DISCUSSION AND 48-HOUR OUTLOOK

AT 500 AM EDT...0900 UTC...THE CENTER OF CINDY WAS LOCATED NEAR
LATITUDE 34.5 NORTH...AND LONGITUDE 92.0 WEST. TROPICAL DEPRESSION
CINDY IS CAUSING SCATTERED SHOWERS AND THUNDERSTORMS ROTATING
AROUND ITS CENTER THROUGH THE LOWER AND MID MISSISSIPPI VALLEY.
RADAR AND SURFACE OBSERVATIONS SHOW A CLUSTER OF THUNDERSTORMS IN
LOUISIANA AND ARKANSAS WITHIN ITS SOUTHERN PERIPHERY AND A CLUSTER
OF STORMS EXTENDING NORTH OF THE LOW CENTER INTO SOUTHEAST
MISSOURI AND SOUTHERN ILLINOIS. THERE IS A SECONDARY PLUME OF
MOISTURE MOVING ACROSS SOUTHEAST LOUISIANA...SOUTHEAST
MISSISSIPPI...ALABAMA..AND EASTERN TENNESSEE THAT IS PRODUCING
THUNDERSTORMS. A SWATH OF LIGHT TO MODERATE RAIN IS ALSO MOVING
NORTHWARD THROUGH THE OHIO VALLEY AND INTO THE CAROLINAS.
TROPICAL DEPRESSION CINDY WILL SLOWLY WEAKEN AS IT TURNS TO THE
NORTHEAST...ENTERING WESTERN TENNESSEE AND CENTRAL KENTUCKY BY
FRIDAY EVENING. THE PRIMARY THREAT WITH THIS STORM IS MODERATE TO
HEAVY RAIN THROUGHOUT THE LOWER MISSISSIPPI
VALLEY...SOUTHEAST...AND EASTWARD INTO THE CENTRAL APPALACHIANS.
MAXIMUM SUSTAINED WINDS ARE NEAR 20 MPH...30 KM/H...WITH HIGHER
GUSTS.
MINIMUM CENTRAL PRESSURE IS 1000 MB...29.53 INCHES.

INCHES...WITH LOCALLY HIGHER AMOUNTS...FROM NORTHERN LOUISIANA
INTO WESTERN TENNESSEE...AND INTO KENTUCKY AND THE CENTRAL
APPALACHIANS. THESE RAINS WILL CONTINUE TO ENHANCE THE FLASH
FLOOD THREAT ACROSS THESE REGIONS...SOME OF WHICH COULD BE LIFE
