPAREDNESS ACTIONS

* EVACUATIONS:
- Listen to local official for recommended preparedness actions,
including possible evacuation. If ordered to evacuate, do so
immediately.


* OTHER PREPAREDNESS INFORMATION:
Now is the time to check your emergency plan and emergency supplies
kit and take necessary actions to protect your family and secure your
home or business.

If in a place that is vulnerable to high wind, such as near large
trees, a manufactured home, upper floors of a high-rise building, or
on a boat, plan to move to safe shelter.

If you live in a place particularly vulnerable to flooding, such as
near the ocean or a large inland lake, in a low-lying or poor
drainage area, in a valley, or near an already swollen river, plan to
move to safe shelter on higher ground.

Always heed the advice of local officials and comply with orders that
are issued. Do not needlessly jeopardize your life or the lives of
others.
